JOB SUMMARY:
 
This is an Excepted Service, term, time-limited appointment for up to 5 years, with the possibility of renewals.
 
This position is located at the U.S. Embassy, Dar es Salaam, Tanzania within the Embassy Political and Economic Section.
 
The Wildlife Anti-Trafficking Coordinator will be responsible for providing day-to-day leadership and coordination among U.S. Government (USG) agencies and the Government of Tanzania to support stronger engagement in addressing wildlife poaching and trafficking in Tanzania.  The Coordinator will have a wide range of representational and communication responsibilities, working within the U.S. Embassy Political and Economic Affairs Section to coordinate USG efforts across the interagency and engaging with high-level technical and political stakeholders with in the Government of Tanzania, donor partners, civil society, and the private sector.
 
The selectee will be paid a 20% Cost of Living Allowance and a 25% Post (Hardship) Differential in addition to their yearly salary, in accordance with Department of State regulationshttp://aoprals.state.gov/Web920/location_action.asp?MenuHide=1&CountryCode=1237

DUTIES:
Following are the major, though not all inclusive, duties of this position:
·         Policy Analysis and Advice - Coordinate relationship building between the U.S. Embassy and the U.S.  Agency for International Development (USAID) leadership, technical counterparts within the Government of Tanzania,  donor partner group members, Tanzanian civil society, and the private sector.  This may include researching and drafting discussion papers for internal use on issues related to wildlife trafficking; preparing draft remarks and talking points for external meetings and events on wildlife related issues; providing recommendations to members of the Post Wildlife Task force to improve the   U. S. Government's impact on wildlife trafficking in Tanzania; tracking domestic and international best practice in wildlife protection and counter-trafficking and sharing information with members of the Post Wildlife Task Force.
·         Technical Representation - Work with diverse stakeholders and agencies in Tanzania, interacting with a variety of non-governmental and governmental organizations inside and outside of Africa working to introduce and support the application of novel solutions and strategies to improve wildlife protection in Tanzania.  This may include supporting USG agencies efforts to mobilize technical assistance and other resources in support of coordinated action in Tanzania to address wildlife poaching and trafficking; identifying and sharing technical information on the range of appropriate responses to trafficking and poaching; maintaining contacts and relationships with the Government of Tanzania, developing private sector partners to ensure technical coordination, collaboration, and synergies when possible; preparing for and participating in meetings on wildlife related issues; participating on field trips related to wildlife poaching and trafficking within Tanzania; maintaining relationships to coordinate and share information on wildlife poaching and trafficking issues; and developing wildlife management portfolio and position papers.
·         Administrative Leadership and Support - Support USG procedures in the implementation of USG efforts and actions to address wildlife poaching and trafficking in Tanzania.  This may include serving as Secretariat and/or supporting the Secretariat for the Post Wildlife Task Force on wildlife poaching and trafficking; providing technical input to Post Wildlife Task Force members on its agreements, contracts, and Interagency Agreements to combat wildlife poaching and trafficking; drafting memos, cables, and other correspondence on wildlife poaching and trafficking issues; facilitating the establishment of contacts and meetings as needed between members of the Post Wildlife Task Force and external partners.
 
 
QUALIFICATIONS REQUIRED:
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
 
FOR THE GS-14 LEVEL: In order to meet the minimum qualifications required for this position applicants must have at least one year of specialized experience that was equivalent to the GS-13 level in the Federal service that demonstrates that they possess the ability to perform the duties of this position. Specialized experience may have been obtained in the private or public (local, county, state, Federal) sectors and it is usually obtained in the same field as the position being filled or a very closely related field.
 
In order to qualify for this position applicants must show evidence in their resumes of  possession of at least one year of the following specialized experience:
 
·         Experience establishing and implementing efforts and actions to address wildlife poaching and trafficking in a foreign country and;
·         Experience interacting with and advising leaders and policy makers on wildlife security issues and;   
·         Experience collaborating with others to improve wildlife protection in a foreign country and;
·         Experience researching and writing a variety of documents on wildlife trafficking, to include discussion papers, draft remarks, talking points and other correspondence.
 *Note: There is no education substitution allowed for this grade level.
 
Special Conditions:
·         As a condition of employment, satisfactory completion and favorable adjudication of a background investigation and/or fingerprint check may be required for this position.
·         Position may be eligible for telework.
