Position Summary:
The Resident Program Advisor (RPA) will provide a wide range of support to the Democratic Republic of Congo (DRC) Ministry of Public Health (MSP)’s Neglected Tropical Diseases (NTD) Control Program and will represent RTI’s ENVISION program in DRC. The RPA will work closely with the MSP to support and ensure effective management of ENVISION’s contributions to the national program, including those of RTI’s ENVISION partner(s) selected to work in the country. The RPA will provide technical oversight for implementation of ENVISION-supported NTD activities, and will collaborate with the national NTD task force.
The RPA will collaborate with ENVISION headquarters to ensure timely submission of technical and financial deliverables and sound management of program budgets and contractual obligations in DRC. Specific examples of support include: work planning and budgeting, financial management, program implementation, monitoring and evaluation, reporting, and technical assistance upon request.
Responsibilities:• Country-level management of RTI and ENVISION’s activities in support of the DRC government’s NTD control activities
• Represent the ENVISION program in country, coordinating with the DRC government and the MSP, USAID/DRC, WHO/DRC, and others involved in NTD control activities
• Country-level management and coordination of ENVISION partners selected to implement project activities in DRC
• Lead, supervise, and build the capacity of RTI ENVISION staff in country
• Provide support to the MSP for timely implementation and smooth operation of national program activities
• Work with MSP and ENVISION partners to develop annual work plans and budgets that support the National Plan in accordance with WHO guidelines
• Collaborate with ENVISION Finance Manager to monitor spending and make projections to ensure project is carried out within budget
• Ensure that activities are implemented in accordance with work plans and budgets
• Monitor and provide technical and programmatic reports on implementation of program activities, in collaboration with ENVISION M&E team and gathering information from ENVISION partners as needed
• Provide technical assistance to the MSP and any partners as needed, including technical aspects of NTD control and the use of ENVISION project tools
• Assist in responding to requests for information from USAID/Washington and ENVISION headquarters
• Assist with field supervision and monitoring as appropriate
• Identify and initiate requests for short-term technical assistance through ENVISION
• Assist in preparing scopes of work and budgets for consultants and subcontractors, as needed
• Remain informed of WHO guidelines and of current knowledge relevant to NTDs in DRC

Requirements• Advanced degree, Masters or above, in public health or relevant discipline
• 10 years of experience working in international development with at least 5 years of experience in disease control and implementation of health programs
• Experience in disease surveillance, neglected tropical diseases preferred
• Relevant experience in monitoring, database management, and program evaluation
• Experience in all aspects of program management: planning, organizing, and analytical and financial skills
• Strong organizational and interpersonal skills and ability to work in a team-oriented setting
• Strong French and English language oral and written communication skills required. Additional proficiency in national languages preferred.
• Proficient in Microsoft Office (Word, Excel, PowerPoint)
• Experience working with USAID-funded projects preferred; experience with other donors an added advantage
• Ability to successfully coordinate with MSP and government officials, with USAID and the U.S. Government, with donor organizations, NGOs, and other agencies
• Willingness to travel within DRC frequently
Travel: Up to 25%
