I. Director, Internal Audit
Duties and Responsibilities
• Perform business processes risk assessment and determine areas of high risk and audit focus to be incorporated in the annual audit plan;
• Prepare annual audit plans for approval by the Internal Audit and Risk Committee and ensure that they are designed according to the risk and audit priorities identified;
• Advice the management of the organisation on risk management processes particularly through establishment of efficient internal control tools and good governance;
• Supervise ongoing assignments to ensure that they are on target and according to the mandate of the Audit Plan approved by the Internal Audit and Risk Committee;
• Review of business processes to ensure continual compliance with all internal
policies and external laws and regulations;
• Review draft reports prepared by the Internal Auditors and ensure that the reports
incorporate the strategic focus of the organisation;
• Issue periodic reports to the Internal Audit and Risk Committee and Management
summarising the results of audit activities and keeping the Committee informed
of emerging trends and successful practices in internal audit;
• Attend Internal Audit & Risk Committee meetings and communicate and ensure
re-circulation of the final audit reports to relevant parties for implementation of
action points as approved by the committee and ensure follow-up of the status of
implementation of recommendations;
• Investigate fraud emanating from within and without the organisation and
recommend appropriate preventive measures;
• Review the internal audit structure and propose amendments as and when require;
• Prepare long and short term manpower plans.
Academic and professional qualification
• At least a Masters degree in accounting, finance;
• Must hold a professional qualification such as ACCA or CPA;
• Possession of CIA, CISA, CFSA would be an added advantage;
• At least five years internal audit managerial experience in the financial services sector
• Maximum Age 45 years.
Important skills and competencies
The successful candidate must be up to date with knowledge of internal audit issues and trends especially risk based internal auditing, Knowledge of internal audit standards and best practices from relevant institutions such as IIA and ISACA. Must have sound judgement and decision making abilities, and Strong analytical skills
II. Manager, Financial Accounting (Chief Accountant) (1 position)
Duties and Responsibilities
• Supervise and coordinate the day-to-day activities of Financial Accounting staff;
• Participate in planning and preparation of annual work plans and budgets;
• Develop and install effective financial management systems and procedures aimed at improving financial reporting and accounting;
• Analyse financial information detailing assets, liabilities and capital and prepare financial statements and other reports to summarise current and projected financial position in order to ensure availability of funds to implement planned activities;
• Monitor and track utilisation of capital and operational expenditure against approved plans and ensure that any variances are justified in accordance with approved policies and procedures;
• Devise and implement effective strategies for managing working capital and expenditure
programmes;
• Manage and oversee preparation of financial statements, reports and accountings records and advice the Director on their significance;
• Provide technical advice to management and staff on policy matters related to financial compliance of statutory and legal requirements as well as overseeing the interpretation and implementation of government policies related to management of funds
• Initiate and participate in organisational performance reviews and business processes improvement programmes, as well as undertake special investigations aimed at improving organisational effectiveness
• Facilitate the work of external auditors and provide all assistance required Participate in recruitment and selection of staff in order to ensure that selected candidates have the required competencies and are properly oriented and inducted;
• Develop, coach and appraise staff in the division;

III. Manager, Budget Division ( 1 position)
Duties and responsibilities
• Supervise and coordinate the activities of the Budgets division;
• Plan and coordinate the timely preparation of annual work plans and budget estimates as well as outlining key activities to be undertaken to achieve desired targets;
• Participate in development and installation of effective financial management systems and procedures aimed at improving financial reporting and accounting;
• Monitor and track budget execution to ensuring that budgetary allocations are not exceeded without justifiable cause;
• Monitor and track utilisation of capital and operational expenditure against approved plans and ensure that any variances are justified in accordance with approved policies and procedures;

IV. Manager, Procurement (1 position)
Duties and Responsibilities
• Responsible for the development and implementation of the Bank’s procurement
function; Accountable for inventory and managing procurements set of targets;
• Work closely with other head of departments to identify economic and reliable
sources of goods and services;
• Administer existing contracts, monitor contract escalations and pricing mechanisms;
• Monitor and manage supplier performance;
• Develop annual procurement plans for the Bank and advise the Bank on matters
related to procurement;
• Monitor activities against department objectives and submit performance reports to
management;
• Identify procurement process improvements and facilitate implementation;
• To carry out other duties as directed by the management of the Bank.
Academic and professional qualification
• The required candidate must have MBA degree in Accounting or Finance,
Procurement, Material and supplies Management, Stores Management; or in other
relevant fields with one year experience in financial management;

