Qualifications Requirements:
1. A minimum of ten years of experience in airport operations management, with at least five years experience in the technical aspects of the air cargo management and associated ground activities at airports including ramp activities, cargo load ability checks, permit procurement, warehouse management, ground handler management and aircraft loading.
2. In-depth knowledge of the SARPs and guidance material contained in the ICAO documents Annex 9 – Facilitation, Annex 14 - Aerodromes, Annex 17 – Security: Safeguarding International Civil Aviation Against Acts of Unlawful Interference & Annex 18 – The Safe Transport of Dangerous Goods by Air.
3. A good command of oral and written English, French or Spanish is essential.

Duties:
1. Manage cargo operations processes in compliance with ICAO standards and local regulatory requirements.
2. Advise government authorities in the planning and design of a centre for air cargo logistics.
3. Evaluate and validate cargo forecasts.
4. Perform demand/capacity analysis and define future cargo infrastructure requirements.
5. Train staff in roles or responsibilities regarding global logistics strategies.
6. Establish and determine training needs and development plans for staff and sub-contractors.
7. Evaluate customers needs through preparation of questionnaires; interviews with airlines, handling companies, freight forwarders on expansion plans, new equipment, etc.
8. Investigate incidents or non-conformity in the department and recommend/implement preventive and corrective action.
9. Monitor supplier performance against agreed work specifications and deal with non-conformance follow-ups.
10. Participate in certification and renewal audits of the department.
11. Perform other related duties as may be required.
Salary:
In accordance with the Technical Co-operation Bureau (TCB) salary system.
