BACKGROUND
One of the main factors of deforestation and forest degradation in
Tanzania is the increasing number of wildfires. Uncontrolled fires have negative impact on natural resources, soil fertility, human safety, rural livelihoods, tourism a well on atmospheric carbon, through reduction of stored carbon and reduction of ecosystem carbon sequestration capabilities.
Under the FAO-Finland forestry project, FAO will support Tanzania in its efforts towards developing and implementing a national strategy in relation to fire management as a key factor to reduce deforestation and forest degradation. Special attention is given to Community based integrated fire management (CBFIM), which is considered the most suitable approach to the Tanzanian context, given the available resources, national forest and land tenure policies, current efforts towards community forest management, and importance to address the needs of the communities and to consider local knowledge and capacities. A bottom-up approach, involving local communities and charring responsibilities, is necessary for fire hazard reduction, as well as for addressing the needed behavioral change.
In the regard, the project foresees the elaboration of a “Guide to support community based fire management” This guide will be founded on successful experiences and will be a practical tool to
be implement CBFim in those regions and communities of Tanzania with highest incidence of fires, and to facilitate a common approach by all active actors (government, NGOs, private companies) supporting communities on fire management.
1.NATIONAL CONSUTANT (COMMUNICATION AND AWARENESS ON WILDFIRES)
TASKS AND OBJECTIVES
Under the general supervision of the FAO Representative in Tanzania, the direct supervision of the Chief Technical Advisor (CTA), the technical supervision of the international consultant-fire management and the Fire management expert (FOMR), and in close collaboration with the team of FAO-Finland programme in Tanzania and HQ, the consultant will support the development of a national fire communication strategy in the context of the national forest programme process. The specific tasks are:
Ø Identification of actors involved in awareness campaigns, including (i) mapping of areas of action, so as to avoid overlapping and ensure maximum coverage; (ii) Identification of synergies and possibilities of collaboration
(message sharing, tools, communication materials and means, messages and slogans, pamphlets, songs, etc)
Ø Support governmental counterparts with the planning and organization of a meeting with all active actors, in which:
• The mapping and collaboration possibilities are presented, so as to coordinate the 2011 communication campaign, and maximize its impact.
• The outline of a national fire communication strategy is preliminary discussed.
This meeting will be the basis for building a solid long-term fire awareness and prevention national programme, endorsed by all actors, in which Forestry and Beekeeping Division plays a
coordination role.
Ø Support governmental counterparts with networking and coordination of 2011 fire communication campaign, involving all active actors.
Ø Initiate the elaboration of the first draft of the national communication strategy (may be concluded and endorsed in a second phase), using also the results of the policy/action plan workshop
Ø Throughout the consultancy, promote ownership and involvement of national counterparts/Forestry and Beekeeping Division staff, strengthen capacities of all stakeholders as needed, and reinforce institutional memory, so as to facilitate planning of future use and follow up.
MINIMUM REQUIREMENTS AND SELECTION CRITERIA
Ø Advanced degree in public communication, natural resources management, political or social science or related sector.
Ø Experience with communication and awareness campaigns design (related to fire will be considered an asset)
Ø Ability to allocate the required time on the task i.e. a total of 5 months full time during 2011 – 2012. Reporting procedure to account for tie spent on project work to be agreed with CTA after recruitment.
Ø Very good communication and interpersonal skills.
Ø A very good command of English, both written and spoken, is required.

5 months-when actually employed during 2011 and 2012.

2. NATIONAL CONSULTANT (COMMUNITY BASED FIRE
MANAGEMENT TASKS AND OBJECTIVES
Under the general supervision of the FAO Representative in
Tanzania, the direct supervision of the Chief Technical Advisor (ACTA), the technical supervision of the international consultant fire management and the Five management expert (FOMR), and in close collaboration with the team of FAO-Finland programme in Tanzania and HQ, the consultant will contribute to the elaboration of a “Guide to Support to
Community Based Five Management” through the following tasks.
Ø Carry out a study on indigenous knowledge, practices and customary norms on vegetation fires including prevention, suppression and controlled use in Tanzania (the possibility to extend the study to other countries of the region will be assessed)
Ø Collect good experiences and practices on CBFiM in the countries of the region.
Ø Organize and execute a meeting/workshop for traditional/community/village leaders to discuss indigenous knowledge and customary practices of fire management, in which the previous study and good experiences will be presented, and the outline and main elements for the development of the CBFiM discussed. The meeting/ workshop will be conducted in collaboration with FBD counterparts.
Ø Elaboration of first draft guidelines
Ø Support the organization of multi-stakeholders regional and national workshops for validating the guidelines
Ø Support the finalization of the guidelines
Ø Throughout the consultancy, promote ownership and involvement of national counterparts/ FBD's staff, strengthen capacities of all stakeholders as needed, and reinforce institutional memory, so as to facilitate planning of future use and follows up.
MINIMUM REQUIREMENTS AND SELECTION CRITERIA
Ø Advanced degree in natural resources management, social science or related sector.
Ø Good and demonstrated experience in CBFiM in
Tanzania
Ø Good communication and interpersonal skills.
Ø Experience working and relating with indigenous and local communities.
Ø A very good command of English, both written and spoken, is required.
Ø Ability to allocate the required time on the task i.e. a total of 10 months full time during 2011 – 2012. Reporting procedure to account for time spent on project work to be agreed with CTA after recruitment
