Rwanda Broadcasting Agency (RBA) has been promulgated by the Law N°42/2013 of 16/06/2013. It establishes a new national broadcasting origination, focused on delivering a level of excellence and service in the broadcasting industry.
The new RBA staff will need to show aptitude to manage complex and fast moving operations. They will have proven ability in their specific area of expertise, already displaying the ability to deliver productions to a high quality, on time and within budget. All applications should be addressed to the Director General of RBA. Applications must be delivered by hand to: RBA Headquarters, Kigali City.
Job positions
1) Position: Chief Accountant
Key Responsibilities:
- Coordinate the work of accounting staff under his/her immediate supervision ,
- Thorough verification of all the necessary documentations to be attached to the payment voucher before an expense is to be effected,
- Report to his or her immediate supervisor on periodic basis (daily, weekly, monthly, quarterly, semi-annual and annually),
- Preparation of annual accounts,
- Management of petty cash ,
- Supervision of the preparation of bank reconciliation statements,
- Ensure that adequate financial controls are in place to maintain appropriate and proper accountability of expenditures,
- Ensuring that financial transactions are properly authorized ,recorded, have adequate supporting documentation and can be easily extracted for the purpose of preparing financial statements ,
- Preparing and submitting timely and reliable financial reports,
- Monitoring of the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll;
- Process and submit statutory and other benefits' remittances on time,
- Develop, implement, and ensure compliance with internal financial and accounting policies and procedures;
- Prepare all supporting information for the annual audit and liaise with the Board's Audit Committee and the external auditors as necessary;
- Carrying out any other duties that may be assigned from time to time by the Director of Finance,
Minimum Qualifications: Degree in Accounting, or Finance, with ACCA or CPA part qualified. The ideal candidate should have Three (3) years' working experience in a reputable organization: sound knowledge of accounting software is (Sage pastel) is an added advantage, fluency in English and French is an asset, computer literacy, analytical and communication skills.
2) Position: Debt recovery
Key Responsibilities
- Put in place a debts recovery policy to facilitate cash inflow for the RBA;
- Negotiate with clients on ways of reducing their debts on a progressive manner;
- Suggest to the management about debtors to be written off in the books of account;
- Advise to the management on debtors to be followed in the courts;
- Ensure that annual target to recover short and long term debts is achieved;
- Consider the debt concerned and, where appropriate, refer cases for recovery of external debt in accordance with the policy and procedures;
- Review data on their system and update the collection of the debt on the database in an accurate and timely manner;
- Establish RBA debt collection policies and procedures;
- Monitor and review the debt schedules and take action where there is a defect;
- Provide early intervention in the former case actual arrears, through liaison with internal teams and other institution / organization;
- Coordinate collection recovering outstanding debt or in accordance with the relevant policy and procedure;
- Evaluate the revenue and expenditure reimbursement appropriate debt or on outstanding debts;
- Coordinate a credit list to identify, and initiate refunds debtor and transfers where applicable;
- Provide customers with accurate advice and appropriate information on the amounts payable and the range of payment options;
- Ensure that all missing payments are drawn and payments are made on RBA account;
- Promote effective relationships with other institution/organization in case of payment of the debtor;
- Provide effective specific response, and appropriate to the customer by telephone, face to face or in writing them;
- Create letters inviting the customer to recover RBA specific debts throughout account;
- Attend meetings recovery to ensure that issues related to the efficient and effective debt are identified, discussed and resolved if necessary,
- Ensuring the invoices, statements are generated, issued and/or administered on time and consistent with legislative and audit requirements;
- Directly liaising/corresponding with a range of clients/stakeholders, payments requirements;
Minimum Qualifications: Degree in Management, Finance, Accounting, or Economics with 2yrs exp. in related field.
