CARE International in Uganda (CARE) works with others to make a sustainable improvement in the lives of the very poor. Our program implementation is focused on supporting communities in fulfilment of their economic rights and achievement of sustainable livelihoods, conflict resolution and peace building, natural resource management and good governance. CARE Uganda seeks motivated and qualified professionals to fill the positions of; -1) Director for Programme Quality and Learning (PQL) to be based at the Country Office with at least 30% time in the field where CARE and its partners work. 2) Programme Component Specialist – Social Protection to be based in the Gulu Sub Office to support its NUWEP Programme.

Job Summary

Reporting to the Program Director/Assistant Country Director – Program, and working closely with the Country Director, the position of Director for Program Quality and Learning (DPQL) is intended to take forward and build on the results of the work undertaken by the Senior Advisor for Program Quality and Learning (SAPQL) which mainly focused on leading the finalization of the 3 Country Office (CO) program designs i.e.;-The Northern Uganda Women Empowerment Program (NUWEP), the Women in Natural Resource Governance Program (WENG) and the Women and Youth Financial Inclusion Program (WAYFIP) plus establishing a functioning Program Quality & Learning Unit with central technical support and initiating mechanisms for knowledge management in the CO.

Core Roles and Responsibilities;-

  • Enhance program quality through knowledge management, learning and reflective practice in all programs
  • Ensure that all programs adhere to CARE’S programming principles and approaches (e.g. CI Programming Principles, the program approach and program characteristics, CARE’s Unifying framework, CI gender policy, Rights Based Approach, etc) and abide by agreed CARE and industry standards (CI evaluation policy, technical norms and standards, etc)
  • Ensure that all programs (both long term and potential emergency response programs) address the underlying causes of poverty and are in line with the country office strategic plan
  • Prepare consolidated impact statements across programs -Lead the development and implementation of an impact measurement design, monitoring and evaluation system that meets the requirements of CARE USA, CI and the CO in particular work closely with the NUWEP Program
  • Supervise the work of a team of technical advisors and other staff in the PQ&L Unit in order to ensure high quality technical support to programs
  • Provide input to and participate in relevant networks, groups and other forums around program quality and learning and strengthen M&E/lmpact Measurement and Knowledge Management systems and ensuring the continued provision of core technical support
  • Introduce and coordinate required systems and approaches to improve program quality and learning generally in CARE Uganda and more specifically within the NUWEP Program and Develop and implement appropriate learning and knowledge management systems and approaches in the CO and more specifically under the NUWEP Program.

Requirement:

  • Masters' Degree in Social Sciences /Development Studies /Information Systems.
  • 5 years experience of DME including impact measurement, knowledge management, and programme quality and learning preferably in development organisations.
  • Practical, project-level and overall CO experience with NGOs or international development organisations.
  • Demonstrated competency in qualitative and quantitative information collection, processing, management and analysis; and report preparation and presentation plus research skills.
  • Experience in participatory design, monitoring and evaluation, and in PRA techniques
  • Good understanding of various analytical frameworks e.g. Livelihoods, Rights-Based Approaches, etc.
  • Proven skills in diplomacy, motivation and networking
  • Proven experience in successful supervision, team work and strong facilitation skills plus excellent inter-personal skills both within own unit and amongst broader CO units plus
  • Proficiency in English including strong writing skills.
