The Human Resource Associate reports to the Chief, Human Resources Section, for general guidance and supervision, and is responsible for the administration of a whole range of human resources services ensuring compliance with organizational rules, regulations, policies and procedures. The HR Associate works in close collaboration with the operations, programme and projects' staff in the country offices as well as with HQs staff for resolving specific and complex Human Resources issues and for information exchange and guidance. |
Duties and Responsibilities |
Summary of key functions: - Administration and implementation of human resources strategies and policies;
- Provision of HR services;

- General Administration.
Administration and implementation of human resources strategies and policies - Ensure full compliance of records and reports with UN Staff Rules and Regulations, UN Women policies, procedures and strategies; effective implementation of the internal control framework;
- Provision of information to the management and staff on strategies, rules and regulations and relevant guidelines;
- Establishment of appropriate information flow in order to ensure due process, accuracy of required data and timeliness of required actions.
Provision of Human Resources services - Review of contract requests: verification of documentation, preparation and issuance of contracts, extensions and related requirements including visas, ground passes, etc.;
- Organization of SSA management processes including presentation to Procurement Committee, ensuring accuracy of documentation submitted in compliance with established guidelines;
- Support to the implementation of recruitment processes including drafting terms of reference, vacancy announcements and preliminary screening of candidates. Support to recruitment/administrative procedures for JPOs;
- Screening of internship requests and preparation of internship agreements in accordance with established policy. Preparation of institutional agreements with academic centres;
- Provision of information on benefits/entitlements to staff and on administrative issues, such as visas, Laissez-Passer, working permit for spouses, etc.;
- Maintenance of specific rosters.
Contract Management - Administer SSA and RLA contracts payment, review payment history to ensure compliance with established guidelines and financial thresholds;
- Review of ATLAS information to ensure validity of relevant data to ensure prompt payment processing;
- Track relevant transaction data for retroactive payments and adjustments through Atlas;
- Processes the payment of contractors' invoices and monitor payments.
Facilitation of knowledge building and sharing - Organize trainings for operations/programme staff on HR issues;
- Contribute to improvements in HR policies, methods, procedures and tools by synthesizing lessons learned and codifying best practices in HR.
General Administration - Draft routine correspondence to respond to enquiries in respect to relevant administrative, audit and personnel matters;
- Coordinate ATLAS and non-ATLAS related administrative support for the Section - process travel related transactions, organize meetings and prepare documentation for missions including mission reports. Organize and update reference materials, publications and filing system;
- Review, verify and reconcile a variety of financial and procurement data and reports ensuring accuracy and conformance with administrative rules and regulations and confirming of availability of funds prior to review by supervisor;
- Provision of information for audits and ensuring compliance with necessary regulations.
Impact of Results The timely and effective execution of human resource services directly impact the prompt implementation of salaries, allowances and benefits and the expeditious and transparent management of other human resource services in recruitment, performance management, career development and staff relations that in return result in building confidence of staff on the ability of UN Women to protect staff well being and to manage its staff equitably and fairly. |

Required Skills and Experience |
Education - Secondary Education is required. University Degree in Human Resource Management, Business, Public Administration or other social science related field is desirable but not required. Successfully passed the UN clerical examination (ASAT).
Experience: - A minimum of 6 years of experience in administration/human resource management in a large multi-national or large international organization preferably with some experience in a UN system organization or agency;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Language Requirements: - Fluency in English is required.
- Proficiency in another UN working language is desirable.
