MINIRENA has received funds from the United Nations Development Program (UNDP) to support the Government of Rwanda (GoR) priority green economy which will guide national development through economic transformation that is environmentally sustainable and climate resilient. This is reflected in the Economic Development and Poverty Reduction Strategy II (EDPRS II) which will be implemented with the support of the cross sectoral Green Growth and Climate Resilience Strategy (GGCRS).
The fund for environment and climate change, FONERWA, was identified as the sustainable financing facility to ensure successful implementation of the Green Growth and Climate Resilience Strategy (GGCRS). As a result, the GoR has established and is committed to operationalize FONERWA. The Fund is supervised by the Ministry in charge of environment and climate change (MINIRENA)
FONERWA's mission is twofold:
1) To mobilize and manage resources for achieving environmental sustainability, climate resilience and green growth in order to promote Rwanda's short, medium and long term sustainable development goals.
2) To fund projects and programmes by public and private sector as well as other development support organizations that produce results contributing to these objectives.
The fund can be accessed by line ministries, Government agencies, Districts, civil society organizations (CSOs) including academic institutions and the private sector, as long as the proposed interventions are in compliance with the Fund eligibility criteria.
The fund has been operational since 2012 and has to-date successfully processed applications and supported the implementation of high quality projects that have successfully met the rigorous and competitive criteria for funding.
FONERWA is currently recruiting consultants who will be available to provide technical expertise in various areas of support to FONERWA operations. Potential areas of support include:
Support the day to day operations of the fund in areas of procurement, and financial management etc.

The main responsibility for the sector specialists will be provision of Technical Support to proposal Development, project reviews and capacity building and development for the FONERWA Secretariat as well as the applicants to the fund. These will be required as consultants on call down basis to address on-going subject matter specific demands by projects submitted to FONERWA for funding.

Ensure Knowledge Management system is fully established and operational; through Integrated Knowledge Management Platform; manage web content and dissemination of key information on FONERWA in coordination with the communications expert through the website. 4. Consultancy Services to support FONERWA operations under the following positions:
M&E specialist; Procurement Specialist; Financial Management Specialist; Project Analyst
The Support services staff that is targeted for this recruitment will support FONERWA operations from specific areas of expertise and the areas of support include but are not limited to capacity building for project applicants in M&E, procurement, financial management and project analysis. The experts will be required on full time basis under annual contractual arrangements with high potential for extension of contracts following the first year of service.
