M & E Manager, Comprehensive Community HIV Prevention Program, Tanzania

PATH is seeking a Monitoring and Evaluation (M&E) Manager, based in Dar es Salaam, Tanzania, to provide leadership in implementing monitoring strategies, assessing data quality, and evaluating the project’s activities, outcomes, and impact for the anticipated USAID Tanzania proposal, Comprehensive Community HIV Prevention Project for Key and Vulnerable Populations. The goal of the program is to improve human capital through a sustained reduction in new HIV infections in Tanzania in support of the Government of Tanzania’s (GOT) commitment to HIV prevention.

 The M&E Manager will oversee the monitoring and evaluation of project activities, including developing and implementing the M&E plan for the project and overseeing M&E work on field-based activities. The M&E Manager will routinely monitor implementation and progress toward reaching goals, objectives, and specific activity targets, measure effectiveness of the portfolio of CP2 activities, and disseminate findings to USAID, CP2 partners, and other organizations. The M&E Manager will also lead design and analysis of studies implemented during the course of the project, including assessments of project innovations, objectives and approaches as well as their impact on specific target beneficiary groups. Specific responsibilities include the following:

• Oversee and ensure quality implementation of the project’ M&E plan
• Ensure alignment of indicators with the USAID/Tanzania Mission’s strategic objectives and intermediate results framework.
• Develop a strategy for ensuring the integration of gender considerations into the work plan and the Performance Results Framework.
• Design monitoring and evaluation methodologies and tools to support the implementation of innovations developed in the project.
• Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies.
• Train and coach project staff and partners on monitoring and evaluation guidelines, survey instruments, data collection tools, and other tools for the project. Work with project staff to build capacity in quality data management.
• Develop and implement a sustainable electronic data collection and storage system for the various program activities.
• Supervise all staff involved in collecting and analyzing data and reporting results.
• Compile reports based on routine analysis of program data.
• Supervise the preparation of project semi-annual and annual reports and work plans.
• Compile and report on information that captures the overall progress of the project.
• Ensure timely flow and transmission of data and other reports from the field to headquarters, as well as timely transmission of data and reports to USAID and relevant partners.

Assist in building the evidence base for community HIV prevention for key populations through metrics and program evaluation.

Desired Skills and Experience

Required Skills

• Demonstrated capacity to use project monitoring and evaluation for decision making and to advance strategic goals.
• Demonstrated expertise in design of impact evaluation research, including substantial knowledge on quantitative research methods, sampling techniques, data analysis and interpretation (including use of STATA and SPSS), and applied knowledge of qualitative research methodologies.
• Demonstrated capability in developing robust monitoring and evaluation frameworks for public health programs in developing countries.
• Familiarity with USAID monitoring and evaluation policies, including the new evaluation guidelines and PEPFAR indicators and reporting requirements
• Competency in training and capacity-building is highly desirable.
• Skill in data quality assurance desired.
• Strong English language oral and written communication skills.
• Knowledge of HIV prevention interventions
• Knowledge of key and vulnerable populations, including sex workers, men who have sex with men, men in mobile occupations, people who inject drugs, young women, clients of sex workers, and prisoners
• Ability to travel 50% of time
• Strong leadership and supervisory skills

Required Experience

• Master’s degree in public health or a related field, with
• At least eight years of senior-level experience in monitoring and evaluating complex systems improvement programs in developing countries.
• Demonstrated experience in research, and monitoring and evaluation of public health programs.
• At least two years of experience with USAID projects strongly preferred.
• Prior Tanzania experience preferred. 
• Demonstrated experience in conducting health-related impact evaluation research in developing countries.
