Kigoma/Ujiji Urban Water Supply and Sanitation Authority (KUWASA} is an Autonomous Utility which was established undersection 3(1) of Cap. 272 of 1997 as reviewed by section 60 of Water supply and Sanitation Act No. 12 of 2009. KUWASA has the overallresponsibility of operations and management of portable clean water supply and sanitation services in Kigoma/Ujiji Urban areaswithin the Municipality. KUWASA performs its duties under the pilot and supervision of the Executive Board of Directors with functionsand responsibilities well stipulated in the Water Works Ordinance and Memorandum of Understanding (MoU).

Job Title: Legal Officer (1 Post)
Organizational Relationships
Reports to : Managing Director
Principal duties and responsibilities
1. In charge of all Authority's legal matters.
2. Investigates cases including fraud, theft and breaches of trust.
3. Complies reports pertaining with progress of cases involving thefts and fraud under police investigation and follows up their
progress In the Court of law.
4. Represents KUWASA in nearly all legal matters, which require investigations, criminal proceedings and litigation.
5. Represents KUWASA in all civil litigations.
6. Represents the Authority in Labour Tribunals.
7. Prepares legal documents and form.
8. Vets and or draws contracts agreements and other derailments to which the Authority is a party.
9. Initiates Legal actions of civil or criminal nature respectively appoint debtors of the Authority or those offending the provisions
of the water works ordinance and relevant legislations.
1 O. Analyses and Interprets Laws Government notices, regulations and other instructions that affect the Authority and advise the
Authority on all legal aspects of its operations.
11. Plan and implement promotional activities and public relations programmers including preparing their budget.
12. Coordinate the organization of special events such as Maji week.
13. Receive the Authorities visitors and facilitate tht:ir stay and travel arrangements.
14. In consultation with the Managing Director, respond to enquiries from the media arrange interviews with journalists, prepare
and distribute news releases and make statements to the media.
15. Coordinate the publication of newsletters, pamphlets and brochures
16. Assist in preparing organizational documents such as annual, monthly, weekly reports etc.
17. Monitor public and other stakeholders opinion of the Authority's policies, activities and accomplishments from time to time.
18. Ensure that the Management is aware of attitudes and concerns of the stakeholders.
19. Set up speaking engagements and prepare speeches for the Authority's officials and make public presentations as appropriate.
20. Designing, writing and/or producing presentations, press releases, articles, leaflets, in-house' journals, publicity brochures,
information for web sites and publication of newsletters and pamphlets.
21. Planning publicity strategies and Campaigns liaising with customers, managerial and journalistic staff about budgets and objectives of the Authority.
22. Any other duties as may be assigned by the Managing Director.
Required Minimum Qualifications:
A holder of Bachelor degree in Law (LLB) or its equivalent with at least three years working experience in related field.
Must have completed Law School.
Must have knowledge of Public Relations and Marketing/Sociology.
Extensive knowledge of ICT is also must.
Age Limit:
Not above 45 years of age.

The remuneration package set based on the Authority’s (KUWASA) Salary Structure/Sca1e is KWA 9 per month for this post
