International Consultantsfor Climate Change Adaptation (call of application for creation of roster)

The goal of the Energy and Environment Practice at UNDP Johannesburg Regional Centre is to strengthen national capacities to manage the environment in a sustainable manner while ensuring adequate protection for the poor. UNDP’s Environment and Energy strategy in Africa has four pillars:
  • Mainstreaming environment and energy into national and local development policies and plans;
  • Mobilizing environmental finance – assisting countries with assessing their environmental financing needs, accessing, sequencing and combining different sources of environmental funds to support market development for climate and environmentally friendly technologies;
  • Promoting adaptation to climate change - mainstreaming climate change risk management into national development strategies;
  • Expanding access to environment and energy services for the poor - empowerment and strengthened capacity for local action.
Countries needs for technical support for climate change adaptation initiatives are expected to grow. According to most acceptable models of Climate Change, Africa, while being the continent least responsible for the emission of Green House gases, is likely to be the most severely impacted upon. In order to respond in a rapid manner to the increasing need in the region for assistance with Climate Change Adaptation, UNDP Regional Service Centre Johannesburg/RCU is developing a roster of climate change adaptation experts who can provide wide-ranging, targeted technical support for the development and implementation of adaptation initiatives. The expert roster will be developed for the Africa Region and upon receipt of a request from a client country, a consultant who has the most qualified portfolio for the task (e.g. types of support needed; language skills; regional experience) will be swiftly mobilised to meet the needs. Each request is expected to vary; some requests may be for technical support for project development while others may be for technical support for project implementation or for evaluation.
UNDP is inviting the submission of CVs to be considered for registration in the climate change adaptation expert roster of UNDP RSC Johannesburg. The expert roster will consist of highly-qualified and experienced consultants. Only the applicants who pass all screening procedures will be registered for the roster.

Duties and Responsibilities

The consultant will be working with and reporting to the Climate Change Mitigation Regional Technical Adviser (RTA) of UNDP/GEF in the UNDP Regional Coordination Unit in Pretoria, South Africa. The consultant will be expected to undertake specific tasks in order to fully develop the GEF and projects funded from other sources, these tasks may include but are not limited to the following:
  • Be familiar with the existing Climate Change Mitigation portfolio in the region and be able to assist the Regional Technical Advisor to identify portfolio gaps in accordance with the new GEF-5 Strategy for Climate Change Mitigation.
  • Be familiar with the GEF Climate Change Mitigation draft pipeline in the region and the related documentation available.
  • Draft a project concept document, in the form of a GEF Project Identification Form (PIF) for specific projects identified during task 1 and extensive discussion with the CC Mitigation RTA.
  • Based on the identified project outputs and outcomes, suggest indicative activities as well as accompanying indicators and targets.
  • Identify potential co-financing contributions from potential partners of the project and in particular, advise on steps required for securing such co-financing contributions during the PPG.
  • Draft a Project Preparation Grant (PPG) request.
  • Review the comments on the PIFs and PPGs received from the GEF secretariat, GEF agencies and STAP and incorporate issues raised in to the revised documents.
  • Contribute to the project preparatory phase and work with the countries and agencies on the development of the UNDP Project Document and other GEF required documentation, including the Endorsement request, letters of co-financing, project results framework, and others, based on the latest GEF and UNDP requirements.
  • Review all comments received on the draft Project Document from countries, GEF Sec and other agencies and finalize the Prodoc for final approval.
  • Undertake mid-term and final independent evaluations of UNDP/GEF CCa projects.
Project Development
The regional/international consultant will work closely with the national project team and the Regional Technical Advisor to provide targeted technical support for project development. Tasks that the regional/international consultant is responsible for may include:
  • Contribute to the preparation and successful implementation of workshops, including stakeholder consultation workshops, inception workshops, and other activities in the project development phase.
  • Complete a report for stakeholder consultation and inception workshops, and an implementation plan for the project development phase.
  • Provide advice and technical inputs to the project team on key outputs of the project development phase, which would feed into the preparation of the comprehensive project proposal.
  • Provide quality control of the outputs of the project development phase to the standard required by UNDP.

Provide guidance and input to the preparation of a comprehensive project proposal. This should comprise the provision of advice and guidance on:

  • Developing the relevant baseline development strategies, plans and programmes.
  • Adaptation options based on a review of existing vulnerability assessment and stakeholder consultations.
  • Articulating the distinction between baseline and additional strategies, policies and measures to address climate change risks.
  • Identifying other experts that may be required in the development of the project.
  • Total budget and work plan.
  • Monitoring and evaluation framework including impact indicators and sources of verification.
  • Co-financing and strategic partnerships.
  • Capture and disseminate lessons learned and best practices.
Project Implementation
The consultant will work closely with the national project team to provide targeted technical support for project implementation. Tasks that the consultant may be responsible for could include the provision of guidance on:
  • Accessing and analysing climate information (historical data and climate change modelling) and impacts/vulnerability assessments.
  • Integrating climate change risks into national development strategies, plans and programmes.
  • Developing and implementing cross-sectoral and sectoral adaptation strategies, policies and measures.
  • Implementing concrete adaptation measures at national, sub-national and community-levels.
  • Developing and implementing strategies to scale-up adaptation through private-public partnerships, innovative financial mechanisms, etc.
  • Developing enabling environment and institutional/individual capacities to advocate, develop, implement and monitor/evaluate integrated climate change adaptation policies, plans and measures at the national, sub-national and community levels.
  • Developing strategic partnerships with relevant initiatives at the regional, national, sub-national and community-levels.
  • Mobilizing financial resources for project implementation.
  • Designing and delivering various training packages in the areas of climate change adaptation and climate risk management. Developing substantive reports, publications and technical papers. Effectively capturing and disseminating lessons learnt.
Project Evaluation
Another line of activities for which consultants are being sought is for project evaluations. These will include Mid-Term Evaluations as well as Terminal Project Evaluations. These must be undertaken by independent, experienced and qualified evaluators with a high level of knowledge of Climate Change Adaptation and of evaluation.

Required Skills and Experience

Education:
  • Advanced university degree in climate science, energy, environmental studies, finance, economics, development or related field from a recognized university.

Experience:

  • Minimum of 7 years of progressive relevant experience in the field of climate change adaptation or relevant fields.
  • Demonstrated solid knowledge of climate change adaptation and development.
  • Extensive experience with project development, implementation or management.
  • Experience in policy development process associated with environment, climate change and sustainable development an asset.
  • Experience in disaster risk reduction an asset.
  • Experience in working and collaborating with governments an asset.
  • Experience in training an asset.
  • Experience working within the UN system an asset.
  • Extensive working experience in Africa is an asset.

Language:

  • English is obligatory.
  • French and/or Portuguese, required for certain countries.

Successful applicants are expected to possess more than one of the following areas of expertise and proven experience in the respective areas in addition to the minimum qualifications specified above:

  • Policy or institutional development/implementation/reform related to Climate Change Adaptation and/or disaster risk management.
  • Climate change Adaptation project/programme development, implementation, or demonstrations at local, national and/or international levels.
  • Project formulation, development, implementation, management, based on Logical Framework of Analysis.
  • Project or Programme level monitoring & evaluation for results-based management.
  • Multi-donor funded programmatic approach, which requires complex political, administrative, and technical coordination.
  • Development and/or implementation of strategic policy interventions with short-, medium-, and long-term objectives.
