Job Title: Monitoring and Evaluation Officer (1 Position)
Reports to: The Country Director
POSITION SUMMARY:
The M&E Officer shall be responsible for coordinating the monitoring and evaluation activities of the FHI 360 Uganda family planning (FP) program activities, focusing specifically on data collection systems for measuring project implementation, quality assurance, documentation and reporting. The position oversees implementation of M and E activities in accordance with guidelines stipulated by the funding agencies and regularly updates project staff on progress towards implementation of the work plan and designing methods for demonstrating program outcome and impact. In addition, the M and E officer will be expected to provide research support to FHI 360's diversified research portfolio including; liaison with IRBs and support to field research teams. The post holder will be based in Kampala with frequent upcountry travel.
DUTIES AND RESPONSIBILITIES:
• Prepares and reviews the program performance monitoring plan (PMP).
• Ensures appropriate data collection tools and systems are in place and collects required data.
• Leads program monitoring activities.
• Identifies monitoring and evaluation TA needs for projects and provides TA (through training, mentorship etc) or coordinates its provision.
• Oversees and guides the MIS and project databases.
• Participates in research design, implementation and reporting
Job requirement
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge and experience with FP project monitoring and evaluation including routine project monitoring, data quality assessments and project evaluation.
2. Knowledge of qualitative and quantitative evaluation research methods.
3. Experience in database design, maintenance, data processing and analysis
4. Self motivated but with the ability to make contributions as a team member
5. Well developed written and oral communication skills.
6. Experience working on USAlD-funded projects will be an advantage:
7. Ability to undertake extensive local travel.
EDUCATION & EXPERIENCE:
Graduate degree in social sciences, social work, demography or related field and 3-5 years experience in design and implementation of monitoring and evaluation of health / family planning programs.
