Main objective:
Supervise and lead the general management of AVSI food security and livelihoods activities within DRC
Specific duties:
Support the teams defining the implementation methodology, organizing trainings, defining a realistic working plan, setting up monitoring and evaluation tools
Organize and take an active part in field assessments to collect information and data needed for the design, monitoring and evaluation of project
Analyze and control the technical performance of current programs and improve the technical relevance of the Food Security and food aid programs, including data collection analysis, baseline and surveys definition
Carry out representation and coordination duties in Cluster/Sector meetings, represent AVSI to donors from technical perspective, local institutions and beneficiaries.
Responsible for the overall quality of the project management and of any methodological tools used in project implementation, supporting the definition and implementation of integrated approach projects between food security, WASH and health/nutrition.
Define, when appropriate and required by AVSI and the donor, assessment and emergency response in the area of operation, under the supervision AVSI Emergency Coordinator and Country Representative
Contribute to the management of the project team in the mission through the definition of responsibilities, evaluation of technical capacities, and training/capacity building as needed
Ensure project budget, equipment and local supply planning as well as the efficient management of financial resources (in line with donor procedures, national law and AVSI procedures)
Ensure regular project reporting in a timely manner and in compliance with donor format and guidelines
Ensure proper field staff management and coordination, identification of project staff and administration needs
Communicate in a timely manner any changes in project planning due to security constraints to Country Representative

Essential Requirement:
University degree in Economy, Social or Natural Sciences (Agronomy)
At least 3 years experience in managing projects, operations and people in an international environment, preferably in Africa and with working experience in an insecure area.
Experience in management of food security and food aid projects, preferably with ECHO donor.
Excellent organizational, planning and managerial skills as well as report writing.
Strong leadership and communication skills with sensitivity in dealing with government authorities on critical issues.
Willing to travel frequently to project sites and to adapt to difficult living/working environment Good verbal and written communication skills in French and English
Desirable competencies:
Good knowledge of ECHO, USAID/OFDA administrative rules and procurement procedures.
Community development skills, including participatory community assessment, monitoring and evaluation and planning techniques, with skills in capacity building.
Knowledge of working with HF radios (CODAN), VHF radios, satellite telephones;
Ability to write project proposals.
Previous experience in Democratic Republic of Congo and in remote areas.
Italian language will be an asset.
