FoodTrade East and Southern Africa (FoodTrade ESA)
FoodTrade East and Southern Africa (FoodTrade ESA) is designed to systematically improve the functioning of national and regional staple food market systems across 9 countries in East and Southern Africa (namely Burundi, Kenya, Rwanda, Tanzania, Uganda, Malawi, Mozambique, Zambia and Zimbabwe.) The programme looks to address systematic market failures that should lead to the deepening and improved functioning of food markets and therefore increase trade. The programme is designed to be opportunistic and flexible with a specific focus on targeting:
- Food storage and collateral management systems;
- Supply chain coordination and information systems;
- Markets for inputs, including seeds and fertiliser;
- Markets for services, including advice, transport, finance, insurance and market intelligence;
- The regulatory environment affecting the success of these interventions.
The project is in its third year and builds on a foundation of programme activities with regional partners, companies and organizations engaged in improving market performance.
Position Purpose:
The MRM Officer provides assistance to the Grantees to enable them to make the necessary management decisions based on the analysis of progress towards reaching milestones agreed as per grant contract. The direct support to all grantees (existing, new ones and ones preparing proposals) will include: establishing milestones; preparing quality assessments; improvement on-going monitoring systems; results measurement, tracking and analysis; and progress reports preparation. The field data collected will be included in FoodTrade’s briefings and reports to the client.
Apart from this support, the MRM officer will also conduct physical verifications linked to the financial verifications and provide quarterly updates on risks and how these can be mitigated.
Furthermore, the MRM Officer will be responsible to develop, manage and maintain a database for project data storage of Grantee’s information.
Key responsibilities:
- Develop and maintain an up to date grantee interventions MRM plan which keeps all relevant information for each milestone and assist the grantee in decision making based on the field information collected and analysed;
- In close cooperation with the Grantee and the Senior MRM Officer, develop a results based monitoring plan/strategy directly linked to tranche payment releases;
- Ensure that all primary stakeholders are involved to the fullest extent possible in undertaking MRM activities and owning the process by training staff of the grantees;
- Carry out initial baseline surveys and data gathering, follow-up surveys, facilitate analysis, and assist the Grantees in reporting the results;
- Linking individual MRM frameworks with FoodTrade ESA theory of change and log frame;
- Ensure quality control of field data, accuracy and completeness;
- Set-up the database for information storage and ensure that reports can be generated for each Grantee and overall for FoodTrade;
- Carry out routine field checking of financial expenditure and activities performed as per the work plan and to establish thorough and accurate prove that grantees spend money as per the work plan activities;
- Prepare quarterly a risk table with mitigation measures for all grantees.
Required qualifications:
- A university degree in the relevant field/subject;
- Extensive experience in database development and maintenance;
- A candidate with vision to help steer a Grantee to transformative outcome and impact measurements with a problem solving approach through programmatically thinking and developing solutions;
- 5+ years of experience managing data intensive programmes and designing MRM systems;
- Experience in conducting surveys, sampling design, research methods design and quantitative data analysis and GIS;
- Experience in developing risk mitigation measures;
- Good command of MS Office, especially MS Excel, MS Access and other database software;
- Fluency in English language with strong writing skills;
- Good communication skills.
Preferred additional experience:
- In development programmes particularly in agriculture in ESA countries;
- Understanding of statistical packages for analysis such as SPSS and Stata;
- In beneficiary feedback, participatory MRM, social return on investment analysis, and value for money, etc;
- Fluency in Swahili.
