THPS is an indigenous NGO established under nongovernmental organisation act No 24 0f 2002 as part of partnership framework implementation plan between the USG and the Government of Tanzania which calls for an uninterrupted transition of PEPFAR funded HIV and AIDS programs into local entities. THPS works in partnership with the Ministries of Health and Social Welfare in Tanzania (MoHSW) and Regional Administration and local government (PMORALG) with a goal of ensuring accessible high quality health care services to Tanzanian’s through establishment and strengthening of comprehensive family focused HIV/AIDS Prevention, Care and Treatment services. This is a continuation of the PEPFAR funded broader US Government HIV/AIDS initiatives through Centres for Disease Control Tanzania (CDC) in Tanzania.
As CDC prime awardee; THPS is currently seeking highly experienced, committed and motivated Tanzanians to fill in the following position in Dar es salaam, Office.
Position Title: Clinical Advisor HIV Care and Treatment
Reports to: Senior Clinical Advisor
Location: Pwani, with field travel up to 75% of the time.
Overall Job Function:
To provide technical support to clinical staffing multidisciplinary family-focused HIV/AIDS care and treatment at THPS supported facilities. Extensive travel is expected in all the districts of the assigned region.
Key Responsibilities:
· Provide direct technical assistance to health care facilities supported by THPS such as; site development, training staff in the clinical management of individuals with HIV/AIDS, clinical mentoring, patient flow analysis, improvement of adherence support systems, improvement of referral systems, etc.
· Assist health care providers at designated points of service in case finding and strengthening entry points in order to increase the number of referrals to the ARV units, from PMTCT, VCT and OPD and IPD and outreach services.
· Implement creatively efforts to support improved pediatric AIDS services, identification and support. Work closely with Pediatrics and PMTCT Advisors to implement programs.
· Implement adherence strategies in health facilities and linked to PLHIV groups closely with the Adherence Officer/Advisor
· Facilitate integration between TB and HIV services and infection control within CTC.
· Ensure that THPS-supported clinical care activities at multiple delivery sites conform to the Tanzanian national guidelines.
· Develop with other Advisors and Director of Programs materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms and other necessary tools.
· Coordinate implementation of clinical HIV/AIDS technical support from ICAP- in Tanzania.
· Perform any other duties as may be assigned by superiors from time to time.
POSITION TITLE: Regional Manager
REPORTS TO: Director of Programs
LOCATION: Kigoma Regional Office with field travel up to 50 % of the time
OVERALL JOB FUNCTION:
The successful candidate will be a member of technical staff and extended leadership group. S/He will have the responsibility to provide THPS leadership supporting the Kigoma RHMT and CHMT in implementation of HIV prevention, care, treatment and support in the region. Specifically the appointee will be responsible for the planning and coordination of HIV care and treatment activities at THPS supported sites in Kigoma region to ensure a good working relationship with regional and district authorities in Kigoma.
KEY RESPONSIBILITIES:
· Oversee the overall planning, initiation and implementation of Care and Treatment, PMTCT/EID, APSC, PSG, TB/HIV, VCT, Cervical screening, Palliative care, Lab and Pharmacy services at THPS supported sites in Kigoma Region.
· Liaise with the RHMT, CHMT, MOHSW officials and other stakeholders in coordinating implementation of the program and compliance to the Ministry of Health guidelines.
· Ensure that THPS technical team in Kigoma support program implementation by building capacity of RHMT and CHMTs in program management and various technical domains for program sustainability.
· Work closely with the THPS Central Technical Team in programmatic aspects of HIV/AIDS implementation programs.
· Supervise and oversee overall activities implemented by Program Officers and other Staff for Kigoma region.
· Participate in THPS strategic planning sessions including planning with sub grantees in the region, development of Country Operational Plan (COP) activities and other planning related activities as will be deemed necessary.
· Participate and represent THPS in National Program related activities e.g. Development of curricula/guidelines, SOPs.
· Oversee renovations and site improvements at program sites in Kigoma.
· Coordinate procurement of equipments and consumables for the sites in Kigoma.
· Preparing budgets, work plans monthly and quarterly reports and other technical papers.
· Coordinate the training of site staff in line with the approved budgets
· Assist in the program in Monitoring and Evaluation activities in Kigoma.
· Perform any other related duties as assigned by superiors from time to time.
QUALIFICATIONS AND EXPERIENCE:
· MD preferably with Masters in Public Health (MPH)
· 3+ years’ experience in program planning in a developing country setting.
· Experience with HIV/AIDS programming
· Familiarity with district level health care system in Tanzania
· Strong supervisory and management and team oriented skills.
· Ability to work independently with strong problem solving skills
· Fluent in English and Swahili with good verbal and written communication skills.
· Must be a Tanzania Resident.
