EGPAF has recently been awarded a five-year project from CDC for the continued management and implementation of SmartCare, along with an increased focus on data use for quality improvement (QI) and elimination of HIV transmission from mother to child. EGPAF will lead a national effort for use and optimization of SmartCare data for continuous QI of the national HIV/AIDS program.
Job Summary
EGPAF is seeking a Technical Director, Strategic Information & Evaluation (TD, SI&E) to be responsible for overall strategic leadership for data use for QI of the HIV/AIDS program. The TD, SI&E will be part of the new “LiveFree project” and will plan for and oversee existing and new systems for data use. This individual will be innovative and instill a culture of SmartCare data use for program improvement across the organization and with project stakeholders, and in partnership with the MOH. H/she will provide technical support for data collection and analysis, use of evaluation tools and processes, and use of SmartCare data for decision-making. The TD, SI&E will have substantial technical expertise in health project monitoring and evaluation (M&E), health informatics and biostatistics, M&E systems (including EHR systems), and research.
Essential Duties and Responsibilities
Data Use
· Implements and oversees an initiative for data use for program QI.
· Oversees technical support to partners and provincial health authorities to develop their capacity for data analysis, use of evaluation tools and processes, and use of data for decision-making and program design.
· Guides the EGPAF team and MOH representatives on developing systems for routine use of program data for QI, including target setting, target tracking, results, and strategies for key indicator collection.
· Works cross-functionally across programs and research areas to promote and support data use for informed decision making.
Program Monitoring
· Develops, implements, and oversees an overall integrated Strategic Information plan in line with overall Country Program goals.
· Provides strategic leadership for project staff, and interfaces with global team to monitor program progress.
· Oversees and contributes to monitoring plans for new proposals and agreements.
Required Qualifications
· PhD, DrPH, or an equivalent doctoral-level degree or an MD with Master’s level training, in public health, demography, epidemiology, biostatistics or a related field.
· 8-10 year(s) of relevant experience in public health evaluation, M&E systems (including EHR systems), and data management is essential. Substantial technical expertise in health informatics and biostatistics is key.
· Previous data management experience, international experience, and health programming experience required. Research, HIV/AIDS and maternal and child health experience is a plus.
· Demonstrated ability to design and manage monitoring, evaluation, and research activities.
· Demonstrated ability to lead and manage a diverse group of professionals.
· Experience in training and providing technical support to health professionals in M&E methodologies and tools.
· An understanding of international HIV/AIDS programs, including PEPFAR, is strongly preferred. Experience with evaluating and reporting on results for federally-funded projects strongly preferred. Experience with donor management and reporting, especially CDC, is a plus.
· International travel up to 5% or as necessary.
