In Southern Sudan, the United Nations Development Program (UNDP) is a key partner to the Global Fund in the fight against AIDS, Tuberculosis and Malaria (GFATM) and is the United Nations (UN) agency assuming the role of Principal Recipient of GFATM grants in selected countries. In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products in this grant.
Since 2010 UNDP has signed and started the implementation of the GFATM Round 9 Health system Strengthening (HSS) Grant. One of the key activities under the grant is to strengthen the national pharmaceutical supply chain management system to ensure the safe and effective use of medicine for improved health standards. A review of the pharmaceutical sector reveals serious capacity gaps in medicine procurement, storage, and distribution in South Sudan. In view of the projected scale up of health services by the government of South Sudan, these gaps pose a major risk to the HIV, TB & Malaria programme outcomes if additional technical, material and/or operational support is not provided to the Ministry of Health. In order to address some of the gaps, the HSS Project intends to recruit a Pharmaceutical Supply Chain Management Specialist to oversee and direct the UNDP supply chain management system, develop and monitor distribution plan and ensure timely and effective supply of health and non health products to all distribution points. In addition, he/she will provide necessary capacity building support to strengthen the Ministry of Health Pharmaceutical Directorate to develop procedures and guidelines for the management of pharmaceutical supply chain, and to implement and optimize a distribution system plan.

