UN WOMEN: PROGRAMME SPECIALIST, GENDER SENSITIVE PEACEBUILDING

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations System's efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women's Peace and Security cluster is responsible for providing technical support to UN Women Country Offices in a number of areas, including: conflict prevention and peacebuilding, justice sector and security reform, transitional justice, promoting women's political participation and mainstreaming gender issues into governance reforms. It has global components but is grounded in country-level activities. To further this work UN Women has entered into a joint partnership with the Peacebuilding Support Office to support the implementation of the Secretary-General's Report on Women's Participation in Peacebuilding. At its core the report contains a 7 point action plan for gender-responsive peacebuilding with concrete recommendations covering the following thematic areas: mediation, UN post-conflict planning, financing for peacebuilding, the deployment of civilian capacities, governance, rule of law and economic recovery. The joint partnership works to translate these commitments into country level results. The consultant will manage the Guinea component of this joint programme and have dual reporting lines to the West Africa Regional Programme Director and the Chief of the Peace and Security thematic cluster.

The support provided through the UN Women / PBSO joint programme intends to contribute to a gender-responsive peacebuilding process in Guinea by: a) engaging women's civil society groups to participate in peacebuilding; b) providing technical support to the UNCT on women, peace and security, in particular the work of the Peacebuilding Fund and Peacebuilding Commission in Guinea and c) working with OHCHR and women's groups in Guinea to ensure that transitional justice efforts remain sensitive to the full promotion and protection of women's rights to comprehensive justice.

The Specialist will work in synergy with UN agencies and other development partners contributing to gender related activities, including participating in the UNCT weekly meetings and the thematic Group on Health, HIV/AIDS, Gender and Demography. The Specialist will have dual reporting lines, reporting to the Resident Coordinator and UN Women.

Duties and Responsibilities

The Gender and Peacebuilding Specialist will have the following responsibilities:

Technical Assistance on Women, Peace and Security to the United Nations Country Team (UNCT):

  • Provide technical assistance to members of the Guinea UNCT on women, peace and security and support the integration of women and gender analysis into the UN's peacebuilding work, in particular by ensuring that the UN's programming on rule of law and economic recovery responds to the needs of both men and women;
  • Support, as needed, the integration of women's, perspectives and gender analysis into UN and national peacebuilding planning frameworks;
  • Support, as needed, the integration of women's, perspectives and gender analysis into into PBC engagement in Guinea;
  • Working with the in-country Peacebuilding Fund mechanism, ensure that PBF submissions are gender responsive, in particular those targeting the three Government identified priority areas: security sector reform, youth and women's employment, and reconciliation;
  • Support the UNCT in the development of a 'gender marker' financial tracking system for the UN's peacebuilding funds;
  • Awareness raising within the UNCT and national partners of the importance of women's role in peacebuilding, and highlighting practical recommendations for integrating women into all areas of peacebuilding, with a particular focus on employment and reconciliation;
  • Monitoring and evaluation of project impact, with support from UN Women HQ and the PBSO.

Network with and Build Capacity of National Women's Organizations:

  • Provide support to grassroots women's civil society organizations (including private sector organizations) and advocates to implement the Secretary-General's report on women's participation in peacebuilding. This will be done through increasing their influence in shaping national peacebuilding plans, reconciliation processes, strategies and financing mechanisms; through network development, development of oversight bodies, capacity development and support to the development of national and international advocacy platforms;
  • Facilitate 'Open Days' between UN senior leaders and women peacebuilders on their priorities for peacebuilding;
  • Provide expert advice on best practices and methodologies for gender responsive security sector reform, employment and the creation and implementation of transitional justice mechanisms;
  • Facilitate South-South and regional cooperation on gender-responsive peacebuilding;
  • Initiate dialogue with women's organizations regarding their priorities and perspectives on possible transitional justice mechanisms to feed into on-going debates on the establishment of reconciliation processes;
  • Undertake frequent field missions and meetings with national CSOs.

Required Skills and Experience

Education

  • A Master's degree ( or equivalent) in social sciences, political science, international affairs, international development studies, gender/women's studies, human rights or a related technical field.

Experience

  • At least five years relevant experience in the field of women, peace and security. Knowledge of and country experience in conflict and post-conflict situations;
  • Experience engaging in results oriented in-country capacity development;
  • Experience supporting women's organizations in conflict and post conflict situations is desirable;
  • Experience working within the UN and familiarity with the UN peacebuilding architecture an advantage;
  • Proven experience and results in providing high quality technical support on women, peace and security;
  • Professional project management, monitoring and evaluation experience.

Languages

  • Fluency in French and English is required. Interviews will be conducted in both languages.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
