Tanzania Airports Authority (TAA) is a Government Executive Agency established to operate, manage, maintain and develop Government owned airports with a commercially oriented Management style.

8.1         PRINCIPAL PROCUREMENT OFFICER CIVIL WORKS (WORKS AND CONSULTANCY SERVICES ) – 1 POST

8.1.1     WORK STATION: TAA – Headquarters.

8.1.2     DUTIES AND RESPONSIBILITIES

·    Preparation of bidding documents for various works in collaboration with user departments,

· Preparation of RFP documents for Consultancy Services in collaboration with user departments,

· Coordinate evaluation of Tenders and RFPs for Works and Consultancy Services,

·      Assist functioning of the Tender Board including implementation of decisions made,

·    Maintain the list of approved Contractors for Various Works and Consultancy Services,

·    Preparation of contract documents for various works and Consultancy Services,

·    Coordinate  and  Support  Regional  Airports’  Procurements    of    Works  and

Consultancy Services,

·    Preparation of Procurement progress reports on Monthly, Quarterly, Semi-Annually and Annual basis,

·    Performing any other duties as may be assigned by Supervisor.


8.1.3  QUALIFICATION AND EXPERIENCE

·    Bachelor of Science or Advanced Diploma either in Civil Engineering, Quantity Surveying or Procurement and Supplies from a recognized Institution with proven specialization or coverage in procurement.

·    Five (5) years’ experience in relevant/related field.

·    Be registered by appropriate Professional body for all candidates and must be computer literate.

·    Should possess sound knowledge in general planning of buildings layout, pavements and buildings design and,

·    Should be knowledgeable in procurement matters.

·    Not more than 45 years of age.


8.1.4  REMUNERATION

Salary scale:             TAA SCALE 8.


8.2      PROCUREMENT/ SUPPLIES OFFICER – 6 POSTS.

8.2.1   WORK STATIONS: TAA – Headquarters, Mwanza, Arusha, Mtwara, Tabora and Songwe.

8.2.2  DUTIES AND RESPONSIBILITIES

· Procuring  goods and services,

· Clearing and forwarding of goods,

· Supervising receipt of goods,

· Undertaking regular and periodical stock taking,

· Keeping track of all fixed assets records,

· Preparing periodic reports on stocks,

· Following up overdue orders of stocks,

· Carrying out any related duties as assigned by supervisor.


8.2.3  QUALIFICATION AND EXPERIENCE

·    Bachelor Degree in Civil Engineering, Quantity Surveying or Business Administration with proven specialization in Procurement & Supplies Management from a recognized institution.

·    Be registered by appropriate Professional body for all candidates.

·    Must be computer literate.


· Not more than 45 years of age.


8.2.4  REMUNERATION

Salary scale:             TAA SCALE 5.

8.3         SENIOR RECORDS MANAGEMENT ASSISTANT - 1 POST

8.3.1     WORK STATION:  TAA Headquarters.

8.3.2     DUTIES AND RESPONSIBILITIES

·    Take custody of all files and records sent to the archives, sort, classify, file and ensure their safety and security,

·    Maintain and update manual and online records of incoming and outgoing records/files,

·    Retrieve files and records requested from the archives, monitor their movement and maintain and update relevant registers, file index and file movement cards,

·    Ensure that all urgent and priority documents are timely forwarded to the responsible officers.

·    Perform daily marking to ensure that the files are returned to the registry on time after action,

·    Maintain standard of hygiene and housekeeping in the archives,

·    Ensuring that outgoing mails are in order including the attachments, envelopes are affixed with proper stamps, addressed correctly and posted on time,

·    Ensuring that priority mails and documents are timely posted or couriered (i.e. by DHL, EMS, etc.),

·    Carrying out any related duties as assigned by supervisor.


8.3.3  QUALIFICATION AND EXPERIENCE

·    Advanced or Ordinary Level Secondary School Certificate with Diploma in Records Management or its equivalent from a recognized institution,

·    3 years working experience in a busy registry.

·    Computer packages for database creation and management will be an added advantage.

·    Not more than 35 years of age.


8.3.4  REMUNERATION

Salary scale:             TAA SCALE 4.

