The Communication for Development (C4D) Specialist is responsible for the design, formulation, management, execution, monitoring and evaluation of the behavioural change and social mobilization strategy, plan of action and programme activities in support of the country programme.
Key Expected Results
- Develop, formulate and lead the implementation of the programme communication strategy and plan of action for social and behavioural change ensuring effective programme delivery.
- Design, pre-test and produce high quality culturally-relevant programme communication materials.
- Establish strong partnerships with community leaders and other civil society partners to promote their participation in social and behavioural changes and support for programme goals.
- Compile and develop training materials and implement activities on participatory and behaviour communication to build capacity at various government levels.
- Provide technical support to government counterparts on the development and use of communication tools for social development.
- Monitor, evaluate and prepare reports on programme activities; exchange information on findings, lessons learned and best practices with government officials, programme staff, and other key stakeholders.
- Plan, monitor and control/participate in the budget and allocation of funds ensuring compliance with rules and procedures.
Qualifications of Successful Candidate
Education
- Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research.
- * A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience
- Minimum eight years of progressively responsible professional work experience in the development, planning and management of social development programmes, including several years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.
- International work experience / developing country experience, preferably in the Middle East & North Africa Region
- Background/familiarity with Emergency situations considered an asset.
Language Proficiency
- Fluency in English required, and good knowledge of Arabic highly desirable.
