M&E OFFICER

General Overview:
The incumbent is responsible for assisting the M&E Director in monitoring and evaluating site activities under the WRP/PEPFAR prevention, care and treatment initiatives. S/he will primarily be responsible for developing measures and providing advice on monitoring and evaluation to the program to improve the understanding of the underlying factors affecting progress relative to scaling up HIV Care.

Duties and Responsibilities:
Provide technical support in design and implementation of all ME activities.
Implement the WRP monitoring & evaluation system by providing technical support and capacity building to partners in data collection, verification, aggregation, and reporting.
Implement and monitor medical and outreach partner M&E work plans and budgets at the regional and district levels.
Build the capacity of regional medical and outreach partners to provide supportive supervision and mentoring to lower-level facilities and community-based partners. Oversee data management staff on data processing and report generation; and support the flow of reports for both the national and WRP monitoring systems. This will include: supervision of data entry, data management including data quality assurance and analysis, dissemination and reporting.
Conduct data quality assessments and continued supportive supervision and provide feedback on data quality issues to all partners; build the capacity of partners in use of data for informed decision-making and program planning.
Train and build capacity of regional/district staff in effective use of all paper-based and electronic based systems for the monitoring of programmatic performance and quarterly reporting. Review and compile monthly and quarterly reports to submit to the WRP office. Provide IT support to electronic-based facilities and ensure that databases are continuously up to date, functioning and effectively used according to the highest standards; prevent or solve data backlog at regional and district levels.
For medical partners: ensure timely, accurate and complete data entry of patient files and registers, PMTCT records, pharmacy records, and lab results into both paper-based and electronic-based systems.

Qualifications:
University degree/Advanced Diploma in Information Technology, Data Management, Social Sciences, Health Sciences, Epidemiology/Statistics or a related discipline.
At least two years of work experience in program monitoring and/or field based monitoring and evaluation.
IT skills required; familiarity with CTC2 databases preferred. Excellent skills in training and mentoring 0
Experience working with public health and HIV/AIDS data preferred.
Proficiency with computer applications, including MS Excel, Word, Power Point and Access. Ability to work under pressure and complete tasks according to agreed deadlines.
Good organizational skills and ability to work in a diverse team as well as independently. Fluency in oral and written English and Kiswahili.
Experience in data analysis and statistical packages such as SPSS, SAS, STATA, or dS Epi-info
Ability to travel as required.