8.4         PRINCIPAL PUBLIC RELATIONS OFFICER – 1 POST.

8.4.1     WORK STATION: TAA Headquarters.

8.4.2     DUTIES AND RESPONSIBILITIES

·    Ensure daily perusal of all newspapers and Magazines review so as to be informed on any published materials relating to the Authority including analysis of media coverage,

·    Ensure that research is conducted timely and relevant responses provided for all questions or queries from the media or complaints by the general public,

·    To ensure timely preparation of publication statements or Press release whenever required,

·    Prepare Press Conference and call for Press, Media people in various meetings or sessions by the Authority as the case may require for briefing,

·    Ensure timely preparations and availability of annual calendars, diaries, greeting cards and posters,

·    Authority participates in Public events or Annual Festivals as the situation may require from time to time,

·    Ensure timely design, preparations and/or production of presentations, press releases, articles, leaflets, ‘in-house’ journals, reports, publicity, brochures, information for websites and promotional videos,

·    Ensure timely collection and editing of materials for Radio and TV programmes and the Authority’s Airports Bulletin,

·    Supervise Senior Public Relations Officer(s),

·    Properly analyze public criticisms and complaints and advise the Authority Management on appropriate course or action is done timely,

·    Participate in handling of protocol matters and travel arrangements of Authority’s dignitaries,

·    In consultation with the Director General and Chief Legal Counsel respond to all questions or queries from the media or complaints by the public and prepare for publication statements or Press release when required,



·    Assisting the Chief Legal Counsel, to act as a bridge between the management, the staff, and the Public as a whole in terms of acquisition and distribution of correct information relating to the Authority,

·    Ensure timely production of TAA’s News bulletin,

·    Supervise the media relations and graphic designing activities of the Authority,

·    Coordinate TAA Public Relations activities and protocol issues including meetings and Stakeholders Forum Meetings,

·    Prepare speeches for Management and other TAA senior staff on different occasions,

·    Develop and implement the TAA communication policy,

·    Represent TAA on media appearances and events,

·    Organize social events such as staff bonanza, family day and retreats, exhibitions and visits,

·    Dealing with enquiries from the public, the press and related organizations,

·    Establish and strengthen community relations through events and involvement in community initiatives,

·    Perform any other related duties as may be assigned by TAA Supervisor


8.4.3  QUALIFICATION AND EXPERIENCE

·    Bachelor Degree in Mass/Media Communication, Journalism or equivalent qualifications from a recognised Institution.

·    Seven (7) years’ experience in Public Relations or having worked as a Journalist in a reputable Media Institution.

·    Must be registered with the Media Board of Tanzania or other relevant Bodies.

·    Must be Computer Literate


8.5         OFFICE ASSISTANT – 2 POSTS

8.5.1     WORK STATION:  TAA-Head Quarters

8.5.2     DUTIES AND RESPONSIBILITIES

·    Performing cleanliness of the office premises and environment.

·    Moving files between offices.

·    Carrying out messengerial duties e.g. photocopying, handling of postage, collection of mail from post office etc.


·    Loading and unloading of office equipment from place to place.

·    Performing any other duties as may be assigned by supervisor.



8.5.3  QUALIFICATION AND EXPERIENCE

·    Secondary School Certificate with passes in English and Swahili and knowledge of operating faxes, photocopy machines etc.

·    Holder of a Class "C" driving license will be an added advantage.

·    Not more than 35 years of age.


8.5.4  REMUNERATION

Salary scale:             TAA SCALE 1.

8.6         DRIVERS - 12 POSTS

8.6.1     WORK STATIONS: Julius Nyerere International Airport, Mwanza, Songwe, Shinyanga, Tabora, Tanga, Lindi, Lake Manyara and Iringa airports.

8.6.2       DUTIES AND RESPONSIBILITIES

·    Driving cars and trucks as well as tractors and machines,

·    Maintaining vehicle logbook and all accident records pertaining to assigned vehicles,

·    Ensure that assigned vehicle is in good running condition,

·    Transporting letters, document and parcels to various destinations as it may be required from head office to other TAA offices and other institutions,

·    Reporting repairs and maintenance of the vehicle,

·    Maintain customer care, hygienist and integrity,

·    Carrying out any related duties as assigned by supervisor.


8.6.3  QUALIFICATION AND EXPERIENCE

·    Ordinary secondary school certificate with passes in English or Swahili.

·    Holder of a valid and clean class ‘C’ driving license,

·    At least three years driving experience.

