    The East African Community Secretariat has received financing from the African Development Fund (ADF) toward the cost of the establishment of EAC Payment and Settlement Systems Integration Project (EAC-PSSIP) and intends to apply part of the agreed amount for this grant to payments under the contract for Audit Services for the EAC Payment and Settlement Systems Integration Project (EAC-PSSIP).
    The EAC-PSSIP is an integral part of the EAC Financial Sector Development and Regionalisation Project’s (FSDRP) higher objective of broadening and deepening the financial sector and is aimed at complementing the integration of the regional financial market infrastructure to facilitate the undertaking of cross border funds transfer in support of the economies of the region as a whole.
    The project objective is to contribute to the modernization, harmonization and regional integration of payment and settlement systems.
    The project specifically aims at: enhancing convergence and regional integration of payment and settlement systems; and strengthening a harmonized legislative and regulatory financial sector capacity in the Partner States.
    The Project is structured under the following components:
    Component 1: Integration of Financial Market Infrastructure;
    Component 2: Harmonization of Financial Laws and Regulations; and
    Component 3: Capacity Building.
    The project commenced its operation in January, 2014 and it was officially launched in March, 2014.
    The EAC-PSSIP is therefore engaging an External Auditor to audit the Project’s 18 months financial statements for the period January, 2014 to June, 2015.
    The objective of the audit of the Project financial statements (PFSs) is to enable the auditors to express an independent professional opinion on the financial position of the Project as at 30th June, 2015; and to ensure that the funds granted to the Project have been used for their intended purposes.
    The Auditors shall be responsible for the formulation of an opinion on the PFSs based on their audit conducted in accordance with ISAs (International Standards on Auditing) issued by the IFAC (International Federation of Accountants) or ISSAIs (International Standards of Supreme Audit Institutions) issued by the INTOSAI.
    In accordance with these standards, the auditors will request the PIU for an Engagement/Confirmation Letter committing the PIU’s management to the preparation of the PFSs and maintenance of proper internal control systems as well as acceptable documentation for all financial transactions.
    The East African Community (EAC) Secretariat now invites eligible external auditors to indicate their interests in providing the audit services.
    Interested auditors must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
    The auditors may constitute joint-ventures to enhance their chances of qualification.
    The method of selection shall be Least Cost Selection (LCS).
    The eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Fund’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Fund’s website at EAC Payment and Settlement Systems Integration Project Audit Services Consultancy Opportunity

    2. Director of Planning

    Job Purpose:
    To provide Strategic leadership in the process of Coordinating and Facilitating implementation of all activities related to EAC’s overall Development strategy and Corporate Strategic plans, Monitoring and Evaluation, Statistics, Fiscal and Monetary Affairs, Financial Sector, Investment Promotion and Private Sector Development and Research related to the implementation of EAC programmes.
    The job holder will also be charged with advising the Community on policy issues and the overall performance of the Organs and Institutions of the Community.
    Duties and Responsibilities:
  • Coordinate, initiate, formulate, harmonize the development and implementation of Strategies, policies and programs for Planning and Research, Monitoring and Evaluation, Statistics, Fiscal and Monetary Affairs, Financial Sector, Investment
  • Promotion and Private Sector development and Macroeconomic policies (both fiscal and monetary);
  • Coordinate the development and implementation of consolidated annual work/operations plans and ensure complimentarily of synergies and cooperation within the sectors under supervision;
  • Promote and coordinate joint Implementation of strategies and programs under supervision to promote teamwork, enhance optimal utilization of resources, efficiency; build synergies, internal learning and corporation; and minimize duplication of efforts between related sectors within and outside the Directorates;
  • Provide managerial support and technical advice related to the sectors to staff under the directorate’s supervision;
  • Liaise with Directorate Staff to develop specific, measureable, accurate, realistic and time bound (SMART) performance Indicators, monitor and evaluate individual Staff performance by ensuring that the EAC performance evaluation/appraisal and feedback process is applied to all;
  • Identify policy gaps, initiate and facilitate research and studies in priority programme areas for the sectors under the directorate’s supervision;
  • Coordinate implementation of Council decisions and consolidate progress and annual reports on status of implementation of the Council decisions/directives assigned to Directorate;
  • Perform any other duties as may be assigned by the Management from time to time.Minimum Job Requirements
    Academic and Professional Qualifications
  • Masters Degree in Economics, Development Economics, Economic Policy and Planning, Policy Analysis or a related field.Work Experience
  • Minimum 15 years in relevant field, eight of which should be at Senior Management level in a busy environment.Skills and Competencies
  • Must be able to provide strategic and team leadership to the Directorate of Planning team, create a conducive and empowering work environment which promotes creativity and innovation among staff, coach, mentor and motivate staff, manage diversity, conflict and change;

