The Dodoma based St. John’s University of Tanzania invites applications from suitably qualified candidates to fill the following positions.
1. Director of Human Resources Management and Administration (0ne Position)
Qualifications: By appointment of holders of a university Masters in Human Resources Management, Business Administration and Public Administration with a minimum of four years or relevant working experience in a similar position.
Duties and Responsibilities:
- Develop and recommend plans, policies and procedures for recruitment and related staffing action and for custody and maintenance of consolidated records.
- Maintain a constant review of policies and procedures affecting his/her area of responsibility and recommend changes to achieve improvements.
- Forecasts workload requirements for staff and estimate operating costs.
(iv)Conducts regular special studies of turnover rates, feedback by users on quality of new employees, existing interview data and responses to
advertising in order to establish foundations for appraising staffing performance and identify needs for changes in policies or methods.
(v) Supervise the maintenance for consolidated personnel records and the relay of personnel data for input into the personnel/pay roll systems.
(vi) Administer the Security of Employment Act, grievance procedures and discipline.
(vii) Participate in the handling of grievances.
2. Human Resources officer/Administrative officer (2 Positions)
Qualifications: Holder of bachelor degree in Public administration or Business administration specialized in Human Resources Management, sociology and law.
Duties and Responsibilities:
Undertake all general duties to give the incumbent basic orientation within the University at the Junior Management level and including the following;
- Deals with general office administration under a minimum supervision in one of the sections within human resources functions.
- Assist in planning, organizing, directing, coordinating, and budgeting for Human Resources activities
- Preparation of long and short term training programmes.
- To deal with Human Resources Planning and Training need assessment,
- To initiate staff recruitment procedures
- Processing of terminal benefits, staff insurance
- Assist the Management on overall Human Resources policies for better recruitment procedures and performance appraisal,
- Carry out preliminary screening and testing of job applicants as the case may be and recommend promising applicants to management.
- Compile statistical personnel data on routine or special sources of information
- Check on respective dates of confirmation of unconfirmed employees and advises heads of departments accordingly.
- Compile manpower planning data, i.e. up-to-date manpower inventory, staff list, etc.
(xii) Perform any other duties that may be assigned by one's reporting officer.
3. Legal Officer (2 Positions)
Qualifications: Holder of Bachelor Degree in Laws and must be computer literate and with extensive knowledge in legal matters.
Duties and Responsibilities:
- Undertakes legal research and advises the Management, Senate and the Council accordingly;
- Ensures that a system of proper filling, safe custody and quick retrieval of all legal documents is in place;
- Drafts and scrutinizes legal documents such as contracts, leases, loans and other agreements;
- Assists the Head of the Legal Unit in reviewing and recommending the necessary amendments of the of the rules, regulations and by-laws of the University;
- Prepares annual work plan and budget of the Legal Unit for review of the Management; and
- Performs any other duties as may be assigned to him/her by the Head of the Legal Unit.
4. Assistant Public Relations and Liaison Officer (2 Positions)
Qualifications: Bachelor Degree in Journalism, Public Relations and Advertising, Mass Communication from a recognized University/institution. Copies of English newspaper cuttings will be an added qualification.
Duties and Responsibilities: Assists in the routine Public Relations and Advertising activities
5. Senior Lecturers (30 Positions)
In Professional Accounting, Finance, Economics, Human Resources and Management, Business Mathematics, Marketing, Health Science, Information Technology, Procurement and supplies, Pure Mathematics, Applied Mathematics, Statistics, Information and Communication Technology, Computer Science, Development Studies, Geography, Kiswahili, English, and History
Qualifications: PhD holder in any of the above named subjects.
Duties and Responsibilities:
(i) Teaching in formal courses and Seminars;
(ii) Undertaking individual research and participating in bigger multidisciplinary research projects;
(iii) Preparing manuals, simulations and case studies for training;
(iv) Provide close supervision and guidance to students;
(v) Working on consultancy projects;
(vi) Coaching of junior teaching/research staff.
6. Assistant Lecturers (40 Positions)

Qualifications: Masters holder in any of the above named subjects with a GPA of not less than 3.5 in a first degree.
Duties and Responsibilities: With guidance of senior staff conduct lectures, research and consultancy projects, tutorial seminars, and preparing case studies.
7. Tutorial and Teaching Assistants (30 Positions)
In Professional Accounting, Economics, Human Resources and Management, Business Mathematics, Health service management, Information Technology, Procurement and supplies, Pure Mathematics, Applied Mathematics, Statistics, Information and Communication Technology, Computer Science, Development Studies, Geography, Kiswahili, English, Nursing, Education and History
Qualifications: Degree holder in Business Administration, Science with Education, Arts with Education, Information and Communication Technology, Computer Science, Nursing, or any relevant degree program in the above named subjects with a GPA of not less than 3.5.
