BACKGROUND: The Women’s Refugee Commission works to improve the lives and defend the rights of refugee and internally displaced women, children and young people. As an advocacy organization, the Commission is dedicated to bringing about systemic changes that lead to greater respect for the rights of uprooted women, children and young people. The organization strives to effect policy change with broad, worldwide impact.
SCOPE OF WORK: The disabilities consultant will work on a 10-month, part-time basis to assist with and support two inter-related projects: 1) Partnering with the United Nations High Commissioner for Refugees to help the organization develop a strategy for the global rollout of their guidance for implementation of the UNHCR Conclusion on Refugees with Disabilities; and, 2) Piloting the guidance through training, monitoring, and ongoing technical support and follow up in two country operations (likely in Africa and Asia).
The work requires working closely with UNHCR on the strategy development for global rollout of the disabilities guidance document: leading the design and facilitation of the two 3-day field-based trainings; identifying and liaising with local Disabled People’s Organizations in the target countries; engaging refugees with disabilities in the trainings; and, establishing following monitoring and communications links.
The disability trainings will target mainstream service providers to develop understanding of the UN Convention on the Rights of Persons with Disabilities and the UNHCR Executive Committee Conclusion on Refugees with Disabilities focused on how to promote equal access and inclusion for persons with disabilities in their work sectors – education, health, reproductive health, water and sanitation, child protection, gender-based violence, food and non-food distributions, shelter, income generation and economic recovery programs. The trainings will focus on implementation of the guidance produced by the Women’s Refugee Commission in, Disabilities among Refugees and Conflict-Affected Populations: Resource Kit for Field Workers.
This is a part-time consultancy, approximately 50% time, stretched over 10 months and includes two trips to the field for approximately 7 - 10 days each.
DELIVERABLES: • Design training modules for three-day workshops for a variety of service providers • Identify key actors to include in the trainings • Manage logistics for the workshops with intern support – facilities, invitations, participant lists, and training materials • Co-facilitate two (or more) 3-day long trainings in two field locations (Africa and Asia) • Establish monitoring and communication mechanisms with field sites • Document findings – progress, barriers and recommendations in short report based on field site learning • Liaise closely with UNHCR to develop a strategy for the global rollout of their implementation guidance for the UNHCR Executive Committee Conclusion on Refugees with Disabilities. • Participate in the implementation of the guidance rollout, as necessary.
REQUIREMENTS:
1. Bachelor’s Degree/Master’s preferred in international affairs, economics, political science, non-profit management or related field. 2. Minimum 4 - 5 years of field experience in humanitarian assistance – ideally working with or inclusive of persons with disabilities. 3. Strong training design and facilitation experience. 4. Demonstrated knowledge and expertise in humanitarian programs targeting displaced populations (refugees, internally displaced persons, and/ returning populations). 5. Excellent writing and communication skills. 6. Strong organizational skills. 7. Proven record as a team player, demonstrating flexibility and diplomacy. 8. Excellent written and spoken English. French verbal language skills desired.
