- 1. GENERAL DESCRIPTION
HealthNet TPO aims to contribute to improving the overall health situation of populations affected by conflict. To achieve this, the organisation supports the strengthening of health and community systems and ensures the provision of quality health care and the uptake of such services. To achieve this, HealthNet TPO focuses on capacity development of communities, local organisations and local health institutions.
HealthNet TPO is one of four members of the Dutch Consortium for Rehabilitation (DCR) that has been awarded Dutch Ministry of Foreign Affairs funding for the period 2011 – 2015. The organisation will implement projects in the DRC, South Sudan and Burundi. The main aims of the DCR programme relate to strengthening health and community systems to ensure basic service provision with increasing involvement of civil society.
In South Sudan, the DCR project will be implemented in Jur River County, WBeG. HealthNet TPO’s DCR project consists of six components, i.e.:
- The integration of mental health care at primary care level;
- Strengthening the involvement of communities in planning and decision making at health facility level;
- Community Systems Strengthening;
- Strengthening the implementation of the national Health Management Information System (HMIS);
- Implementation of Quality Improvement initiatives;
- Exploration of health financing options at community level.
In Jur River County, South Sudan, HealthNet TPO is currently implementing projects funded by other donors. The DCR project activities are part of the South Sudan country programme and are implemented in close collaboration with staff members involved in the BSF and MDTF projects to ensure a harmonised approach and synergy of the different HealthNet TPO projects and components of projects.
2. PURPOSE OF POSITION
In South Sudan, the HMIS Advisor will support the implementation of newly designed data collection and data processing tools as well as the analysis and utilisation of data for planning, management and decision making in the health sector.
The role of the HMIS Advisor is to strengthen the institutional and operational capacity of the WBEG State Ministry of Health (SMoH) and the County Health Departments (CHD) in fulfilling their responsibilities with regard to the collection, processing analysis and utilisation of routinely collected health information ( HMIS). The HMIS Advisor will work closely together with the Public Health Advisor who is also seconded to the CHD, and contracted by HealthNet TPO. The PHA provides advice and support to the CHDs aimed at strengthening their capacity in coordination, planning, implementation and monitoring of the implementation of the Basic Package of Health Services (BPHS) in all its aspects.
3. CORE RESPONSIBILITIES AND TASKS:
- Provide advice and technical support to the County / District Health Authorities aimed at strengthening routine data collection and processing. This will include contributions to:
- the implementation of national tools for data collection and data processing.
- the development of tools to assess health workers’ capacity in applying the national tools for data collection and the guidelines and procedures for data processing.
- the development of a plan of action to address capacity constraints, including the review and / or revision of guidelines and training modules for staff involved in data collection and processing as well as their supervisors on the basis of assessment findings.
- Provide advice and technical support to the County / District Health Authorities aimed at strengthening the analysis and utilisation of health information for planning, management and decision making. This will entail contributions to:
- the implementation of national tools for data analysis.
- the development of tools to assess current data analysis and utilisation practices as well as capacity constraints.
- the design of tools that facilitate data analysis and improved utilisation of health information;
- the development of a plan of action to address identified capacity constraints.
- Participate in and / or facilitate capacity development interventions targeting health workers involved in routine HMIS and their supervisors.
- Document lessons learned and ensure that these are shared with relevant stakeholders.
4. PROFILE
Essential Qualifications, experience and competences
- Health professional and / or holder of a degree in related field (Health Sciences, International Health, Public Health)
- Minimum of 3 years work experience in planning, monitoring and implementation of health programmes Demonstrated ability to work closely with international and local stakeholders
- Proven experience in (facilitation of) capacity development interventions
- Experience in conducting needs assessments and analysing assessments findings
- Excellent communication and interpersonal skills
- Strong analytical and planning skills
- Reporting skills and computer literate
Desirable Qualifications, experience and competences
- Working experience in South Sudan/ Africa
- Knowledge of spoken and written Arabic
5. TERMS
Salary and Benefits: Gross monthly salary indication of € 1.450 to a maximum of € 2.100. Competitive remuneration package including insurance coverage, annual leave entitlement and pension contribution.
The initial contract will be for one year, with a possibility to extend based on performance and donor funding.