·    Trade test’ Grade III (mechanics) or Advanced Driving Certificate from NIT, VETA or from a recognized institution.

·    Not more than 45 years of age.


8.6.4  REMUNERATION

Salary scale:             TAA SCALE 2.



8.7         ASSISTANT AIRCRAFT MARSHALLERS – 7 POSTS.

8.7.1     WORK STATIONS: Kigoma, Tabora, Mtwara, Bukoba, Musoma, Tanga, Dodoma and Julius Nyerere International Airport (JNIA).

8.7.2          DUTIES AND RESPONSIBILITIES

·    Assist Marshaller in marshalling of aircraft falling in code A to D,

·    Collect and record daily statistics on incoming and outgoing flights and passenger movement,

·    Assist in preparing aircraft movement reports to the public address Centre and other users,

·    Conduct regular apron inspection and ensure there is no fuel spillage, fog and any obstacles that can endanger aircraft movement and remove any obstacles which will hinder the aircraft’s maneuvering on the apron,

·    Inspect aerobridges, automatic optical guidance system, flood lights and unusual pavement condition and prepare report any damage, spillage or un-serviceability of equipment at the apron,

·    Observe and ensure all movements in the apron (vehicles, equipment’s, staff and passengers) comply with developed safety operating procedures,

·    Immediately report on occurrence of accident or incidents on airside and apron,

·    Direct the Pilots on where to park aircraft on the apron and ensure proper parking of aircrafts in their respective parking bays based on their type and size,

·    Assist the Marshaller to conduct inspections of Airside Vehicle Operating Permits (AVOP) or licenses of all drivers and operators on the airside,

·    Be in constant contact with Air Traffic Control, ground operations and communicate and disseminate the same to airport users e.g. airline operators, information personnel and management,

·    Compute landing and parking fees for timely billing,

·    Performing any other related duties assigned by supervisor.








8.7.3     QUALIFICATION AND EXPERIENCE



·    Advanced certificate in secondary education (A level) with two principal passes in any subjects two of which should be either in English, Mathematics, Geography or Physics.

·    Possession of a certificate in Basic Airport Operation Course (BAOC) or an Apron Management Course will be an added advantage.

·    Applicants with knowledge of an international language will be considered first.

·    Not more than 35 years of age.


8.7.4  REMUNERATION

Salary scale:             TAA SCALE 3.

8.8         CUSTOMER CARE ASSISTANTS – 8 POSTS.

8.8.1     WORK STATION: Julius Nyerere International Airport (JNIA).

8.8.2          DUTIES AND RESPONSIBILITIES

·    Providing services to TAA customers at arrival, departure lounge and at the customer care desk on public concourse and to assist in smooth facilitation at the airport,

·    Receiving and transmitting airline information and flight schedules to passengers and customers,

·    Providing excellent levels of customer service to all internal and external customers and clients of the TAA meeting their needs in order to enhance image/perceptions of the Authority,

·    Directing passengers to immigration, departure gates and offer information on customs and immigration procedures,

·    Providing information on arrivals and departure flights as well as security/emergency announcements via the public address system,

·    Assisting passengers that require special assistance such as the physically challenged, elderly, parents with infants, VIP’s etc.,

·    Ensuring that all displayed information regarding flight information is kept up to date

·    Making changes on the display as soon as obtained from control tower, briefing office, airline operator etc.,

·    Communicating with Marshallers regarding delays or cancellations of flights from airline operators,



·    Attending to official visitors visiting the airport while adhering to the airport security and safety requirements,

·    Answering telephone calls within 45 seconds and adhering to the corporate telephone standards,

·    Attending to the VIP’s by assisting them in checking in their tickets, passports, luggage’s,

·    Keeping records of all Airport visitors,

·    Providing information on tour operators, travel agents and hotels to customers,

·    Guiding and giving explanations to visitors at the airport,

·    Performing any other related duties assigned by supervisor.



8.8.3    QUALIFICATION AND EXPERIENCE

·    Advanced or ordinary level secondary school certificate with passes in English and Swahili.

·    Must be Computer literate.

·    Applicants with knowledge of an international language will be considered first.

·    Not more than 35 years of age.


8.8.4  REMUNERATION

Salary scale:             TAA SCALE 3.


