Engineer Editor

The Radiocommunication Bureau (BR) is responsible for the application of the Radio Regulations and for technical and administrative support of ITU World and Regional Radiocommunication Conferences, Radiocommunication Assemblies and Study Groups. The Bureau also carries out the international regulatory processes for registration of frequency assignments and satellite orbits and assists administrations in their coordination and implementation of frequency spectrum and orbit requirements as well as in resolving cases of harmful interference. It provides the specialised technical secretariat for the work of the Radiocommunication Study Groups and the Radiocommunication Assembly in the development of recommendations for spectrum utilisation and radio system characteristics. The BR is organised into four Departments: Space Services Department, Terrestrial Services Department, Informatics, Administration and Publications Department and the Study Group Department.
Organization Unit:
The Informatics, Administration and Publications Department (IAP) comprises four Divisions: Space Applications Software (SAS), Terrestrial Applications Software (TAS), Administration Division (ADM) and the Text Editing and Publications Division (EDP). It is responsible for the development and maintenance of all software used by the BR as well as software adapted for national frequency management units. It provides the necessary user support for the areas concerned. Studies are also carried out related to policies for the technologies to be used for the information handling within the BR and with administrations in the fields of management of the radio frequency spectrum and the various satellite orbits. The Department is responsible for financial and human resources management for the BR, including preparation of the financial plan and budget. It coordinates the preparation of the strategic plan and the operational plan for the ITU-R Sector. The IAP Department also provides organisational support for conferences and meetings and organises ITU-R promotional activities. It is responsible for all BR text publications.
Duties / Responsibilities
In the Text Editing and Publications Division (EDP) of the Informatics, Administration and Publications Department (IAP), under the supervision of the Head of the Department, the work involves leading the EDP team in the delivery of technical editing/publication services, and the following duties:
  • Is responsible for the editing of texts published by the BR, this implies:
    • technical editing of original texts in English to ensure clarity, accuracy and use of the appropriate terminology. Editing also involves checking mathematical formulae, symbols, tables, figures and references to BR texts. Corrections of substance are made in consultation with the specialized engineers of the BR
    • revision of translations to ensure agreement with the original versions
    • revision of texts, in consultation with specialized engineers of the BR, to ensure that they are in accordance with BR and ITU General Secretariat policies.
    • alignment of the English and French texts of Final Acts of radiocommunications conferences
  • The incumbent may be called upon to prepare information texts on the work of the Radiocommunication Sector and to prepare and edit material for publication in news bulletins and journals.
  • Participates in the preparation of instructions concerning the layout of texts and of mathematical formulae, tables and figures reproduced in publications.
  • Participates in the work of the Editorial Committees/Groups set up during Radiocommunication Conferences, Radiocommunication Assemblies or Study Group meetings.
  • Participates in the work of the Coordination Committee for Vocabulary (CCV) and in the preparation of texts approved by the CCV for publication.
  • Participates in ITU meetings on vocabulary, conventional signs and symbols and other means of expression used in technical texts.
  • Acts as the focal point for the Sector with concerned services of the General Secretariat and other Sectors and participates on inter-Sectoral committees and meetings relevant to editing and publication issues.
  • Maintains the database of publications and respond to internal and external enquiries regarding the status and content of publications.
  • Keeps abreast of developments in telecommunications and modern editing publication, and web publishing techniques and of standards concerning terminology and technical editing in national and international organizations.
  • Supervises the work of the technical editor and editing assistants, distributes work, determines priorities and evaluates output.
  • Establishes effective working methods for implementing appropriate production standards.
  • May be called upon to perform other tasks within BR.
  • Qualifications required
    Education:
    Advanced university degree in telecommunications engineering or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least seven years of progressively responsible experience in radiocommunications, including at least three at the international level. Experience working in a team environment and supervising staff would be an advantage.
    A Doctorate in a related field can be considered as a substitute for three years of working experience.
    Languages:
    Knowledge of English at advanced level and knowledge of French at intermediate level.
    Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Good knowledge of the Radiocommunication Sector texts, working methods and technical standards (IEC and ISO) relating to technical publications.
  • Professional experience in drafting and editing technical texts in the field in question.
  • Ability to use computerized text processing, database management systems and web publishing tools would be an advantage.
  • Excellent knowledge of BR texts and of IEC and ISO standards relating to technical publications, symbols, drawings and terminology.

    Annual Salary: (Net of Tax)
    145,236.- USD - 188,205.- USD without dependants
    155,964.- USD - 203,469.- USD with dependants
