1. Overall Description
General Description of the Program:
GOAL has been working in Ethiopia since 1984, implementing a range of activities through its Humanitarian Response, Rural Development, and Street Children programmes. The Humanitarian Response Programme focuses on nutrition, and works with the Ministry of Health to monitor the nutrition, health, and food security situation in the Oromiya, SNNPR, and Amhara Regions. The Rural Development Programme, implemented in the Sidama, Borena, and West Hararghe Zones, focuses on health, education, nutrition, and WASH, with particular emphasis on integration of activities and community participation. The Street Children Programme works with on and off-street children in Addis Ababa to enable them to maximise their strengths and skills. Cross-cutting issues include gender, the environment, child protection, and HIV/AIDS. GOAL Ethiopia utilises a strengths-based approach to all development activities.
GOAL Ethiopia has recently secured funding from the ACP-European Union (EU) Water Facility Programme for a 42-month water, sanitation, and hygiene (WASH) project starting August 1, 2011. GOAL is the lead agency in a consortium with Action contre la faim (ACF) and Lay Volunteers International Association (LVIA).
General Description of the Role:
The WASH Advisor will be responsible for ensuring that the ACP-EU Water Facility project is designed and implemented at a high-quality standard and in accordance with the GOAL Ethiopia country strategy, the GOAL Ethiopia and global WASH sector strategy, the project documents, and the donor’s requirements. The WASH Advisor has a strong capacity-building role, and will work closely with the WASH Coordinator and ACP-EU Water Facility Manager to support them in establishing the project’s technical and administrative elements. This will include ensuring that all the necessary project documents, including clarified project proposal and budget; technical needs assessment and baseline survey; technical specification and designs; implementation modality guidance documents; and monitoring tools are established and implemented according to industry best practices. This will be facilitated through extensive field work and support of the ACP-EU Water Facility team.
Key Duties:
• Support the ACP-EU Water Facility Manager to review the project documents and ensure cohesion and appropriateness of the strategic and technical approach going forward for both GOAL Ethiopia and the consortium members; assist the ACP-EU Water Facility Manager to prepare a detailed project implementation and monitoring plan.
• Together with the ACP-EU Water Facility team, conduct needs assessment to refine location and technical specifications of proposed interventions; manage external consultants to conduct feasibility studies.
• Together with the ACP-EU Water Facility team, the WASH Coordinator, and the Global WASH Advisor, develop project implementation modalities for key technical interventions and activities, including activities such as the rehabilitation of improved ponds; work closely with ACP-EU Manager to develop standard design and specification for construction activities.
• Work together with ACP-EU Water Facility Manager to develop training manuals and curricula.
• Together with the GOAL Ethiopia Monitoring, Evaluation, and Learning (MEL) Unit and consortium partners, develop a standard monitoring and reporting tool to be used by all consortium partners; work together with the ACP-EU Water Facility team, the GOAL Ethiopia MEL Unit, the GOAL Global Survey Advisor, and consortium partners to conduct the baseline survey for the project, incorporating GIS analysis.
• Provide capacity-building support to the ACP-EU Water Facility team to ensure high-quality coordination, planning, monitoring, and management of the ACP-EU Water Facility project activities.
• Support and advise the ACP-EU Water Facility Manager in developing the capacity of team members, community workers, and volunteers.
• Participate as a member of the WASH team to develop the GOAL Ethiopia WASH sector strategy (2012-2016).
• Carry out other activities as requested.
• Ensure that the ACP-EU Water facility team demonstrated skill and practice of using and documenting the necessary project information in the required standard and formats
Person Specifications (Requirements):
• Essential: managerial skills; resourceful and adaptable work approach; creative approach to problem solving specifically in areas where groundwater source is not feasible
• Master degree qualification in Civil/Environmental Engineering or Environmental Health.
• Minimum five years experience working in an international NGO on water, sanitation, and hygiene promotion projects.
• Experience in managing EU-funded WASH projects.
• Experience working within a consortium, preferably within the lead agency.
• Proven initiative in developing new programmes.
• Project management experience and experience in mentoring national staffs/counterparts.
• Strong analytical and strategic planning skills.
• Fluency in spoken and written English
• Excellent communication and interpersonal skills.
• Commitment to beneficiary accountability and humanitarian ethics.