8.9         CLINICAL OFFICER II - 2 POSTS

8.9.1  WORK STATION:        Julius Nyerere International Airport (JNIA).

8.9.2          DUTIES AND RESPONSIBILITIES

·    Assisting in diagnosing and treating sick passengers and staff,

·    Caring for all patients,

·    Assisting in purchasing of medicines and medical equipment on time,

·    Assisting in keeping track of stock level for medication,

·    Assisting in submitting stock report to operations manager on a monthly basis,

·    Making sure all emergency kits are in good order,

·    Assisting in the preparation of training of participants in the emergency drill done every two years,



·    Responding to the rescue and life saving in emergency cases such as an aircraft crash,

·    Assisting in treating and caring of serious patients while en route to hospital,

·    Participating on controlling any outbreak which may occur locally and internationally,

·    Assisting in providing professional medical advice to TAA,

·    Assisting and arranging in providing health education to airport staff,

·    Carrying out any related duties as assigned by supervisor.

8.9.3  QUALIFICATION AND EXPERIENCE

·    Diploma in Clinical Medicine plus successful completion of internship.

·    Registered and Licensed by Tanganyika Medical Board.

·    Must be Computer literate.

·    Not more than 35 years of age.


8.9.4  REMUNERATION

Salary scale:             TAA SCALE 5.

8.10      NURSING OFFICER II - 1 POST

8.10.1 WORK STATION: Julius Nyerere International Airport (JNIA). 8.10.2 DUTIES AND RESPONSIBILITIES

·    Assisting in providing high quality nursing care to all patients,

·    Assisting clinical officers as well as Assistant medical officers in their day to day activities,

·    To assist the clinical officers and assistant medical officers in attending to all sick passengers and TAA staff,

·    Following professional instructions from a Doctor,

·    Attending to all patients,

·    Assisting in maintaining medicines and medical equipment of the dispensary,

·    Assisting in preparation of the emergency kit,

·    Updating medicines and medical equipment’s in the ambulance,

·    Caring and escorting serious patients to the ambulance for further treatment,

·    Collecting and keeping patient data in order to report to the district nurse officer,

·    Carrying out any related duties as assigned by supervisor,




8.10.3 QUALIFICATION AND EXPERIENCE



·    Diploma in Nursing from a recognized institution plus successful completion of internship.

·    Registered with Tanzania Nurses Council.

·    Must be Computer literate.

·    Not more than 35 years of age.

8.10.4 REMUNERATION

Salary scale:             TAA SCALE 4.

8.11      SENIOR ENGINEER (ELECTRO-MECHANICAL/MECHANICAL) – 1 POST.

8.11.1  WORK STATION: Julius Nyerere International Airport (JNIA).

8.11.2      DUTIES AND RESPONSIBILITIES

·    Assemble and test experimental motor-control devices, switch panels, transformers, generator windings, solenoids, and other electrical/electro-mechanical equipment’s and components according to engineering data and knowledge of electrical/electro-mechanical principles,

·    Coordinate installation, maintenance, repair, major repairs (overhauls), troubleshooting, modification and testing of various types of electrical, and /or electro-mechanical equipment and related devices,

·    Implement and coordinate the maintenance and safety procedures, service schedule, and supply of materials required to maintain machines and equipment in the prescribed condition,

·    Provide oversight of all physical and capital planning activities including prioritizing resource allocations and coordinating the capital planning approval processes,

·    Prepare strategic plans for the projects, assess projects and their requirements, prepare project budgets schedules and scope of work,

·    Prepare drawings and schematic designs based on project requirements, initiate and ensure drawings, plans, geotechnical, wind and hydrological analyses comply with electrical engineering standards,

·    Study and assess drawings, plans, specifications and other documents relating to construction projects

·    Direct, lead and support other engineering and skilled personnel in managing and executing multiple tasks and projects onsite teams,



·    Collaborate and interact with construction teams, architects and outside project developers and consultants,

·    Manage project deliverables and ensure that projects are completed on time and within the budget,

·    Supervise all projects assigned and ensure that applicable standards and regulations are implemented and projects are executed within the time frame,

·    Organize, monitor, control, test and commission plant or handover projects using as according to set engineering principles and techniques,

·    Initiate the tender process and assign contract jobs to external agencies for the maintenance of airport facilities and participate in evaluating engineering tender documents,

·    Ensure that project monitoring, reviewing and reporting are integrated into the ongoing implementation plan and prepare site reports,

·    Advice on major rehabilitation works whenever foreseen,

·    Ensure that all set standards and regulations are implemented and applied at all times,

·    Undertake inspections, prepare and submit timely and accurate technical reports,

·    Effectively complete special projects such as coordinating conferences, workshops, in accordance with project objectives and timelines as established by supervisor,

·    Coordinate the activities of the small works and capital projects and ensure they are planned and designed in accordance with the strategic plan, master plan and design standards

·    Manage, train and develop junior engineers and Technicians,

·    Perform any other related duties as assigned by superior.


