GIZ International Services is shortlisted for the EC-funded tender:
EDF African Peace facility (APF) service contract: technical assistance in peace and security.
The objective of this contract is to provide the African Union Commission (AUC) and the African Regional Organisations (RECs/RMs) with high-quality and timely external expertise for facilitating the implementation of programmes related to the Action Plan of the Peace and Security Partnership.
A particular focus will be the operationalisation of the African Peace and Security Architecture (APSA), via individual long-term assignments, as well as via short-term technical assistance in a wide range of crisis prevention/resolution and post crisis activities, including policy formulation.
Responsibilities
Financial management support to AU Peace Support Operation in Somalia (AMISOM) as a priority and AU Peace and Security Finance Devision (PSFD).
Qualifications and skills
Minimum:
Relevant university degree or equivalent experience (a suitable combination of education, training, or experience is acceptable);
Experience with the use of SAP (Systems Applications and Products m Data Processing) and Integrated Management Information System (IMIS);
Excellent reporting skills (oral and written);
Excellent spoken and written English;
Medical fitness for duty in Kenya, Ethiopia and Somalia.
Preferred Very good knowledge and understanding of Generally Accepted Accounting Principles (GAAP) International Public Sector Accounting Standard (IPSAS);
Advanced training in International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS);
Certified Public Accountant (CPA) designation or comparable designations;
Certified Management Accountant (CMA) designation or comparable designations.
General professional experience At least 10 years of relevant professional experience in the area of financial management.
Specific professional experience Minimum:
At least 5 years of experience in accounting;
Experience in auditing and/or internal control and/or risk assessment;
Experience in training, capacity development and/or consultancy;
Strong sense of diplomacy; cultural sensitivity; capacity to work in a multicultural environment;
Experience in peace support operations in Africa (i.e. practices; procedures; finances; logistics; shipping and customs; contingent own equipment procedures and finances; troop allowances).
Preferred:
Familiarity with European Commission contract procedures, especially with European development Fund financed projects and programmes;
Familiarity with the United Nations system;
Field experience, especially in the Horn of Africa;
Experience with the African Union organisation; procurement; administrative procedures and rules.
Duration
The intended commencement date is 01. January 2012 and the period of implementation of the contract will be 24 months from this date.
