Usevya Development Society (UDESO) is a NGO registered in 2005 with registration number 00NGO00963 to operate in Tanzania mainland. UDESO head quarter is located at Usevya village Mlele district Katavi region. UDESO deals with community development covering Health, Education, cultural, Economic and Environment conservation.
We are now implementing the Pamoja Tuwalee project funded by PACT Tanzania. The project deals with supporting Most Vulnerable Children and their households to access basic needs like education, health service, psychosocial, and economic strengthening. It is the community based project aiming to promote community capacity and ownership to support MVC and their households. The key approach used in the project is community mobilization, lobbying and advocacy. We are looking for energetic, innovative and proactive young to lead the M&E unity. The project is implemented in Mlele district. the candidate should be able to work and reside in rural remote areas devoting at least 50% time on field.
General scope of the job
The M&E is responsible for guiding the overall M&E strategy and implementation of related activities within the Pamoja Tuwalee project and via groups/LGAs, plus providing timely and relevant information to project donors and stakeholders. This entails close communication with all involved in M&E design and coordination.
Critical tasks for the M&E are setting up the M&E system and ensuring it is implemented effectively by the key stakeholders, namely the primary stakeholders and UDESO staff. This is undertaken through the joint development of a shared M&E system that is based on existing formal and informal mechanisms and systems among key stakeholders. This needs to be supported by facilitating LGA/volunteers/EWs to value, have appropriate capacities for and undertake their own M&E activities, and to link these into an overall assessment of project progress and needed actions.
Responsibilities and tasks
• Conduct quarterly meeting to mentor MVCC/EWs and other stakeholders
• Conduct interview to beneficiaries to assess service delivery
• Help update the project PMP, particularly in the areas of the objective outcomes, indicators and monitoring mechanisms.
• Help develop the work plan.
• Develop the overall framework for project M&E, for example, annual project reviews, RDQA, and lessons-learned workshops.
• Guide the process implementation for each indicator, to record and report physical progress against the annual work plan.
• Clarify the core information needs of central project management.
• With stakeholders, set out the framework and procedures for the evaluation of project activities.
• Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for evaluation.
• With the implementing partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
• Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
• Organize and undertake training with stakeholders, including primary stakeholders, in M&E skills, including participatory aspects.
• Prepare and disseminate quarterly report
• Conduct field visit to mentor EWs/WEOs/VEOs/Volunteers on reporting tools and project logistic
• Participate in community mobilization, lobbying and advocacy.
• Identify opportunities and help EWs/WORTH groups to exploit them
• Conduct quarterly meeting to mentor MVCC and other stakeholders
Qualifications and experience required
• Degree in relevant discipline
• At least two years of experience in: participatory assessment and monitoring, data processing or analysis and computer experience, training, facilitation and communication skills, and M&E design experience
• Ability to organize and train office staff
• For community assessment and for project design, evaluation and implementation: good contextual knowledge of local issues, community priorities and social and cultural constraints and realities
