Background
The United Nations Office for Project Services (UNOPS) - Sudan Operations Center (SDOC) is engaged in the implementation of physical infrastructure projects in Sudan, under various donor & Government programs.
The SDOC is engaged by the Department of International Development (DFID) of the UK of Great Britain & Northern Ireland, for the implementation of Darfur urban water supply improvement project. The purpose of the project is to increase the availability and reliability of water sources and supply in the four main urban centres of Darfur: El Fasher, Nyala, El Geneina and Zalingei. The project activities include provision of three-phase power supply to bore fields, drilling and equipping of new bore holes, replacement of under-performing pumps, design and construction of water transfer pipelines and distribution networks, implementation of bulk meters and other operational improvement measures. The project design and implementation commenced in January 2011, with target completion in December 2012.
Duties and Responsibilities
The Water Supply Engineer, under the supervision of the Project Manager is responsible for all the tasks associated with the design and implementation of town water supply systems rehabilitation works, ensuring successful project delivery. The incumbent of post will be responsible for the following specific tasks:
• Investigate existing town water supply schemes and report on the rehabilitation needs, in consultation with operations staff of the existing water scheme. • Develop and evaluate various options for the rehabilitation needs as identified, taking into consideration the costs, operational & maintenance requirements as well as future planning needs. • Prepare reports of the recommended options seeking the client’s endorsement to the proposed works prior to proceeding to the detailed design phase. • Prepare design and specifications as well as cost estimates for the rehabilitation / replacement / new construction of various town water supply systems with required equipment and components such as deep wells, power supply generators, pumps, elevated tanks, transmission & distribution mains and reticulation systems. • Review and approve the design engineering drawings prepared by the drafting officer. • Assist in the preparation of tender documents, take part in pre-bid meetings and prepare technical reports related to the bid evaluation. • Represent UNOPS in the administration of construction works contracts, and liaise with Government authorities and the project stakeholders during project implementation. • Monitor the overall financial and physical progress of works of the contractors; take appropriate corrective measures to ensure timely delivery within budget ensuring quality of the work. • Check and verify works quantities submitted by the Contractors for the claims, review requests for variation orders and make recommendations for the Project Manager actions. • Coordinate the site works at different locations and supervise the site engineers’ duties. • Submit periodical progress reports, carry out baseline data survey, monitoring and reporting of the performance indicators, etc. • Prepare contractual letters with reference to UNOPS’ General Conditions of Contract in order to address any contractor’s issues / claims and time extension, as well as completion certificates. • Supervise the technical staff and project documentations management. Required Selection Criteria
Competencies • Personal interest, commitment, flexibility and willingness to work in a highly motivated team of professionals. • Ability to travel and work in remote areas of Sudan with limited facilities and difficult working conditions. • Well organized, ability to work in a team to achieve team goals.
Education/Experience/Language • A Master’s Degree in Water Engineering or related discipline. A relevant Bachelor’s Degree plus 2 additional years of relevant work experience may be substituted for a Master’s Degree. • Minimum of 5 years of water supply engineering experience including at least 3 years of experience in the design of town/urban water supply schemes is mandatory. • Familiarity with urban water supply systems/network analysis software packages is essential. • Up to 2 years of urban water supply projects construction supervision/contract administration experience is desirable. • Knowledge of UNOPS/UN regulations, rules, policies, procedures & practices is highly desirable. • Competency and experience in the use of the software packages for the preparation of engineering drawings is desirable. • Must be fluent in written and spoken English.
