Job Title: Business Compliance Executive

Objectives:
Compliance officer will be carrying an independent oversight function in the mobile money unit and provide second line of controls. The compliance officer is responsible for ensuring that risk levels are both appropriate and consistent with the Risk Management Framework and underlying governance. Compliance officer will play a critical role in delivering an excellent customer experience whilst protecting customer assets.
Key Responsibilities:
1. Develops initiates, maintains, and revises policies for MM and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct.
2. Collaborates with other departments (e.g., Risk Management, Internal Audit, Employee Services, etc.) To direct MM compliance issues to appropriate existing channels for investigation and resolution. Consults with the legal department as needed to resolve difficult legal compliance issues.
3. Responds to MM alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures.
Develops and oversees a system for uniform handling of such violations.
4. Acts as an independent review and evaluation body to ensure that compliance Issues/concerns within MM unit are being appropriately evaluated, investigated and resolved.
5. Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends.
6. Identifies potential areas of MM compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
7. Provides reports on a regular basis, and as directed or requested, to keep the Corporate Compliance and senior management informed of the operation and progress of compliance efforts.
8. Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
9. Establishes and provides direction and management of the compliance Hotline.
10. Institutes and maintains an effective compliance communication program for the Mobile Money unit, including promoting
(a) use of the Compliance Hotline;
(b) heightened awareness of Standards of Conduct, and
(c) Understanding of new and existing compliance issues and related policies and procedures.
Key Qualifications / Experience / Skills:
1. Bachelors Degree in Marketing, Commerce or Business Administration and preferably in Law
2. A Masters Degree or Professional qualification in Commerce will be an added advantage
3. A minimum of 3 years experience in a telecom organization or related organizations
4. Strong experience of financial management, budget and strategy responsibility
5. Significant and proven sales support experience in the finance and telecommunications industries.
6. Financial modeling experience including an in-depth understanding of the principles of ROI, NPV including advanced Microsoft Excel skills.
7. Track record in delivery of high value upstream commercial transactions and closure of large complex contractual arrangements;
8. Strong leadership, familiarity with Business Operations, Quality Assurance, Human Resource procedure an regulations coupled with motivational skills is a must.