Duties and Responsibilities

Summary of key Functions:
  • Overall responsibility for quality assurance and management of the Juba pharmaceutical warehouse including providing capacity building support to the warehouse staff;
  • Support the development and implementation of a drug procurement, distribution, monitoring and coordination plan for South Sudan;
  • Provide technical and capacity building/training support to the Directorate of Pharmaceuticals at all levels;
  • Support the Ministry of Health (MoH) Directorate of Pharmaceuticals to develop standard procedures and guidelines for management of pharmaceutical supply chain in South Sudan.
Key day to day responsibilities:
Under the overall guidance and direct supervision of the UNDP Global Fund Coordinator and the Director General, Pharmaceutical Directorate, Ministry of Health, Government of Southern Sudan, the Technical Specialist (Supply Chain Management) will be responsible for the following key tasks:
Capacity Building & Training:
  • Support the MoH Directorate of Pharmaceuticals to develop standard manuals and guidelines for the effective management of pharmaceutical supply chain in South Sudan;
  • Collaborate with key stakeholders to design and implement training programmes at various levels to improve supply chain logistics management and application of relevant supply chain management procedures;
  • Coordinate the overall national drug supply system support through organizing partnership meetings;
  • Provide technical, mentorship and capacity building support to MoH staff at the Directorate of Pharmaceuticals at all levels including facilitating relevant trainings on supply chain management as well as collaboration with the MoH and partners to ensure capacity building in the areas of product selection, forecasting/ quantification, procurement, distribution and storage/ warehousing;
  • Review existing training materials and adopt/harmonize suitable materials for training various cadres engaged in supply chain management.
Distribution, Inventory Management, Quantification and Procurement:
  • Participate and provide technical support to the UNDP Procurement Unit in conducting quantification exercises and procurement of pharmaceutical products including supporting necessary follow up on procurement;
  • Provide UNDP with price list specifications for drugs, kits, and medical equipment to facilitate procurement and quantification processes;
  • Lead or assist the establishment of a drug quantification and procurement team for UNDP;
  • Support the MoH to develop and implement an effective coordination mechanism for medicine supply-management linking Central Management Stores to specific States and Counties to facilitate timely distribution and delivery of medicine;
  • Support and promote the development of database systems at all levels of recipient health facilities and computerization of stock management and transaction records;
  • Support the MoH to ensure development of realistic distribution schedules for timely transportation of medicines across various States and Counties of South Sudan;
  • Promote technical assistance to the MoH in the selection of appropriate pharmaceuticals, medical supplies, including updating the essential medicines list and central medical supplies list/catalogue;
  • Recommend and pursue measures to improve performance in procurement and supply chain management. He or she helps identify and apply innovative approaches and best practices to achieve supply chain management goals such as overall supply chain integrity and integration;
  • Advice the MoH on warehousing options, and technical plans for the expansion of the national stores network.
  • Provide guidance to the MoH and UNDP on appropriate measures for managing expired/obsolete products.
  • Ensure that good quality of drugs and kits are available in a timely manner at the point of care including health facilities;
  • Ensure that providers and caregivers at health facilities are aware of available drugs, test kits and medical equipments;
  • Ensure the Global Fund warehouse has adequate stock level to supply all Global Fund drugs and kits to run the programme;
  • Monitor the stock level at the health facility and warehouse;
  • Ensure all items are stored in optimal temperature and conditions;
  • Ensure expired drugs are properly disposed at the sites level.
Logistic System Design/Logistics Management Information System (LMIS):
  • Ensure the development of a Logistics Management Information System for ordering, delivery, receipt, stock level and inventory control including expiry tracking at all levels and for the UNDP programme;
  • Work very closely with the MoH Directorate of Pharmaceuticals to ensure mobilization of additional resources in support of pharmaceutical supply chain activities;
  • Promote new innovative approaches and techniques relevant for strengthening the pharmaceutical supply chain management in South Sudan;
  • Develop the capacity for proper record keeping, data processing, reporting, and decision making thereby enabling the MoH and partners to better estimate their monthly, quarterly and annual requirements;
  • Provide support for computerization of logistics management at the central medical stores and state medical stores or other levels as established in the logistic system design;
  • Develop monthly and quarterly Supply Chain Management (SCM) reports to UNDP;
  • Collect facility R&R from all health facilities and maintain their data base for follow up;
  • Maintain regular call to health facilities to evaluate health facility stock level;
  • Develop and upgrade R&R format;
  • Develop SCM facility Map
  • Identify key supply chain bottlenecks and challenges for distribution of Global fund program and suggest solutions to overcome the challenges.
Supervision and Monitoring:
  • Carry out routine field visits to monitor medicine storage facilities and accordingly advise the MoH Directorate of Pharmaceuticals on best practices to counter and address challenges faced;
  • Provide necessary planning and management of technical capacity building support to identify gaps and strategies to strengthen the supply chain management system;
  • Develop and streamline effective reporting system on the MoH pharmaceutical supply chain management at field levels and ensure the proper review of reports from States and Counties;
  • Promote partnership between the MoH Pharmaceutical Directorate and key stakeholders to address key gaps identified in pharmaceutical supply chain management;
  • Organize and lead field visits for SCM at sites with UNDP and Country Coordination Mechanism (CCM) team;
  • Using the agreed targets and performance measurement indicators for SCM, assess the implementation of the system in the health facilities and warehouse;
  • Troubleshoot and provide additional support where weaknesses are identified.
Communication and Coordination:
  • Support the MoH to become a key player and coordinator of pharmaceutical procurements by different agencies to avoid duplication and potential waste caused by operating parallel uncoordinated supply chains. She/he ensures communication and coordination among key stake holders involved in the supply chain management process;
  • Ensure timely assembly, verification and reporting of pharmaceutical logistics information in conformance with MoH and GFATM requirements. She/he promotes communication and information sharing about pharmaceutical logistics with stakeholders in line with appropriate protocols/chain of communication;
  • Coordinate and lead the overall SCM s

Required Skills and Experience

Education:
  • An advanced degree (Masters or its equivalent) in Supply Chain management, Pharmacy, Public health, or other health related field.
Experience:
  • At least 7 years of progressive work experience in strengthening pharmaceutical management systems including logistics systems design, supply chain management, and logistics management information system;
  • Experience in providing technical assistance in a similar capacity in the context of South Sudan is an added advantage;
  • Experience working in partnership with programmes supported by international agencies such as WHO, World Bank, Global Fund and bilateral agencies such as USAID preferred;
  • Demonstrated ability to write sound technical reports;
  • Computer skills including m-Supply, spreadsheet, database, etc
  • Ability and willingness to travel extensively in South Sudan.
Language Requiremenrts: Excellent command of written and spoken English.
