Position Title:	Senior  Network Optimization and Quality Engineer
Reporting To:	Network Optimization & Quality Manager
Location:	HQ, DSM
Job Purpose:	Optimization of the in-country 3G network for Airtel Tanzania, in conjunction with the Strategic Partners to meet the Key Performance Indicators (KPIs)
Key Accountabilities:	Monitor 2G/3G Network Quality parameters and  recommend on Key Performance Indicators (KPI’s) Perform and process drive tests log files and Layer 3 analysis and produce a report with optimization recommendations to improve performance.  Follow up on the network quality processes for consistent customer experience over and above competition  Ensure accurate and timely MAPA generation, as well as network quality reports to OPCO & Group management.  Drive the collection of business inputs, technical utilization trends and forecast  Ensure teamwork and collaboration across all business units within the value chain Maintain high level relationships with key stakeholders including internal business leaders, strategic outsourced partners, and technology partners to achieve partner engagement. Review partner performance to ensure on-time, efficient and accurate delivery Achieve customer delight and experience on network performance Monitoring Voice of Customer, Complaints and Inputs from other sources/survey results. Support special business needs in the market to achieve the specific market targets as on need Direct, monitor and review functional QoS teams across the country. These include but are not limited to network optimization, network changes, expansion, benchmarking and other related operations
Educational Qualifications & Technical Skills	Bachelor of Engineer degree (communication, electronics, or related fields ) Sound knowledge of Mobile Network Planning and Optimization tools Analytical, statistical and Presentation skills Planning and Optimization Skills
Relevant Experience	5-7 years of experience in Mobile Telecom Industry Minimum 3 years in 3G Network Performance /Optimization/Planning
Other requirements	Excellent communication, presentation and organizational skills

This role ensures Airtel +1 network experience continually Key Accountabilities: Co-ordinate with Commercial Geo-Marketing to obtain the coverage polygons as per the business requirements for both voice and 2G data Produce and provide capacity requirements for both voice and 2G data as per capacity plans output Provide Radio inputs towards the AOP Planning with CAPEX requirements based on 2 year plans Provide Nominal Cell and Final Cell planning design documents in line with radio design recommendations from AOP Planning guidelines Co-ordinate with 3rd party survey team on sites surveys and Produce respective Site Survey reports Provide Respective Bill of Quantities Produce and Obtain group validation approvals for all 2G radio Access deployments Ensure compliance to applicable regulations and monitor availability of all relevant documentation, across relevant touch points to meet compliance requirementsCo-ordinate with Commercial on Business requirements for 3G network deployment and Growth as per AOP strategic Plan Provide 3G capacity requirements for voice and data  in relation to the growth forecast Provide 3G nominal and final Cell plan design documents in line with 3G design planning from AOP planning guidelines Provide respective bill of Quantities Produce and obtain group technical validation for all 3G Access deployments Provide specifications to SCM and evaluate specifications provided by Vendors. Define SLA's for internal processes and partners, monitor achievement of defined objectives to ensure an effective and efficient interface to all touch points To oversee 3rd Party contractors responsible for network optimization and assist where required in terms of access  planning Check and correct where required the network radio parameters in line with Airtel preferred parameter setting and guidelines Assist 3rd Party contractor where required in Frequency planning deployment and ensure the plan is in line with the Airtel frequency plan guidelines for both radio and transmission To validate growth plans and ensure network upgrades are in line with business requirements Provide Transport network capacity planning and consequent upgrade plans for both microwave and fiber network Provide Strategic Transport Network evolution Implementation of features to enhance transport network quality Work closely with operations team to address problematic microwave hops Design and dimension 3G access and backbone requirements in line with the data traffic growth and Airtel design guidelines Educational Qualifications & Technical Skills Bachelor of Engineering  degree (Electrical & Electronics, or related fields ) Sound knowledge of Mobile Network Planning, Optimization and O&M Analytical and Presentation skills Soft skills Supervisory/Management skills Relevant Experience 3 of experience in BSS/TRM planning and Optimization in voice and Data planning for 2G and 3G 1+ year in senior engineer role 2 year experience in 3G planning 1 year in team leader/supervisory role Other requirements Ability to innovate and deliver value to business  Ability to manage an outsourcing partner to deliver business solution Ability to motivate and lead people To apply, please email your CV to: recruitment@tz.airtel.com with Position Title on the email subject line.  The deadline for sending applications is 21st March, 2014
