The AIDS WATCH AFRICA (AWA) was created by a grouping of African Union Heads of State and Government at their 2001 Summit on HIV/AIDS, TB and Other Related Infectious Diseases, in Abuja, Nigeria as an advocacy platform at Head of State level to monitor the African response and mobilize resources to fight the AIDS Pandemic.
Originally coordinated from Abuja, AWA was recognized as an African Union structure and the AWA Secretariat was relocated to the AU Commission by the July 2004 African
Union Summit Decision (Assembly/AU/Dec.6 (II)). Since 2005, an AWA Secretariat was established as part of the Division on HIV/AIDS, Tuberculosis, and Malaria in the
Department of Social Affairs.

The AWA Mission is to lead advocacy efforts to mobilize resources and monitor performance of an African response to HIV/AIDS TB and Malaria and its impact, to enable Africa achieves the Millennium Development Goals.

During the period of 2012 - 2015, will build on the experience of the past decade and mobilize continental action to address the triple scourges of HIV/AIDS, tuberculosis, and malaria, and to ensure that political commitments made to date are kept.

There is an urgent need for new, high-impact, accountability mechanisms to build country ownership, enhance mutual accountability between stakeholders, and accelerate action towards the 2015 MDG target dates.

In order to revive AIDS WACH Africa, the Department of Social Affairs of the AUC is recruiting anAWA Programme Advisor, Advocacy & Partnerships specialist

2. DUTIES AND RESPONSIBILITIES

The primary purpose of the AWA Advocacy& Partnerships expertis:

 Elaborate and Implement communications strategies, including media strategy to achieve the AWA agenda;
 To establishment and maintain communication channels and a database with continental, regional and national focal points and the media including dissemination of information;
 Facilitate data collection and disseminate continent-wide country-level performance monitoring reports, such as the Scoring African Leadership report;
 To advocate for and sensitize Member States and other stakeholders on commitments of Heads of State and Government as to the ownership, the coordination and the implementation of harmonized HIV/AIDS, Tuberculosis and Malaria services policies;
 To maintain contact with relevant institutions involved in HIV/AIDS, Tuberculosis and Malaria research and advocacy and cooperate with RECs,
UN Agencies, AU specialized institutions, Organizations, NGOs and CSOs with a view to raising awareness and maximizing implementation of pertinent decisions and programmes;
 Develop and Implement AWA Resource Mobilisation Plan;
 To assist in the preparation and organization of meetings including the AWA

Action Committee meeting and AWA consultative committee meeting
 Conduct periodic monitoring and evaluation of AWA effectiveness and progress towards implementation of AWA Implementation plans;

 To prepare documents and write reports on issues relating to HIV/AIDS,
Tuberculosis and Malaria;
 To perform other duties as assigned by supervisors

4. EDUCATIONAL REQUIREMENT

Candidates must have a Minimum Bachelor Degree in Social Sciences with an additional training in advocacy and social communication. Additional qualification in Public health or health promotion is an advantage.


4. WORK EXPERIENCE

Candidates must have at least 5 years of Progress working experience in Public Health, high level advocacy with focus on control of HIV/AIDS, Tuberculosis and
Malaria in either/or at regional level.

Knowledge and experience of the AU or UN systems is an added advantage.

5. OTHER RELEVANT SKILLS

• Working knowledge of policy analysis and programme/project development, implementation and monitoring;

• Excellent interpersonal skills, ability to work autonomously and in a multi-cultural environment;Excellent report writing and presentation skills;

• Good communication and negotiating skills;

• Good planning and organizational skills;

• Computer literacy (processing of word, data and graphic). Be conversant with the African Union and the outcomes of the Abuja Summit on HIV and AIDS, TB and Malaria;

• Highly experienced Strategic planner and Programming Expert having worked with officials at highest level of Government;

• Expertise on issues of Health, Development and HIV/AIDS, TB and Malaria and particularly on the specificities of African related Development issues;

• Wide ranging knowledge of development current challenges of HIV/AIDS, TB and malaria treatment and prevention availability, advocacy, resource mobilization, governance and accountability mechanisms, particularly on the African continent;

• Able to deliver key outputs on time and within budget ceiling.


6. EXPECTED DELIVERABLE

Quarterly AWA progress reports; Annual report of AWA activities; Quarterly E-bulletin of AWA.

7. LANGUAGE REQUIREMENT

Proficiency in one of the African Union working languages. Knowledge of other working languages would be an added advantage.


8. AGE REQUIREMENT

Candidates must preferably be between 30 and 35years old.

9. TENURE OF APPOINTMENT

The appointment shall be for an initial period of One (1) years, the first three (3) months of which shall be on probation. It shall be renewable subject to performance, deliverables and availability of funds.

11. Remuneration: The salary attached to the position is an annual lump-sum of US$64,459.57 inclusive of all allowances for internationally recruited staff, and

US$ 54,789.91 inclusive of all allowances for locally recruited staff
