Qualifications Requirements:
1. University degree or appropriate academic and technical training in one or more of the major fields of civil aviation.
2. Experience in the restructuring of a civil aviation organization.
3. Experience in the formulation of civil aviation policy and in the preparation of organizational plans, regulations and procedural documents for aviation services and for relevant human resources development.
4. Awareness of modern management principles and techniques as related to civil aviation management and the day to day operations of a civil aviation administration.
5. Appreciation of the coordination needed for policy-making decisions with other national government departments such as Planning and Justice.
6. Ability to express views clearly and to prepare concise reports.
7. Sound understanding of financial management as well as aviation revenues and expenditures.
8. A good command of oral and written English, French or Spanish is essential.

Duties:
1. Undertake a feasibility study on the restructuring of civil aviation in order to improve the safety, efficiency and regularity of the civil aviation facilities and services, and the contribution that the civil aviation industry can make to the economy especially with regards to tourism and trade; and taking into account previous technical studies and proposals by the government and ICAO relating to civil aviation.
2. Make recommendations to government relating to the development of a civil aviation structure that is autonomous or semi-autonomous consistent with the flexibility required to fulfill its functions effectively and efficiently. The proposal will contain advice sufficient to allow government to take well-informed policy decisions which protect national interests and which ensure government pursuance of cost-effective management systems.
3. The recommendations should include but not be limited to: an organization structure and chain of command, including a detailed description of the functions of each section, taking into account the government's civil aviation policy; legal provisions for creating the recommended civil aviation structure clearly defining its powers particularly in relation to financial management and personnel matters; the administrative framework of the organization, defining its powers and responsibilities; financial management, including regulations, rules and procedures relating to budgets, revenue collection and expenditure. This should cover both capital and recurrent budgets; job descriptions of management and supervisory positions; staffing, including selection criteria for recruitment; training requirements and plans; schedule of implementation of the new structure.
4. Perform other related duties as may be required.
