CARE DRC has an exciting opportunity for a Project Manager (PM) position it's new emergency response and early recovery project "UJASIRI." The UJASIRI project aims to contribute to the enhancement of community resilience in conflict affected communities in North Kivu, specifically by improving living conditions and community capacity with regards to resilience and protection. Implemented in collaboration with Oxfam GB, the ECHO funded project will address the following principal challenges faced by conflict affected populations and the humanitarian organizations working in Lubero and Beni, North Kivu:
1.Elevated levels of food insecurity and limited livelihoods in zones characterized by conflict and displacement; 2.Significant community vulnerability to catastrophes, particularly those related to violent conflict and population displacements, which contribute to considerable protection gaps. 3.The absence of a forum or exchange of information regarding cash transfers amongst humanitarian organizations in the DRC.
Although there have been a number of significant steps taken to stabilize the region, the situation in Eastern Congo remains extremely volatile and unpredictable. CARE's emergency strategy in the East is to respond to the chronic emergency by adopting its trademark community participation and sustainability variables whilst mitigating for the man-made and natural catastrophes that regularly shock the communities.
Based in Goma under the supervision of the Provincial Director of North-Kivu the Project Manager will oversee Ujasiri project activities in Lubero and Beni. S/he will manage the project team of about 10 national staff, providing leadership and promoting excellence. In terms of implementation, the PM will be responsible for strategic guidance and quality control. S/he will also see innovative means to create linkages with other CARE/Oxfam interventions in the zone, specifically CARE’s Umoja+ project; as such, some management oversight, including financial management of the budget, will fall under the realm of the PM’s responsibility. The PM will also be responsible for providing guidance to the Umoja+ team.
Dedicated and dynamic, the PM must coordinate activities with other actors in the field (specifically with the Oxfam-GB project team, local implementing partners and beneficiary community) and ensure horizontal and vertical information sharing. The project manager will also be responsible for the development of a North Kivu cash working group and its virtual site which will promote knowledge management and information sharing within this exciting new sector.

Required:
•University degree in social sciences (sociology, anthropology, development, political sciences preferred)
•At least 5 years of international project management experience
•At least 2 years of Emergency-related project/program management
•Experience in cash based assistance
•Familiarity with rights-based approach, experience with promotion of rights
•Written and oral French and English essential
•Proven knowledge of Emergency standards (Sphere, etc)
•Strong IT skills to allow for the launch and maintenance of the cash assistance working group virtual site
•Very good presentation, coordination and communication skills
•Monitoring and evaluation
Desired:
•M.A. in Social Sciences
•Internationally recognized emergency preparedness/response trainings
•Internationally recognized cash based assistance trainings
•Solid experience in designing and conducting training workshops
•Experience of complex emergencies (civil wars etc) and stressful contexts
•Experience in the Great Lakes Region
•Advocacy experience a plus