8.11.3 QUALIFICATION AND EXPERIENCE

·    Bachelor of Science in Electrical /Mechanical Engineering / Electro- Mechanical or an Advanced Diploma in Electrical Engineering / Mechanical Engineering / Electro-Mechanical from a recognized Institution.

·    Must be registered as a Graduate/professional engineer by the Engineers Registration Board (ERB) of Tanzania.

·    5 years of directly related experience supporting engineering operations


·    Must be computer literate.

·    Broad knowledge of the precedence and application of airport engineering and electrical/electro-mechanical engineering principals, Knowledge on procurement Knowledge of budgeting will have an added advantage.

·    Not more than 35 years of age.

8.11.4 REMUNERATION

Salary scale:             TAA SCALE 7.

8.12      SENIOR ENGINEER (CIVIL) – 7 POSTS

8.12.1  WORK STATIONS: TAA – Headquarters, Regional Airports and Julius Nyerere International Airport (JNIA).

8.12.2      DUTIES AND RESPONSIBILITIES

·    Coordinate the activities of the capital projects and ensure that capital projects are planned, designed in accordance with the strategic plan, master plan and design standards including preparing/modifying drawings, specifications, calculations, charts and graphs,

·    Provide oversight of all physical and capital planning activities including priotizing resource allocation and coordinating capital planning approval processes,

·    Set standards and design specifications for civil engineering infrastructure, buildings and facilities,

·    Prepare and check design calculations, design concepts, design details, drawings, specifications and other technical documents,

·    Develop maintenance schedules and procedures and ensure that they are implemented systematically and to required standards,

·    Plan, monitor and review development projects and prepare technical reports,

·    Monitor financial progress of agency projects and ensure that quality standards are met, and identify constraints and reasons for under performance,

·    Review and update airports standards designs and specifications including design of runway, taxiways, apron, access and link roads, airport buildings; working with other members of the team as required, including electrical engineers,

·    Prepare and update contract documents for maintenance and development of

airport        works in liaison with the procurement unit,

· Prepare annual departmental budget in line with set guidelines and specifications,



·    Participate in contract negotiations, supervision of maintenance, design and construction activities and report the progress to the Manager in-charge,

·    Develop designs in accordance with the TAA requirement and relevant standards to achieve cost effective solutions,

·    Assist in the development and supervision of project team members and in capacity building to senior civil engineers,

·    Performing any other duties related to engineering as assigned by supervisor.



8.12.3 QUALIFICATION AND EXPERIENCE

·    Bachelor of Science or Advanced Diploma in Civil Engineering from a recognized Institution.

·    Must be registered as a Graduate/professional engineer by the Engineers Registration Board (ERB) of Tanzania.

·    The candidate must also be computer literate.

·    5 years of directly related experience supporting engineering operations.

·    Not more than 35 years of age.


8.12.4 REMUNERATION

Salary scale:             TAA SCALE 7.

8.13      CIVIL ENGINEER TRAINEE – 2 POSTS

8.13.1  WORK STATION: TAA – Headquarters.

8.13.2      DUTIES AND RESPONSIBILITIES

·    Ensure that capital projects are implemented as planned and designed and in accordance with the strategic plan, master plan and design standards

·    Provide day to day oversight of all physical and capital planning activities including prioritizing resource allocations and coordinating the capital planning approval processes

·    Coordinate the implementation activities for capital projects and ensure that budget and timelines are adhered to

·    Inspect civil engineering infrastructures and buildings to ensure they are in good condition and provide preventive maintenance services as per set schedules

·    Advise on maintenance/repair alternatives and methods including necessary drawings, technical specifications, bills of quantities (BOQ) and cost estimates



·    Prepare tender documents and request for proposals for procurement of contractors and consultants and participate in tender openings and evaluation

·    Provide technical advice to airport users on alterations or modifications of existing structures

·    Prepare departmental annual procurement program according to goals set and deadlines

·    Participate in the preparation of strategic plans and budget for the department

·    Supervise and monitor minor works to ensure implementation is done according to specifications and finished on time

·    Inspect, evaluate and prepare interim payment certificates for minor/small works

·    Manage, train and develop civil engineering technicians

·    Perform any other duties assign by supervisor.



