The International Maize and Wheat Improvement Center (CIMMYT), is seeking an innovative, self-motivated, candidate for Service Manager Internationally Recruited Staff. The position will be based at CIMMYT’s Main Campus located 45 km northeast of Mexico City, Mexico.
The Service Manager interacts with CIMMYT's executive management, scientists, and HR staff. Service Manager is responsible for providing guidance to the IRS HR functions and smooth functioning of: Payroll, benefits, recruitment, new hires, contracts, annual evaluation and reclassification process, provide reports as required, staff and management relations. Tax forms US Residents, Termination Provision IRS, vacation and home leave, Regional staff Medical Insurance. This position may include up to 25% travel as required by specific projects.
Specific responsibilities of this position will include:
- Collaborate with Directors, Project Leaders, Project Administrators, Staff, Managers to ensure that HR systems, including policies and procedures, are developed, continuously monitored and updated, and are compliant with local laws and in line with organizational standards.
- Develop, implement and monitor all HR project office support systems including performance management, compensation and benefits, coordinating training and development, and compliance to ensure smooth functioning, communication and coordination.
- Ensure that contractual, compensation, financial and legal issues are compliant in the local offices and in accordance with organizational policy.
- Identify and recommend staff development opportunities.
- Create opportunities for information flow between CIMMYT HQ and outreach offices, and identify and implement mechanisms for inter-country information sharing.
- Mediate employee issues related to performance, grievance, or policy and conduct Concerns; lead investigations of policy and conduct violations
- Advise and liaise with senior staff on a global level Other HR projects as required and mutually agreed upon.
- Work with IRS HR staff and reinforce their knowledge and skills so they are working optimally, review organization structure within unit and recommend impliment required.
- Review and provide suggestions to the proposed IRS Compensation Policy.
- Contract several consultant o services firms as required.
- Other HR projects as required and mutually agreed upon.
We are seeking candidates with the following qualifications:
- BA/BS degree in a Human Resources related field. Advanced education Is a plus.
- Minimum of ten (10) years of experience in expatriate and international human resource management, with part of that experience being in the NGO/not for profit sector.
- Flexibility to work in a rapidly changing environment, with a proven track record of effectiveness in working with and in diverse cultures.
- Ability to work effectively in a results-oriented environment with a strong customer service and consultative orientation.
- Well-developed interpersonal communications, negotiation, writing, speaking, and strong listening skills.
- Considerable knowledge of domestic and international employment, benefit and immigration laws, and expatriate compensation and benefits program options.
- Ability to establish and nurture relationships with individuals of varying backgrounds.
- Adept at learning, understanding and assimilating cultural differences.
- Strong analytical skills and ability to work on basic processes as well as strategic initiatives.
- Able to operate independently where appropriate, yet understands when to escalate issues.
- Accessible during non-regular work hours.
- Advanced knowledge of the principles, practices and procedures relevant to global HR management.
- Demonstrated excellence in writing and developing personnel policies and procedures is required.
- Experience living or working in developing countries preferred.
- English proficiency required; foreign language skills a plus.
- Desire and ability to travel to developing country offices.

Borlaug’s work dramatically increased yields of wheat in the Indo-Gangetic plains in the 1960s and 1970s, staving off starvation for hundreds of millions. For this work, Borlaug received the Nobel Prize in 1970. Scores of other CIMMYT efforts have saved or enriched millions of lives, from releasing disease-resistant varieties and varieties resistant to drought and heat and soil deficiencies, to dispersing techniques to reduce farmer costs and post-harvest losses. In developing countries, wheat varieties developed by CIMMYT and its partners cover 75% of the area planted to modern wheat varieties.
