Report to: Project Manager
Location: VETA Head Office
1) Minimum Qualifications for the Position:
a) Must possess a Bsc. in Civil Engineering from recognized Institution;
b) At least five (5) years of relevant experience in Civil Engineering related activities;
c) Registration to the relevant professional body is an added advantage;
d) Must be fluent in both English and Swahili languages; and
e) Must be able to use IT equipment and computerized Civil Engineering system.
2) Specific duties and Responsibilities
a) Participate in drawing up shortlist of civil works consultants;
b) Participate in evaluation of proposals for consultancy services;
c) Prepare briefing documents for civil works consultants (Engineer's Brief);
d) Participate in preparing contract documents for consultancy services;
e) Participate in monitoring the consultant's contracts;
f) Scrutinize all engineering designs and drawings and specs made by the consultants;
g) Supervise construction and civil works carried out by the
Authority;
h) Prepare documentation requiring NPSC approval;
i) Participate in pre-qualification of contractors;
j) Participate in progress meetings and monthly site meetings;
k) Prepare minutes from meetings; and
I) Participate in preparing quarterly progress reports for review by the higher authorities.

Main Duties/tasks:
To accurately and timely word processing documents in the department by using personal computer in order to meet targets.
To maintain records of incoming and outgoing correspondences and files while maintaining confidentiality using registers of direct communications with the concerned to facilitate departmental activities and keeping track of file movement.
To attend departmental visitors by welcoming entertaining and providing them with relevant information's and guidance so that image of VETA can be maintained.
To arrange and maintain record of events including appointments, meetings, visiting schedules by keeping and updated diary of events of facilitate working schedule of the department.
To initiate travel and accommodation arrangement by informing the concerned of the details in order to provide the requested service in time to improve efficiency of the department.
To participate in budget preparation by providing inputs of measurements in order to facilitate preparation of Departmental budget.
To timely raise order of office requirements using requisition forms to ensure adequate office supplies to the Department.
To arrange and coordinate meetings by providing meeting notification to members and recording
a) Job purpose

At least nine (9) years work experience in the same filed plus one year probation period
Entry from within

At least 3 (three) years in the position of Senior Personal Secretary plus solid work experience, at least grade B.

The Director of Human Resources and Administration shall be appointed by the VET Board.
a) Job Purpose:
To plan, develop, direct, coordinate and control the overall performance of Human Resources activities in the Directorate including formulation of policies related to Human Resources and Administration, Training and Development, Industrial Relations and Welfare, Pension and Estate Management policies and monitor implementation of same through directives, guidance, circulars and progress reports with a view to attain optimum utilization of skills to meet organizational goals.
b) Minimum Qualifications and Experience Required
Direct Entry
The job holder must have Masters degree human resources; or public administration from recognised university
Must have work experience of at least 9 years in the relevant field, 5 of which should be at senior level in a big and reputable organisations
Must possess IT and HR software knowledge
Entry from Within
The job holder must have Masters degree human resources or public administration from recognised university
At least 3 (three) years work experience in the position of Human Resources and Administration Manager plus solid work performance, at least grade B
c) Attitudes and Competence Required
Must be able to plan organise, control, objectives of the organization
High level tack and diplomacy needed in dealing with employees matters
Should be able to interpret policies and strategic plans

iii. Plan for short and long term optimum Human Resources skills requirements through comprehensively focussed VETA's needs and cost effectively carry out implementation with a view to achieve requisite performance standards.
iv. Develop proactive training programmes aimed at enhancing and closing skills gaps for improved performance of the individuals and the Authority.
v.
Develop and recommend sound organization structures in liaison with other directives providing the inputs for required quantities and quality of Human Resources requisite for running VETA's activities aimed at improved productivity.
vi.
Develop and control implementation competitive remuneration and motivating packages that are ~apable of attracting and retaining potential skills for VETA in order to maintain consistency in productivity.
vii.
Establish appropriate and strategic Human Resources industrial relations policies and procedures acceptable to workers trade union and their members that address to the harmonious industrial relations in VETA conducive tp improved productivity.
viii.
Monitor and evaluate effectiveness of policies and performance of subordinates through performance evaluation in view to determine fair rewards and/or remedies when necessary.
ix.
Monitor and control sports, skills competition, gender HIV / Aids, Employees career guidance and counselling issues by providing guidelines so as to promote life skills of employees in the Authority.
x.
Prepare monthly, quarterly and annual reports by )1 consolidating directorate's progress reports highlighting areas of concern for necessary action.