Duties and Responsibilities: With guidance of senior staff; conduct tutorial seminars, and preparing case studies.
8. Assistant Librarian (One Position)
Qualifications: Bachelor Degree in Library Studies, Information Studies or its equivalent from a recognized University/Institution.
Duties and Responsibilities: Assist in the management and administration of library services
9. Library Assistants (Two Positions)
Qualifications Secondary Education Certificate with Certificate/Diploma in Library Services or its equivalent.
Duties and Responsibilities: Administers the library and library records, references and readers services.
10. Student Adviser (One Position)
Qualifications: Bachelor Degree in Education, Psychology, Counseling Sociology and Home Economics or equivalent from a recognized University/Institution with at least five years experience in the relevant field.
Duties and Responsibilities: Co-ordinates administrative chores pertaining to halls of residence and ensures that University By-laws and regulations guiding the students' life in halls of residence are being observed;
11. Office Management Secretary (One Position)
Qualifications Form IV/VI certificate with secretarial services Certificate/Diploma from Public Service College who passed 80 w.p.m. shorthand either in Kiswahili or English, Certificate in computer programs e.g. windows, Microsoft office Internet, E-mail and Publisher. Use of modern office equipment will be a necessary requirement. Duties
Performs secretarial duties including typing of all correspondence.
12. Records Management Officer/Registry Clerk (One Position)
Diploma holder in Records Management with a minimum of four years relevant working experience in similar position:
- Maintains file movement record cards
- Looks for files and collects them whenever required;
- Returns files to the cabinets and arranges them in proper order
- Keeps ready files marked B.U. for the Supervisor.
- Weeds out inactive files i.e. old closed volumes, files for people who have died, resigned, retired and those who have been dismissed or terminated;
- Checks files in the cabinets periodically and ensures order and neatness.
- Performs any other duties as may be assigned by one’s reporting officer.
- Checks the accuracy of the work done
- Allocates and supervises the work of all registry staff in the Section
- Recommends disciplinary action
- Previews the incoming mail and marks the mail to proper files so that the mail can be filed by the clerks and presented to action officers.
- Maintains a diary of bring up (B.U.) files and ensures that files so marked are sent to the scheduled officers on the dates shown without delay.
- Decides on proper subject title for new files and authorizes closure of the old volumes which should be taken to Archives.
- Provides on-the-job training to newly appointed office clerks.
- Ensures security and neatness.
- Reviews work progress.
- Conducts periodical examination of the housing and order of keeping files in the office.
- Reports to seniors about any deficiencies which may hinder the smooth operation of the office activities.
- Ensures that there is smooth and efficient functioning of the office activities.
- Performs any other duties that may be assigned by one’s reporting officer.
13. Quality Assurance Officer (One Position)
Qualification: A bachelors degree (or higher) relevant to the general and specific responsibilities mentioned above.
Essential skills: Competence in the use of statistical packages and report writing.
Added advantage:
- Previous experience in quality assurance or research activities.
- IT skills.
Duties and responsibility:
- The successful candidate will be responsible to Director of Quality Assurance.
- The candidate will join a team responsible for coordinating activities related to self-evaluation, monitoring, identifying quality outcomes and recommending improvements for continuous improvement of academic programs.
- Organizing workshops relevant to needs of the university or academic units.
14. Database Development Administrator (One Position)
The applicant must possess a Bachelor’s degree or Postgraduate Diploma or Master’s Degree in Computer Science/ Engineering, or Information Technology or Information System or related field. Applicants with knowledge of financial packages are highly encouraged to apply. Applicants should have a variety of database experience including migrating databases, report writing and developing SQL applications.
15. System Administrator (One Position)
The applicants must possess a Bachelor’s degree or a Master’s degree in Computer Science/ Engineering, or Information Technology or Information System or related field. Applicants must have at least two years’ experience administering Windows or Samba domains, managing users and problem solving. Experience with LDAP would be advantageous.

16. Financial System-Data Base Administrator (One Position)
Qualifications
- University graduate in ICT with three years experience.
- Strong experience in financial management aspects.
- Strong logical and analytical person in ICT performance in the organization.
- Ability to concentrate and pay close attention to detail.
- Ability to think broadly and consider impacts across systems and within the organization.
- ICT-certification in data base management may be added advantage.
Duties and Responsibilities
- Analyzing and transferring financial data.
- Replicating financial data.
- Maintaining financial database and ensuring its accuracy, reliability and availability to other data processors and ultimately users.
- Maintaining the financial database system definition ensuring its reliance and intact performance as congruence as possible without technical/abuse interruption.
- Controlling privileges and permissions to database users.
- Monitoring database performance.
- Database financial database backup and recovery.
- Maintenance database security and overall ICT control.
- Any other duties assigned by his/her supervisor.
