TRAINING on Media Engagement and Programming for Policy Dialogue
for
Civil Society Organizations’ engagement in Policy Dialogue in EAST AFRICA
BACKGROUND
“Policy Dialogue is as defined in the Accra Agenda for Action an ‘open and inclusive dialogue on development policies..’, which goes on to suggest that Governments and local authorities should engage with CSOs “in preparing, implementing and monitoring national development policies and plans. They will also engage with CSOs…” This explicitly intends that policy dialogue includes all these elements at different stages of the policy cycle including policy formulation, policy implementation and policy monitoring.” (ITAD/ COWI, 2012).
An independent evaluation of ADA, Danida and SIDA drew very important lessons on why Civil Society (CS) engagement in the Global South is not effectively working, especially when it comes to topics relevant for marginalized population groups. The evaluation team recommends to devote more resources to empower CSO capacities to engagement in Policy Dialogue and to come up with adequate supporting/ financing tools for Civil Society engagement in Policy Dialogue (ITAD/ COWI, 2012).
A Consortium of 5 Austrian NGOs is implementing a project with the objective to strengthen capacities of East African NGOs regarding policy dialogue, working with 7 local partner organisations; namely CARE Uganda, WORUDET, MIONET, SOS-Children’s Villages Tanzania, DESECE, Kenya Red Cross and GROOTS Kenya.
The following Results are expected within the 2 year project.
R1**. A coalition of East African and Austrian NGOs has a clear vision on Policy Dialogue and which forms of capacity development for effective CSO engagement in Policy Dialogue is needed
R2**. The ability of East African to conduct/ engage in Policy Dialogue has been strengthened in their priority field - e.g. (1) food sovereignty, (2) children's/ youth rights and (3) women empowerment
R3**. Policy Dialogue Experiences / Good Practices are shared and recommendations articulated
The main areas of interest for Policy Dialogue of this consortium and its local partner organisations are
1) Food sovereignty
2) Children's/ youth rights and
3) Women empowerment.
The project aims at contributing to the following change process:
After the Kick-Off-Event in East Africa where a screening of existing activities of local partner organisation in the field of Policy Dialogue took place and a first training on CSO engagement in Policy Dialogue was conducted, the 7 local partner organisations of this programme came up with topics for further training and cross-learning. The topics being part for this training have been proposed by the local partner organisations. Further, guidelines on CSO engagement in Policy Dialogue have been elaborated.
All 7 local partner organisations were given a small action fund for Policy Dialogue activities for the project period, to test certain Policy Dialogue instruments/ activities. [1]
The next training will be held in Dar es Salaam with a focus on
§ Media Cooperation
§ Social Media
§ Experience Capitalization Methods
For this training, we are looking for a consultant to cover the topics media cooperation and social media.
OBJECTIVES of THE CONSULTANCY
The 7 local partner organisations know how to
- Engage with media for effective Policy Dialogue
- Do effective media programming
- Use social media for their Policy Dialogue Work (possibly covered by Kenya Red Cross)
This training will be possibly combined with a field visit to SOS-Tanzania, one of the local consortia partners, to learn from their experience in Media programming for Policy Dialogue.
TIMEFRAME AND VENUE
Workshop in the week of March, 1st – 4th 2016 in Dar es Salaam, training part on Media shall be 1- 1,5 days out of 3 days.
CONSULTANCY SUBSTANCE
The overall workshop planning and coordination (logistics, moderation, facilitation, and documentation) will be covered by HORIZONT3000. The training will include other topics and media cooperation is only one out of 3 topics.
The consultant is supposed to
- Prepare content and methodology for the following topics
- Engage with media for effective Policy Dialogue
- effective media programming
- social media for Policy Dialogue
- Implement a Training Session in Dar es Salaam above mentioned topics
WORKSHOP PARTICIPANTS
Around 15 to 20 persons from 7 project partners in East Africa and representatives of European consortia partners.
Some of them already work in the field of Policy Dialogue; others are completely new to this topic
