1.0 NATIONAL COLLEGE OF TOURISM (NCT)

National College of Tourism (NCT) was launched as an Executive Agency under the Ministry of Natural Resources and Tourism on January 24, 2003 in accordance with Executive Agency Act No.30 of 1997, NCT is responsible for providing high quality training in hospitality and tourism industry with a view of improving service standards enhance skills in order to meet customers’ expectations.

1.1 CHIEF EXECUTIVE OFFICER – 1 POST

1.1.1  DUTIES AND RESPONSIBILITIES

Accounting Officer and Spokesperson of the Agency.

Principal academic and administrative Officer of Agency and Secretary to the Ministry Advisory Board.

Ensure implementation of policies to enhance academic excellence of the Agency.

Promote good relations with the government and other organizations.

Ensure efficiency and effective operations of the Agency.

Proper management of funds, property and business of the Agency.

Personnel management, organization, control and discipline of the employees of the Agency.

Preparation and submission of Strategic Plan, Business Plans and associated budgets to Permanent Secretary.

Preparation of Annual Report and Financial Statement for submission to the Permanent Secretary and the Minister for Natural Resources and Tourism.

Implementation of the approved budget.

Performance  of  Agency’s  functions  in  accordance  with  Annual  Performance

Agreement concluded with the Permanent Secretary.

1.1.2  QUALIFICATION

Master’s Degree preferably in Hospitality or Tourism or Hospitality and Tourist Management or Education with experience of at least 5 years in a senior management position in the related field.


Possession of Masters Degree in Business Administration will be an added advantage.

Position requires high technical, educational and managerial skills thus requiring good Leadership.

Age of between 45 and 55 years.

2.1 COLLEGE OF BUSINESS EDUCATION (CBE)

The College of Business Education is established by Act of Parliament No. 31 of 1965. College of Business Education is a training Government Executive Agency operating

‘semi’  autonomously  and  commercially  in  providing  education  in  Accountancy,

Procurement & Supplies Management and other business related disciplines.

Guide and supervise students in building up their practical and research projects.

Deals with conditioning, maintaining and upgrading of the surroundings of College buildings.

2.13.1 DUTIES AND RESPONSIBILITIES

• Overall in-charge of cleanliness of the College Hostels classrooms and compounds.

•  Coordinates students cultural, recreational and sports activities.

•  Takes care of students’ welfare.

•  Performs any other relevant duties which may be assigned by Supervisor.

2.13.2 QUALIFICATION

Bachelor Degree/Advanced Diploma in Education Psychology or Social Welfare, or Advanced Diploma in Community Development from a recognized institutions.

2.14 HEALTH LAB TECHNOLOGY II – 1 POST 2.14.1 DUTIES AND RESPONSIBILITIES

Prepares re-agents for routine examination of patients

Diploma in Health Laboratory Sciences from a recognized Institutions.

Researches on information needs of users.

Participates in developing library systems and procedures.

2.16.2 QUALIFICATION

Bachelor Degree or Advanced Diploma in Library Studies from a recognized Institutions.

2.17 PERSONAL SECRETARY II – 9 POSTS 2.17.1 DUTIES AND RESPONSIBILITIES

Receives and attends visitors.

Types both open and confidential documents and takes minutes.

Takes shorthand.

Attends telephone calls and takes messages.

Ensures availability of all necessary working facilities for proper job performance.

Takes proper care of all machines under his/her charge and ensures that they are used for official work.

Types Circulars, Certificates, Transcripts and Statements of Results.

•  Prints reports, letters etc.

•  Performs any other relevant duties assigned by supervisor.


2.17.2 QUALIFICATION

Secondary School Certificate with a Secretarial Certificate from a recognized Secretarial College plus 100/120 w.p.m. Shorthand in English or Kiswahili and 50 w.p.m. typing, tabulation and Manuscript Stage III, Secretarial duties and Office Procedure Stage II.

Participate in handling of protocol matters and travel arrangements of Authority’s dignitaries,

In consultation with the Director General and Chief Legal Counsel respond to all questions or queries from the media or complaints by the public and prepare for publication statements or Press release when required,


Assisting the Chief Legal Counsel, to act as a bridge between the management, the staff, and the Public as a whole in terms of acquisition and distribution of correct information relating to the Authority,

Ensure timely production of TAA’s News bulletin,

Supervise the media relations and graphic designing activities of the Authority,

Coordinate TAA Public Relations activities and protocol issues including meetings and Stakeholders Forum Meetings,

Prepare speeches for Management and other TAA senior staff on different occasions,

Bachelor Degree in Mass/Media Communication, Journalism or equivalent qualifications from a recognised Institution.

Seven (7) years’ experience in Public Relations or having worked as a Journalist in a reputable Media Institution.

8.6.2 DUTIES AND RESPONSIBILITIES

Driving cars and trucks as well as tractors and machines,

Maintaining vehicle logbook and all accident records pertaining to assigned vehicles,

Ensure that assigned vehicle is in good running condition,

Transporting letters, document and parcels to various destinations as it may be required from head office to other TAA offices and other institutions,

Reporting repairs and maintenance of the vehicle,

Maintain customer care, hygienist and integrity,

Carrying out any related duties as assigned by supervisor.


