VACANCY ANNOUNCEMENT FOR POSITIONS OF CHAIRPERSONS TO EIGHT BASIN WATER BOARDS
The Ministry of Water undertakes management of water resources through nine Basin Water Boards established to ensure sustainable management and development of water resources at basin level. The Basin Boards are legal entities established under the Water Resources Management Act No. 11 of 2009.The tenure for eight Water Boards will expire in December, 2014. The Ministry is now looking for experienced and qualified candidates for the positions of CHAIRPERSONS to the 2ndBasinWaterBoards in the following eight basins:
1. Pangani
2. Rufiji
3. Wami/Ruvu
4. InternalDrainage
5. Lake Victoria
6. RuvumaRiver and SouthernCoast
7. Lake Rukwa
8. Lake Nyasa
FUNCTIONS OF THE BASIN BOARD
According to Section 23 of the Water Resources Management Act, No. 11 of 2009, the Basin Water Board has the following functions:
a) Prepare basin water resources management plans, projects, budgets and implementation strategy and integrate district plans into basin water resources management plans;
b) Provide guidelines and standards for construction and maintenance of water sources structure;
c) Collect, process and analyse data for water resources management and prepare reports on the state of water resources in a basin;
d) Maintain and update assessments of the availability and potential demand for water resources;
e) Approve, issue and revoke water use and discharge permits;
f) Monitor and enforce water use and discharge permits and pollution prevention measures;
g) Resolve intra-basin conflicts ;
h) Coordinate the inter-sectoral water resources management at the basin level and serve as a channel of communication between these sectors and water users in general;
i) Advise on technical aspects of trans-boundary water issues in the basin.

REQUIRED QUALIFICATIONS AND EXPERIENCE
Applicants for the positions should have adequate knowledge and experience in the water sector or proven experience in leadership and administration or a sector related to utility provision. They should have specific knowledge of water resources management disciplines and should not be from a major water user.
DURATION OF THE BOARD
The term of the Basin Water Board is three years
