Background:
The purpose of this assessment is to assess the available post primary educational opportunities, the preparedness of the community and the feasible options with reference to the educational programs (curriculum and medium of instruction), the existing capacities and expertise and other resources required for the immediate and progressive establishment of the post primary educational opportunities. The consultant (team) will report directly to the Kenya – Djibouti Country Representative, while working closely on a daily basis with the Djibouti based Sub Program Manager.
Responsibilities:
- Develop an assessment strategy and tools to conduct the assessment on the need and of the possibility of establishing a post primary education in the refugee camp.
- Identify the local capacities, resources and strategies for learning and education in the refugee context, collecting disaggregated data, both of the needs (number of students, levels etc.) but also of the capabilities existing (eg. possible teachers, locations).
- Review the current primary educational practice with reference to the INEE standards; teaching and learning, teachers and other professional staff, access and learning environment, educational policy, coordination and community participation in the context of Djibouti and the refugees countries of origin
- Analyse the context, including disaster risk and conflict analysis, to help ensure that the existing and proposed education responses are appropriate, relevant and sensitive to the potential for conflict and disaster and to ensure that education interventions do not exacerbate underlying inequalities or conflict.
- Collaborate with the relevant educational authorities, regional partners and UN agencies and other sectors to assure legal acceptance and adaptability, maximise the quality, comprehensiveness and usefulness of assessment and to improve the accountability of humanitarian stakeholders by encouraging the sharing of information.
- Prepare a report on the overall findings with realistic proposals on the immediate and progressive establishment of the post primary education including the resource planning; putting into consideration the pathways to be followed for the post primary education and with reference to the teaching and learning, teachers and other professional staff, access and learning environment, educational policy, coordination and community participation in the context of Djibouti and the refugees countries of origin, the insights on the positions of the various Ministries of Education, regional organizations and the UN agencies in the region.
Requirements:
- The lead consultant must have a Masters in relevant Educational and policy disciplines
- The potential consultancy team should have educational training and work experience relevant to the establishment of formal and non formal post primary education for populations in emergency set ups
- Several years work experience with the Ministries of education in East Africa and Horn Africa and the UN agencies especially in the assessment and development of systems and agreements in the establishment of post primary education for vulnerable populations
- Awareness and previous use of international standards especially the INEE on the conducting of assessments in emergency
- Be familiar with key documents related to education in emergencies i.e. international Education conventions, policies and other related documents
- Ability to synthesize and analyze data using the statistical programs
- Working knowledge of French and Somali language required as well as the willingness to work in a refugee camp
