Save the Children is recruiting for a key position, Senior Technical Advisor - MultiSector, in anticipation of an upcoming Feed the Future hunger and food security initiative in Zambia. USAID/Zambia’s HIV/AIDS office requests proposals to implement the Zambia Nutrition Assessment, Counseling and Support (ZAMNACS) project. This contract supports the delivery of a Nutrition Assessment, Counseling and Support (NACS) for HIV-positive individuals as well as Orphans and Vulnerable Children (OVC). USAID/Zambia envisions, subject to the availability of funds a total investment of approximately $10 to $15 million over a five year period.
The primary purpose of the ZAMNACS project is to promote good nutrition and prevent malnutrition in adults and children enrolled in HIV/AIDS prevention, care and treatment programs and at-risk OVC clients. The secondary focus is to improve the anti-retroviral therapy (ART) and palliative care clients’ outcomes by providing NACS in these target populations including prevention of mother to child transmission (PMTCT) and OVC clients at clinical and community levels.
Responsibilities
Reporting to the lead agency Chief of Party and working in close collaboration with the Save the Children Country Director, the Senior Technical Advisor will be responsible for the overall planning, coordination and technical direction of the nutrition activities, with particular emphasis on nutrition prevention and behaviour change activities relevant to this project. S/he will function as the team integrator ensuring that the various components of implementation are well coordinated and planned. S/he shall provide cross-cutting, strategic and program implementation direction to promote demand for nutritional counselling, assessment and interventions within a cohesive model of services that are both clinical and community-based. The Senior Technical Advisor will work closely with the Senior Technical Advisor for Clinical services to support the rollout of a strong capacity building and quality assurance process, and with local CBO implementers to ensure effective linkages with OVC and well as community care and support programs for HIV. S/he will work with the monitoring and evaluation officer to ensure strong data collection systems are in place at all levels and progress is being achieved towards nutrition targets.
Requirements
• Master Degree in related Field
• Experience with HIV, nutrition and health interventions at community levels, food security and nutrition expertise, and multi-sectoral response to AIDS.
• Previous experience with strengthening HIV related care and support systems, and capacity building for community health / nutrition workers.
• Proven program management experience.
• 5 or more years of experience with HIV, nutrition and/or health public health programs in Zambia; strong relationships and credibility with Zambian HIV, nutrition and health authorities as well as CBOs.
