Abt Associates Inc. is managing a large program to support Indoor Residual Spraying (IRS) for Malaria in Uganda. The program provides technical and implementation assistance to the Ministry of Health and National Malaria Control Program (NMCP) to support all aspects of the national IRS program, targeting key districts across the country. Abt is seeking assistance for this and prospect IRS efforts for a Deputy Chief of Party.
Responsibilities include:
• Plan IRS activities in close coordination with the COP, Senior Finance and Admin¬istration Advisor, Entomologist and key stakeholders;
• Manage timely implementation of IRS pro-grams in collaboration with key stakehold¬ers including the National Malaria Control Program, district authorities and MOH offices, USAID, and others;
• Ensure compliance with all relevant envi-ronmental safety procedures, rules, and regulations;
• Troubleshoot to prevent and resolve potential problems and review outputs for quality control;
• Work closely with M&E staff to ensure that data are properly collected and reported;
• Oversee efforts in building local capacity of district MOH/NMCP officials and other stakeholders;
• Manage project subcontractors and ensure coordination with overall project objec¬tives;
• Perform liaison, on behalf of the project, with government officials, USAID and oth¬ers;
• Supervise project staff based in Gulu of¬fice; and
• Act as the officer in charge in the absence of the COP, as necessary.

Job requirement
Requirements:
• Masters degree in public health adminis-tration, environmental management, busi¬ness or operations management, or other relevant or related discipline;
• 10+ years of experience working in de-velopment assistance projects, preferably including malaria control programs;
• Experience working in Africa implement¬ing field-based health projects is desirable;
• Ability to provide strategic leadership and technical guidance, and manage large programs in complex environments;
• Ability to anticipate and solve problems;
• Strong negotiation skills;
• Exceptional interpersonal skills, including technical, written and oral communications skills in English. Communication skills in Acholi is a plus.
