The SPS/Mozambique Senior Program Associate (SPA) is responsible for coordinating and implementing technical assistance activities for the Strengthening Pharmaceutical Systems (SPS) Program in Mozambique. S/he is a liaison between SPS and the USAID/Maputo Health Team as well as between SPS and key local partners, including the Pharmaceutical Directorate, other Ministry of Health departments and the Central de Medicamentos e Artigos Médicos (CMAM). S/he works closely with other USAID implementing partners, including PQM, DELIVER and SCMS, to ensure adequate coordination and synergy in the area of commodity management. The SPA works closely with SPS/Arlington to develop SPS plans and activities that effectively address pharmaceutical and commodity management priorities. As the in-country coordinator for SPS, s/he ensures the quality and timely delivery of all planned products.
SPECIFIC RESPONSIBILITIES
Coordinate the implementation of SPS activities at the national, regional, and local levels ensuring adequate implementation of work plans and the realization of set targets in a timely fashion and within set budgets.
Participate in the implementation and monitoring of SPS capacity building and technical assistance activities, ensuring the required local ownership to sustain pharmaceutical management system improvements.
Work closely with SPS Country Program Manager to ensure the mobilization of resources and the identification of short- and long-term program technical assistance needs.
Maintain verbal and written communications with the USAID/Maputo health team, the Ministry of Health (MISAU) and all local pharmaceutical sector stakeholders, and represent SPS in meetings with partners and collaborating agencies, to ensure appropriate coordination of SPS activities, especially in support of HIV/AIDS services.
Assist the SPS Country Program Manager based in Arlington with the development of country proposals, plans and budgets ; also, make plan adjustments as necessary.
Collaborate closely with the Senior Program Associate serving in an advisory capacity to the Pharmacy Department in the area of regulatory systems, as well as with other SPS staff, to ensure the adequate coordination of all SPS in-country activities.
Support activities aimed at strengthening pharmaceutical management information, ensuring that related reports are disseminated and used among partners to improve planning and decision-making within the pharmaceutical sector.
Ensure the development of regular program activity reports and their timely submission to USAID; also, develop quarterly reports to be submitted to the SPS database system in Arlington.
Coordinate with the home office to maintain SPS in-country program operations in support of program activities and help ensure that all operations are adherent to MSH and USAID policies and procedures.
Perform other duties as assigned.
QUALIFICATIONS
Advanced degree in a health related field including medicine, pharmacy, public health, or other related discipline is required.
Demonstrated experience coordinating project field activities, preferably in a USAID-funded environment.
Good organizational skills with flexibility to adapt to changing priorities and deadlines.
Familiarity with the public health system in Mozambique, with a good understanding of key pharmaceutical management issues.
Experience working with HIV/AIDS programs is preferred.
Experience coordinating with programs supported by international agencies such as the WHO, World Bank, the Global Fund, and bilateral agencies such as USAID is preferred.
Excellent interpersonal skills; demonstrated ability to interact professionally with a culturally diverse staff, clients, and consultants.
Proficiency in Portuguese and English required, including reading, writing, and speaking skills.
Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
Ability and availability to travel within Mozambique as needed.