8.13.3 QUALIFICATION AND EXPERIENCE

·    Bachelor of Science in Civil Engineering Degree or Advanced Diploma in Civil Engineering from a recognized Institution and must be Computer Literate.

·    Registered Professional engineer by the Engineers Registration Board (ERB) of Tanzania

·    Knowledge of procurement, pavements and buildings design and general planning of buildings layout will be an added advantage.

·    Not more than 35 years of age.


8.13.4 REMUNERATION

Salary scale:             TAA SCALE 6.


8.14      TECHNICIAN (MECHANICAL) – 2 POSTS

8.14.1  WORK STATION: Julius Nyerere International Airport (JNIA)

8.14.2      DUTIES AND RESPONSIBILITIES

·    Undertake daily inspection of all airports facilities so as to determine need for service or maintenance,

·    Carry out preventative maintenance and fault diagnosis on plant and equipment so as to minimize breakdowns and maintenance costs and improve availability,



·    Carrying out maintenance work at the Airport equipment and building in an orderly, smooth and regular inspection in accordance with preventive maintenance schedules/programs and liaise with supervisor for modifications, improvements, installations and commissioning work,

·    Tests various types of electro-mechanical/ mechanical equipment and related devices for conformity to standards and performance,

·    Assist the engineers and technicians and work as per their instructions and apply engineering solutions in order to solve technical problems and ensure compatibility, safety of system and reporting technical problems to engineers,

·    Assemble and test experimental motor-control devices, switch panels, generator, solenoids, and other electrical equipment and components according to engineering data and knowledge of electrical principles,

·    Assists in the purchase of materials and production equipments including sourcing for quotations on costs of new projects,

·    Continuously undertake risk identification/originator and report to immediate supervisor and/ or advise management on whether continued operation of equipment could be hazardous,

·    Maintain an awareness of and comply with technical and SHE standards, regulations and procedures and ensure that “Safe Systems of Work’ are complied with at all times,

·    Liaise with other airport users interested in making alterations or additions to existing structures,

·    Collect data for planning, maintain and update records whenever necessary,

·    Maintain and update the list of fast moving and long term spares/material for installations /infrastructures and liaise with the in charge for their procurement,

·    Maintain a high standard of proficiency in own skill areas,

·    Supervise and train team members,

·    Perform any other related duties as assigned by superior.


8.14.3 QUALIFICATION AND EXPERIENCE

·    Full Technician Certificate (FTC) or Ordinary Diploma in Electro-mechanical/Mechanical engineering from a recognized Institution.


·    Must be Computer literate.

·    Not more than 35 years of age.




8.14.4 REMUNERATION

Salary scale:             TAA SCALE 4.

8.15      PRINCIPAL TECHNICIAN (CIVIL) – 1 POSTS

8.15.1  WORK STATION: Mwanza Airport.

8.15.2      DUTIES AND RESPONSIBILITIES

·    Coordinate daily inspection of airport civil infrastructure and buildings and issue comprehensive daily activity reports outlining the cause of the fault, the nature of the work and the materials, labor and time taken to complete task,

·    Inspect and test completed work to ensure that it has been carried out with requirements and that equipment performs satisfactorily before handing back to operating section,

·    Prepare maintenance schedule and ensures that all maintenance activities are conducted within company standing instructions and procedures and good aviation industry practices,

·    Ensure Company HSE procedures are observed and followed and that work is carried out in a safe manner as well as exercise good housekeeping practices and ensure that these standards are complied with at all times,

·    Renewing maintenance contracts; and placing service calls on broken equipment,

·    Assist in preparation of tender and contract document as well as participating in evaluation of tenders,

· Prepares operating, malfunction and special projects reports and related documentation as required,

