JOB PURPOSE
The Counsel to the Community is the principal legal advisor to the Community as provided under Article 69 of the Treaty for the Establishment of the East African Community. The overall objective of the Office is to provide legal advice, to the Community and keep custody of all legal documentations of the Community. The Counsel to the Community is also, by virtue of his office, an ex-officio member of the East African Legislative Assembly.
DUTIES AND RESPONSIBILITIES
• Provide overall strategic leadership in the development of EAC’s Legal Strategies, policies, procedures;
• Draw and peruse treaties, conventions, protocols, agreements, contracts, memoranda of understanding and any other legal instruments by whatever name called to which the East African Community is a party or in respect of which the Community has an interest;
• Provide expert written or oral legal advice to the Summit, the Council of Ministers and other Organs of the Community and the Secretary General;
• Facilitate preparation of agenda and record meetings of the Summit, the Council, the Sectoral Council on Legal and Judicial Affairs and the Coordination Committee;
• Maintain custody of the Community’s Seal and legal documents;
• Represent the East African Community in courts of law and any other legal/dispute settlement proceedings to which the Community is a party or in respect of which the Community has an interest;
• Initiate the preparation of the Council of Ministers’ Bills to the East African Legislative Assembly;
• Initiate and coordinate studies and research related to legal and judicial affairs and monitor their implementation;
• Provide legal opinions on matters with the legal implications on the Community’s policies, programmes and activities;
• Monitor and advice on the harmonization of legal training and approximation of national laws;
• Perform any other duties as assigned by the Secretary General from time to time.
KEY QUALIFICATIONS AND EXPERIENCE
• Must have a Master’s Degree in Law plus admission to the bar or diploma to practice law in the respective Partner State.
• Minimum 15 years relevant experience, with 8 years at senior level in handling legal or judicial matters.
SKILLS AND COMPETENCIES
• Must be able to provide strategic and team leadership,
• Manage performance, diversity, conflict and change; have conceptual, analytical, communication, legal research, negotiation, networking, and judgment, report writing and decision making skills.
• Profience in Microsoft Office Applications
TERMS AND CONDITIONS OF SERVICE
The above post is tenable for a contract of five (5) years renewable once.
The position is subject to the application of the Quota System