V. Manager, Knowledge Centre and Documentation
Duties and Responsibilities
• Responsible for the development and implementation of the knowledge policy to reflect the organisation’s knowledge management and sharing aims and objectives;
• Plan and oversee the organisation and management of the knowledge centre including the library and archives including financial management of the budget and setting of performance objectives and targets;
• Steers the selection, acquisition, organisation, promotion and maintenance of all information sources;
• Promotes knowledge sharing through NBR’s operational business processes and systems;
• Initiates initiatives to strengthen links between knowledge sharing and the information systems, and improving integration among information systems in NBR to facilitate seamless exchange of information across systems;
• Promotes collaborative tools to facilitate sharing of ideas and work among internal teams and external partners. This includes knowledge sharing through the intranet, workshops, one-on-one guidance, and troubleshooting;
• Responsible for monitoring and evaluating the knowledge sharing programme, including external benchmarking and evaluation programs/opportunities;
• Responsible for disseminating information about the organisation's knowledge sharing facilities including the library and intranet;
• Provides leadership to the knowledge centre team and coordinates all initiatives including development of project plans, budgets and risk mitigation;

• Making a good follow-up of all correspondences receipt by BNR and which have to be responded;

VI. Senior Economist, Research Division ( 2 positions)
Duties and responsibilities
• Assist in the implementation of the division operational plans and activities;
• Carry out general and sector based research studies;
• Assist in developing terms of reference and identifying appropriate research methodology;
• Conduct comprehensive research on macroeconomic aggregates;
• Conduct research on structural changes in the economy in the interest of the BNR in its core mission, particularly the formulation and conduct its Monetary and Exchange rate policy;
• Provide input in the development of government economic policies;
• Compare the evolution of financial and monetary indicators to those of the sub region
countries;
• Process and analyse economic and financial data collected;
• Liaise with statistics department in the collection and compilation of relevant data and
information;
• Assist in compiling relevant sections of the Bank’s annual report, bulletins, technical
notes etc;
• Provide day to day technical guidance and support to Economists in the division;
• To carry out other duties as directed by the management of the Bank.
Academic and professional qualification
• Must possess PhD in econometrics or economics with 1 year of experience or Master’s Degree in econometrics or economics with 3 of years experience in a relevant position, strong quantitative skills, including being familiar with Eviews, STATA,SPSS,MATLAB softwares.

VII. Senior Economist, Economic Analysis Division (2 positions)
Duties and responsibilities
• Realize regular analysis of national and international economic developments in the interest of the Central Bank in the process of formulation and conduct its Monetary Exchange rate policy;
• Participate in computing high frequency indicators of dynamism of economic activities;
• Participate in drafting RPAD ( Research and Policy Analysis Department) contribution to BNR publications related to economic and financial developments;
• Participate in drafting of the BNR quarterly Exchange and Monetary Policy Report;
• Participate in drafting of the semester Monetary Policy and Financial Stability statement which is presented to the public by the Governor;
• Participate in preparation of working documents for different technical meeting on the issue related to the national and international economic situation.

Academic and professional qualification
• Must possess PhD in economics with 1 year of experience or Master’s Degree in economics with 3 years of experience in economic research in a relevant position, strong quantitative skills, including being familiar with MS Excel and Word.

VIII. Deputy Branch Manager for Southern Branch
Duties and responsibilities
• Assist in the development and implementation of long and short term strategic and operational plans and policies;
• Ensure that branch activities are within statutory and legal requirements;
• Prepare periodic reports to Management with respect to branch operations, in line with the organisation’s overall objectives;
• Ensure compliance to the Bank’s laid down policies, procedures and controls and provide recommendations on modification of the same to ensure operational efficiency and risk minimisation;
• Monitor services offered to branch customers and ensure that transactions are handled promptly and efficiently;
• Oversee operational efficiency by ensuring that transactions are posted and processed accurately and authorised promptly, efficiently and within the set time frames;
• Establish and maintain customer relationships through prompt resolution of issues;
• Oversee and participate in opening and closing the strong room and maintain the register of bank notes, foreign currency bank notes and traveller’s cheques;
• Authorise payments within approved authority limit;
• Oversees the security of the Branch office and all its assets;
• Assist in preparing workload and budget estimates for the branch and responsible for cost control and the delivery of the branch’s business/financial targets;
• Ensure that the necessary reports, internal updates, situation reports and budgets are prepared and submitted within the defined time frames and requirements;
• Ensure the effective utilisation of branch staff and other branch resources to ensure cost minimisation and provide assistance in the management of branch human resources including training and development, performance appraisals and induction and orientation;
• To carry out other duties as directed by the management of the Bank.

• Must possess at least a Masters degree in business administration, economics, management and relevant professional qualifications with three years experience in financial management;
