Objectives | · To identify priority areas within the scope of governance and produce a draft Identification Fiche; preferences is given to the judicial and good governance sectors, but the assignment should likewise be able to point out any other crucial shortcomings in the governance programme set out by · To produce the draft Action fiche (including all its annexes) necessary to obtain from DEVCO the authorosation and the funds for launching the future programme. |
Experts profile | · The Team Leader will have a post-graduate qualification in political sciences, law, public administration or equivalent; · Documented team leadership experience; · At least 10 year experience in development cooperation; with minimum of 5 years experience in governance, public management, international law and treaties, human rights; · Proven knowledge of EU guidelines and policies in support of governance and human rights in Third Countries (as documented in the CV and verifiable e.g. through samples of prior work); · Demonstrated experience with the EU project cycle management approach and formulation of logical framework matrices (as documented in the CV and verifiable e.g. through samples of prior work); · Prior experience in undertaking project identification / formulation missions as documented in the CV; · Good knowledge of the political and / or governance sector in South East Asia region, preferably including Lao PDR; · Fluency and excellent writing skills in English; · Work experience in Lao PDR is an important additional asset, understanding of the Lao language a desirable additional skill. |