    Job Purpose:
    To establish, develop and manage a computerized library and documentation centre; acquire, process, and disseminate visual materials, documents, books and other publications for use by the Judges, Court staff as well as other authorized users.
    Duties and Responsibilities
  • Develop and implement library policies, procedures, rules, regulations and user guides.
  • Manage the Court library and ensure safety of the books, journals periodicals and other related materials.
  • Acquire visual materials, documents, books and other publications for use by the Judges, Court staff as well as other authorized users.
  • To acquire library supplies.
  • Classify, catalogue, index, shelve and store documentation, books and other publications for borrowing.
  • Evaluate application and cost-effectiveness of state of the art library technology and advise management for decision-making; coordinate user training in respect with utilization of library services.
  • Compile list of library books and other materials and verify conformity of ordered items.
  • Promote the use of the library by user-friendly internal design and provide appropriate guidance to users.
  • Perform any other duties as may be assigned by the Management from time to time.Minimum Job Requirements
  • Academic and Professional Qualification
  • Bachelor’s Degree in Library Science / Information Science.Work Experience
  • A minimum of five (5) years’ experience, two (2) of which must be in busy judicial/court library environment.Skills and Competencies

    4. Counsel to the Community

    Department: Office of the Counsel to the Community
    Reports to: Secretary General
    Job Purpose:
    The Counsel to the Community is the principal legal advisor to the Community as provided under Article 69 of the Treaty for the Establishment of the East African Community.
    The overall objective of the Office is to provide legal advice, to the Community and keep custody of all legal documentations of the Community.
    The Counsel to the Community is also, by virtue of his office, an ex-officio member of the East African Legislative Assembly.
    Duties and Responsibilities
  • Provide overall strategic leadership in the development of EAC’s Legal Strategies, policies, procedures;
  • Draw and peruse treaties, conventions, protocols, agreements, contracts, memoranda of understanding and any other legal instruments by whatever name called to which the East African Community is a party or in respect of which the Community has an interest;
  • Provide expert written or oral legal advice to the Summit, the Council of Ministers and other Organs of the Community and the Secretary General;
  • Facilitate preparation of agenda and record meetings of the Summit, the Council, the Sectoral Council on Legal and Judicial Affairs and the Coordination Committee;
  • Maintain custody of the Community’s Seal and legal documents;
  • Represent the East African Community in courts of law and any other legal/dispute settlement proceedings to which the Community is a party or in respect of which the Community has an interest;
  • Initiate the preparation of the Council of Ministers’ Bills to the East African Legislative Assembly;
  • Initiate and coordinate studies and research related to legal and judicial affairs and monitor their implementation;
  • Provide legal opinions on matters with the legal implications on the Community’s policies, programmes and activities;
  • Monitor and advice on the harmonization of legal training and approximation of national laws;
  • Perform any other duties as assigned by the Secretary General from time to time.Key Qualifications and Experience
  • Must have a Master’s Degree in Law plus admission to the bar or diploma to practice law in the respective Partner State.
  • Minimum 15 years relevant experience, with 8 years at senior level in handling legal or judicial matters.
