- To formulate and execute annual audit work plans.
- Develop audit standards of procedure;
- Develop and ensure implementation of the Agency’s Audit Charter
- Review on continuous basis the Agency’s systems; guidelines and processes to ensure they are effective;
- To continuously monitor the Agency’s strategy vis-à-vis management plans/ budgets ensuring they are aligned to the existing policies and procedures.
- Continuously assess and monitor effective use of Agency resources ensuring they are optimally used and are safeguarded;
- Advise management on effective ways of enhancing the internal control mechanism that minimize inherent operational/business risks;
- To prepare appropriate pertinent reports and schedules for the Audit Committee of the Board and management and follow up on implementation of Audit recommendations;
- Secretary to Audit Committee of the Board;
- Liaison with external auditors
- Departmental staff development;
- Any other relevant duties that may be assigned from time by the Committee of the Board or the CEO
Qualifications, Knowledge, Skills and Experience
The ideal candidate should possess:

- A bachelor’s degree in Accounting, Business Administration or Economics from a recognized university; MBA will be an added advantage;
- CPA (K), ACCA qualifications and be a member of ICPAK or any other recognized professional body
- Professional qualifications like CIA; CISA
- A minimum of 5 years relevant audit experience since qualifying, at least 3 of them at senior management level with a reputable organization(s).
- An in-depth knowledge of modern audit, including the use of computerized auditing and diagnostic tools, accountancy and financial management practice and techniques.
- Good knowledge of Computer Application systems, and proficiency in the use of computer packages.
Senior Systems Developer

Purpose Statement
The Job holder will be reporting to the ICT Manager and the primary role of the job is to ensure the timely implementation and enhancements of ICT systems and that they are working effectively and meet the needs of the Agency.

- Identify and resolve program errors as per agreed Service Levels Agreements
- Design develop and install business systems enhancement and upgrades
- Monitor business systems performance
- Regular security monitoring to identify intrusion

- Have at least 5 years experience in a similar position in a challenging environment.
- Possess excellent working knowledge of Linux and associated administrative tools.
- Possess excellent working knowledge of Linux Mail Server and Open office
- Have excellent experience of Relational Data bases (Postgresql preferred)
- Able to design and implement Jasper reports
- Have knowledge in Source Code versioning (Subversion, Git or CVS)
- Programming experience with JAVA will be a definite advantage.
- Have in-depth knowledge of all aspects of information security including access control techniques and tools.

- To formulate and implement KEMSA’s security policy and procedures (SOP’s).
- To continuously monitor and review adequacy of KEMSA security policy and systems.
- To manage and advise the KEMSA management on all security matters.
- To ensure that there is adequate and effective protective security systems in KEMSA’s premises which include warehouses and depots.
- To ensure that there are effective security systems that shall deter pilferage of medical supplies during movement and transhipment between KEMSA storage facilities and to customers.
- To coordinate investigation in liaison with external security agencies carrying out investigations relating to any reported theft of KEMSA assets with a view to establishing the culprits and stopping such future occurrence.
- To advise and co-ordinate security activities with other departmental heads of the Agency with a view to sensitizing them on security awareness.
- Be responsible for coordinating the continuous training for KEMSA security staff in order to ensure that they remain relevant and effectively provide the necessary services.
- Liaison with hired/contracted security companies/services and government security agencies on KEMSA’s security matters.
- Any other tasks related to security that may be assigned by the supervisor from time to time

- Liaise with the District Health and District Medical Services Management Teams to determine quantities needed for each of the products and at each of the public health facilities in the region.
- Manage the ordering, delivery and receipt processes for the supply of medical commodities to the health facilities in the region.
- Monitor the ordering processes at the facilities and identify supplies-related problems and solutions.
- Maintain records of activities and submit monthly reports for management use.

- Possession of a valid driver’s license
