Country Engagement Developers
The Country Engagement Developer (CED) is responsible for the delivery of a coherent programme of activities in the country in which s/he is based, in line with the Making All Voices Count country plan and overall objectives.

Role Purpose:
• Builds, monitors and manages the quality of the Making All Voices Count grant portfolio in-country and initiates adequate measures to maintain this quality, resulting in a portfolio of around 20 high quality and impactful grants built up over a period of two years.
• Identifies potential grantees, brokers relationships between grantees and other stakeholders (e.g., local or central government institutions, tech actors), supports grantees in the proposal preparation phase, appraises grant applications, and provides continued support throughout implementation, both virtually and through monitoring visits.
• Supports the programme’s Research, Evidence and Learning component led by consortium partner IDS to identify which grantees could benefit from practitioner-focused research built in their work.
• Responsible for identifying and building collaborative relationships with strategic organizations, individuals and initiatives in support of Making All Voices Count’s objectives, and is expected to have strong networking and facilitation skills.
• The post holder will require good understanding of the governance, social, political, and economic dynamics of the country in which s/he is based in order to initiate brokering events and develop opportunities for collaboration across government, the donor community (especially Making All Voices Count donors), private sector, civil society and the tech community.
• Engages closely with and supports other consortium activities in country, especially those driven by in-country strategic partners of the Programme, such as technology hubs and governance institutes and networks, requiring close collaboration with the concerned Usahidi staff.
• Supports a small number of grants in a second country in the region, which may require occasional travel to that country. The CED participates in the Programme’s annual learning events, strategy meetings and other networking events.
Qualifications and Experience:
This is a mid-level to senior position for nationals or residents of the concerned country:
• Master’s degree or equivalent in development studies, governance or another relevant field
• Experience with technology-driven Transparency and Accountability initiatives is an advantage
• Minimum of five years working experience
• Solid knowledge of transparency and accountability, citizen engagement and the use of technology
• A keen understanding of country political and social dynamics; analytical and conceptual skills, and ability to translate these into relevant and timely Making All Voices Count actions;
• Excellent networking, relationship building and negotiation skills
• Excellent verbal, writing and communication skills in English and have native speaker ability of the main language of the country where they are based. A writing test will be part of the selection process
• Experience overseeing projects to ensure the effective design, implementation, monitoring & evaluation
• Experience of designing monitoring and evaluation plans and indicators
• Ability to analyse information
Base of Work: In Kenya, South Africa and Indonesia the CED works from the local Hivos Office, which provides logistical and administrative support. In Ghana, Tanzania and the Philippines, the CED preferably is hosted by a local (actual or potential) strategic partner of the Programme, which then provides logistical and administrative support. Applications are particularly welcome from individuals who currently work for a current or potential in-country strategic partner of the programme, whose organisation would continue to host them while they took on the CED role on a secondment basis.
The CED reports to the Country Programmes Manager based in Nairobi. The position is for a period of two years, with the possibility of a one-year extension.