·    Liaising with other sections to facilitate smooth running of the section,

8.16.1  WORK STATION: Kigoma, Tabora, Mtwara, Bukoba, Mpanda, Mwanza, Arusha and Dodoma Airports.

8.16.2      DUTIES AND RESPONSIBILITIES

·    Undertake daily inspection of all airports facilities so as to determine need for service or maintenance,

·    Carry out preventative maintenance and fault diagnosis on civil infrastructure and buildings so as to minimize breakdowns and maintenance costs and improve availability,

·    Carrying out maintenance work at the Airport civil infrastructure and building in an orderly, smooth and regular inspection in accordance with preventive maintenance schedules/programs and liaise with supervisor for modifications, improvements, installations and commissioning work,

·    Assist the engineers and technicians and work as per their instructions and apply engineering solutions in order to solve technical problems and ensure compatibility, safety of system and reporting technical problems to engineers,

·    Maintain an awareness of and comply with technical and SHE standards, regulations and procedures and ensure that “Safe Systems of Work’ are complied with at all times,

·    Collect data for planning, maintain and update records whenever necessary,


·    Maintain a high standard of proficiency in own skill areas,

·    Perform any other related duty as assigned by supervisor.


8.16.3 QUALIFICATION AND EXPERIENCE

· Full Technician Certificate (FTC) or an Ordinary Diploma in Civil Engineering from a recognized Institution.

8.17       TECHNICIANS (ELECTRICAL) – 6 POSTS

8.17.3 QUALIFICATION AND EXPERIENCE

· Full Technician Certificate (FTC) or Ordinary Diploma in Electrical Engineering from a recognized Institution.

·    Must be Computer literate.

·    Not more than 38 years of age.


8.17.4 REMUNERATION

Salary scale:             TAA SCALE 4.


8.18      SECURITY GUARD - 5 POSTS

8.18.1  WORK STATIONS: Julius Nyerere International Airport (JNIA).

8.18.2      DUTIES AND RESPONSIBILITIES

·    Guard and protect parked aircrafts, airport facilities, property, equipment and installations including air navigation facilities, power stations and main water sources,

·    Inspect buildings, examining doors and windows to ensure they are properly locked,

·    Checking incoming and outgoing vehicles,

·    Be vigilant and proactive in crime prevention at all times, investigate any abnormal behavior and report all suspicious incidents,

·    Assist to manage crowds during emergencies, VIP visits etc,

·    Escort visitors to restricted areas,

·    Patrol the airport perimeter to prevent intrusion into airport,

·    Update and maintain records and report all security incidence while on duty,

·    Apprehend intruders found in restricted areas,

·    Perform and other related duty as may be assigned by the supervisor.


8.18.3  QUALIFICATION AND EXPERIENCE

·    Ordinary level secondary education who has undergone militia Training or National Service or Basic Police Training.

·    Experience in guarding vital installation, knowledge in airport, airline, ground handling, in-flight catering and cargo security operations in both land and air side security and successfully undergone AVSEC STP 123 Basic will be an added advantage.

·    Not more than 38 years of age.

8.18.4 REMUNERATION

8.19      PRINCIPAL AIRPORT OPERATIONS OFFICER - 3 POSTS

8.19.1  WORK STATIONS: TAA Headquarters and Regional Airports.

8.19.2      DUTIES AND RESPONSIBILITIES

·    Oversee implementation and compliance of airport procedures to ensure that airport is operated and maintained in accordance with Civil Aviation Regulations and other relevant National Regulations,

·    Supervise and/ or implement Airport Safety Programs as per ICAO guidelines such as Wildlife Control Program, Risk Management Program and Contingency Plans,

·    Assist in the development of work schedules and direct personnel assignments; monitor work flow and evaluate work products, methods, and procedures to ensure smooth operations of airport activities,

·    Supervise the upkeep of the Terminal Building, Airside/Landside areas and ensure the availability and serviceability of passenger amenities,

·    Coordinate the facilitation of VIPs and Head of States,

·    Prioritizes and coordinates airport operations and facilitation activities with other airport departments, tenants and agencies,

·    Responds to all airport emergencies involving airside and landside activities. Contacts various airport personnel necessary to help and facilitate the situations,

·    Reviews airfield operations reports. The reports include: a) daily runway and taxiway inspection reports, d) field incidents, e) vehicle incidents, f) aircraft accidents, g) ramp inspections,

·    Develops, conducts and schedules safety awareness training for Airport operations Officer and airport staff in general,

·    Prepare and post airport operation meeting announcements and agendas; record and/or take notes to document meeting proceedings,

·    Participate in the preparation of airfield rules and procedures (SOP’s) for airport personnel, ground transportation, vehicular traffic and the garage parking facilities,



·    Participate in the preparation and maintenance of airport operations manuals, safety manuals, and emergency procedures manuals,

8.19.3 QUALIFICATION AND EXPERIENCE

·    Bachelor Degree either in business administration, public administrations or its equivalent from recognized institutions.

