Chief of Party, Comprehensive Community HIV Prevention Program, Tanzania

PATH is seeking a Chief of Party(COP), based in Dar es Salaam, Tanzania, for an anticipated 5 year United States Agency for International Development (USAID) project, Comprehensive Community HIV Prevention Project for Key and Vulnerable Populations. The project’s goal is to improve human capital through a sustained reduction in new HIV infections in Tanzania in support of the Government of Tanzania’s (GOT) commitment to HIV prevention. The primary implementation approach is achieving high levels of coverage, or saturation, among each target population within a defined geographic area with appropriate mix of population-specific behavioral, biomedical and structural interventions.

The COP will lead the project and be responsible for the following key activities:

General management

• Provide overall programmatic and fiscal management of the project, including achieving project results, effectively communicating accomplishments, making financial reports, and ensuring compliance with all US government and PATH regulations;
• Liaise with donor personnel, including the Agreement Officer's Technical Representative (AOTR) on funded activities, and partners, on accomplishing objectives and activities, as needed;
• Maintain a strong and wide network with key partners and stakeholders in Tanzania, and ensure that the project is represented on appropriate steering and advisory groups.

Technical leadership

• Provide leadership in the areas of community-based HIV testing and counseling, HIV prevention for key and vulnerable populations, gender inequities and norms, and capacity building of local organizations,
• Lead planning, coordination, and technical direction of project strategy and work plan, and implementation of all activities within the work plan to high professional standards;
• Monitor the project's performance, ensuring that all program deliverables are met in a high quality and timely fashion;
• Write technical articles and/or success stories for submission to peer- reviewed publications and disseminate findings on project activities and innovations;
• Interact with collaborating firms, U.S. Government agencies, international donors and agencies, host country governments and ministries, and other relevant stakeholders;
• Provide technical assistance to project staff and in-country partner organizations, ministries, and health service delivery points;
• Lead senior-level coordination, policy, and technical dialogue with the Ministry of Health and Social Welfare (MOHSW) and other government ministries and units. 

Finance/Administration

• Oversee results and impact reporting to USAID, ensuring timely and complete submission of all financial and performance reports and responses to donor requests for information;
• Recruit, supervise, mentor, and motivate project team including staff from PATH and international and national partners;
• Oversee execution of PATH personnel policies and ensure that policies and procedures are clearly communicated to staff, and are respected;
• Ensure compliance with all donor-related, PATH, and program-specific policies;

Oversee the Finance Officer in developing and monitoring budgets for the project to ensure that effective linkages between technical components, grants and finance and administrative functions within the project are maintained.

Desired Skills and Experience

Required Skills

• Ability to effectively use a wide variety of community-based approaches to implement health programs, particularly in the field of HIV prevention and treatment, behavior change, and addressing gender inequities and norms;
• Excellent English language skills, to include reading, writing, and speaking as well as strong presentation skills;
• Swahili language skills highly desirable;
• Strong interpersonal skills and organizational skills;
• Proven ability to work with and manage a diverse international team and proven record of excellent management, leadership, decision-making, and interpersonal skills;
• Proven ability to develop and monitor project budgets;
• Knowledge of USAID financial management and reporting requirements is highly desirable;
• Excellent knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.

Required Experience

• Advanced degree in public health, social sciences, international development, or a related field;
• At least 7 years of experience leading, managing and implementing large international development projects in HIV/AIDS prevention, care, and treatment; and behavior change communication;;
• At least 3 years professional experience working in Tanzania preferred;
• Significant leadership experience using community-based HIV combination prevention techniques to improve HIV and AIDS outcomes, particularly among key and vulnerable populations;
• Demonstrated experience with and understanding of USAID and the President's Emergency Plan For AIDS Relief (PEPFAR) strategic and monitoring and evaluation (M&E) requirements;
• Demonstrated experience working effectively in partnership with staff, teammates, international donors and agencies (particularly US Government), host country governments and ministries, and other relevant stakeholders.