8.6.3  QUALIFICATION AND EXPERIENCE

Ordinary secondary school certificate with passes in English or Swahili.

Holder of a valid and clean class ‘C’ driving license,

At least three years driving experience.

Trade test’ Grade III (mechanics) or Advanced Driving Certificate from NIT, VETA or from a recognized institution.

8.7 ASSISTANT AIRCRAFT MARSHALLERS – 7 POSTS.

8.7.1 WORK STATIONS: Kigoma, Tabora, Mtwara, Bukoba, Musoma, Tanga, Dodoma and Julius Nyerere International Airport (JNIA).

8.7.2 DUTIES AND RESPONSIBILITIES

Assist Marshaller in marshalling of aircraft falling in code A to D,

Collect and record daily statistics on incoming and outgoing flights and passenger movement,

Assist in preparing aircraft movement reports to the public address Centre and other users,

Conduct regular apron inspection and ensure there is no fuel spillage, fog and any obstacles that can endanger aircraft movement and remove any obstacles which will hinder the aircraft’s maneuvering on the apron,

Inspect aerobridges, automatic optical guidance system, flood lights and unusual pavement condition and prepare report any damage, spillage or un-serviceability of equipment at the apron,

Observe and ensure all movements in the apron (vehicles, equipment’s, staff and passengers) comply with developed safety operating procedures,

Immediately report on occurrence of accident or incidents on airside and apron,

Direct the Pilots on where to park aircraft on the apron and ensure proper parking of aircrafts in their respective parking bays based on their type and size,

Assist the Marshaller to conduct inspections of Airside Vehicle Operating Permits (AVOP) or licenses of all drivers and operators on the airside,

Be in constant contact with Air Traffic Control, ground operations and communicate and disseminate the same to airport users e.g. airline operators, information personnel and management,

Compute landing and parking fees for timely billing,

Performing any other related duties assigned by supervisor.








8.7.3 QUALIFICATION AND EXPERIENCE


Advanced certificate in secondary education (A level) with two principal passes in any subjects two of which should be either in English, Mathematics, Geography or Physics.

Possession of a certificate in Basic Airport Operation Course (BAOC) or an Apron Management Course will be an added advantage.

Providing services to TAA customers at arrival, departure lounge and at the customer care desk on public concourse and to assist in smooth facilitation at the airport,

Receiving and transmitting airline information and flight schedules to passengers and customers,

Providing excellent levels of customer service to all internal and external customers and clients of the TAA meeting their needs in order to enhance image/perceptions of the Authority,

Directing passengers to immigration, departure gates and offer information on customs and immigration procedures,

Providing information on arrivals and departure flights as well as security/emergency announcements via the public address system,

Assisting passengers that require special assistance such as the physically challenged, elderly, parents with infants, VIP’s etc.,

Ensuring that all displayed information regarding flight information is kept up to date

Assemble and test experimental motor-control devices, switch panels, transformers, generator windings, solenoids, and other electrical/electro-mechanical equipment’s and components according to engineering data and knowledge of electrical/electro-mechanical principles,

Coordinate installation, maintenance, repair, major repairs (overhauls), troubleshooting, modification and testing of various types of electrical, and /or electro-mechanical equipment and related devices,

Implement and coordinate the maintenance and safety procedures, service schedule, and supply of materials required to maintain machines and equipment in the prescribed condition,

Provide oversight of all physical and capital planning activities including prioritizing resource allocations and coordinating the capital planning approval processes,

Coordinate the activities of the capital projects and ensure that capital projects are planned, designed in accordance with the strategic plan, master plan and design standards including preparing/modifying drawings, specifications, calculations, charts and graphs,

Prepare maintenance schedule and ensures that all maintenance activities are conducted within company standing instructions and procedures and good aviation industry practices,

Be vigilant and proactive in crime prevention at all times, investigate any abnormal behavior and report all suspicious incidents,

Assist to manage crowds during emergencies, VIP visits etc,

Ordinary level secondary education who has undergone militia Training or National Service or Basic Police Training.

Experience in guarding vital installation, knowledge in airport, airline, ground handling, in-flight catering and cargo security operations in both land and air side security and successfully undergone AVSEC STP 123 Basic will be an added advantage.

Receives and connects customers/clients/guests to officers concerned.
Ensures quality production of booklets for reports, projects and papers.

Ensures proper records keeping and retrieval.
Attends telephone calls.

Takes/writes minutes.
Performs such other related duties as may be required by superiors.


14.6.2 QUALIFICATIONS AND EXPERIENCE

Holders of National Form IV or VI Certificate.

Must have passed typing stage III with speed of not less than 80 w.p.m from a recognised Institution.

Must possess computer knowledge especially in Microsoft office; internet; email and publisher;
Must have a clean track record;


14.6.3 REMUNERATION