·    7 years’ experience in operation and facilitation services from a reputable institution.

8.20      AIRPORT OPERATIONS OFFICERS – 9 POSTS

8.20.2      DUTIES AND RESPONSIBILITIES

·    Carry out regular airfield inspection on the maneuvering areas of airport and apron to ensure safety and serviceability of infrastructure and landing aids and report status

·    Supervise services rendered by services contractor in the terminal building and public areas and ensure compliance to Service Level Agreement

·    Ensure upkeep of airport airstrip (grass cutting, open drainage and cleanness)

·    Ensure quality services and serviceability of facilities in terminal building and public areas.

·    Ensure the availability and readiness of apron management services

·    Respond and provide assistance during airport emergencies as may be required/directed by senior operations officer

·    Participate in the coordination and facilitation of VIP’s and Heads of state



· Perform any other related duties as assigned by the senior airport operations officer.

8.20.3 QUALIFICATION AND EXPERIENCE

·    Bachelor Degree either in business administration, public administrations or its equivalent from recognized institutions.

·    Experience in airport operation and services, successful completion of relevant Airport Operations Officer training and knowledge of airport emergency and security procedures will be an added advantage.

8.21      PERSONAL SECRETARY - 4 POSTS

8.21.1  WORK STATIONS: TAA-Headquarters, Mpanda, Mwanza and Songwe Airports.

8.21.2  DUTIES AND RESPONSIBILITIES

·    Handle enquiries directed to the department and take messages in the absence of the concerned officer,

·    Receive all visitors to the office and/ or either address their requirements or refer them to the appropriate staff member where necessary,

·    Handle all incoming and outgoing correspondence including e-mails, Faxes, general correspondence and other communication, and perform secretarial duties including typing and printing letters, minutes and other official documents, filing and manning the telephones,

·    Ensure that the telephones and other office equipment are properly maintained and maintain service records,

8.22      AIRPORT ATTENDANT – 16 POSTS

8.22.1  WORK STATIONS: TAA Airstrips.

8.22.2      DUTIES AND RESPONSIBILITIES

·    Collect statistical data on aircraft movements, passengers and cargo tonnage that passes through the airport accurately and in a timely manner,

·    Records aircraft landings and departures accurately,

·    Collect revenue where necessary following the approved procedures including landing and parking charges and passenger service charge from adhoc flights, and ensure safe custody until it is remitted to the finance office,

·    Assists the Regional Airports Manager in the onsite supervision of projects at the airfield,

·    Prepare monthly reports detailing information on the airfield’s performance and status,

·    Ensure cleanliness of airfield and protection of the airfield and conducts 24 hours runway inspection before any aircraft landing and takeoff,

·    Ensures that the grass is cut to approved height and that the general upkeep of the airfield is according to approved standards,

·    Gathers information on bird strike incidents and sightings continuously and documents appropriately,

·    Monitors community activities regularly to ensure reduction in bird population around the airport and encroachment on airport land,

·    Contribute to any community activities that could lead directly or indirectly, to bird control,

·    Liaise with aviation security in ensuring safety of the airfield and airport users,

· Liaise with  district authorities regarding  VIP visits and condition of the airport,

· Perform any other related duties as assigned by the Supervisor.


8.22.3 QUALIFICATION AND EXPERIENCE

·    Ordinary Level Certificate and or Certificate in Technical subjects.

·    Knowledge of basic airport emergency and security procedures, basic Civil Aviation Regulations for Airport Operations and basic airport operations including parking of aircraft and fire prevention will be an added advantage.

·    Not more than 35 years of age.

8.23      PRINCIPAL IT/ SYSTEM ANALYST - 1 POST

8.23.1  WORK STATIONS: TAA Headquarters.
